The Peace of Westphalia acknowledged the development of independent, secular and sovereign states, no longer subject t o the centralized authority of the

Pope or the Emperor. The Westphalian System had some internal problems right from t he start. What is notable, perhaps, is not that the system is now in

decline--but that it mana ged to last for so long. The 'nation' part of the Westphalian System refers t o a group of people who see themselves to be a

particular group. The application of the definition, however, is often difficult.

Thomas Hobbes' book Leviathan (1651) expounded on the 'social contract theory' of government. W hen 'nation' is substituted for 'person' in

the theory below, it advocates the creation of a world government and depicts the current international system as anarchical.

Hobbes had no illusions about having to pay a price for peace. He argued that peace is possible, but only if men, warlike by nature, enter into

a contract with each other according to which they agree to surrender their natural rights to an absolute sovereign, the Leviathan. "For as

long as every man holdeth this right, of doing anything he liketh; so long are all men in a condition of war . . . a war of every man, against

every man." Under the contract men reserved the right to disobey the Leviathan when he puts their lives at risk -- which, if put to the test,

would be likely to prove an illusory right -- but they are otherwise obliged to obey the sovereign; his commands are law and are to be

enforced by the fear of punishment, if necessary, severe punishment. Fear is the passion to be relied on, Hobbes says.

1690 B 1690 - John Locke - Second Treatise on Civil Government

John Locke publishes his *Second Treatise on Civil Government*, rejecting government as coming from Divine influence; it is a human

compact invented to encourage individual liberty and rights. Rejects absolutism in any form. *Second Treatise* provides the theoretical

underpinning for both the American and French Revolutions.

In this essay, Kant described his proposed peace program as containing two steps. The "Preliminary Articles" described the steps that

should be taken immediately, or with all deliberate speed:

2. "No Independent States, Large or Small, Shall Come under the Dominion of Another State by Inheritance, Exchange, Purchase, or

Donation"

5. "No State Shall by Force Interfere with the Constitution or Government of Another State"

Margaret Sanger, the founder of  Planed parenthood and  IPPF is promoting rasistic and eugenic methods for population

control, such as using sterilization and abortions techniques on minorities and people with disabilities, as the only true

method, and its adoption as part of the program of Eugenics would immediately give a concrete and realistic

This is an important book about propaganda, people manipulation and control, writen by Freud's nephew Edward Bernays. Burnays later

made-up a new and better 'newspeak' term for the word propaganda, the "Public Relations". Public relations is a new a social science wich

uses scientific methods for manipulating and controlling people by using the massmedia. PR manipulates the subconscions of the masses by

scientific developed methods, made up news or just spreading fear to achieve the wanted effect and to submis the the will of people to the

will of the manipulator. Gubels once told, that this book was one of the most important book that helped him to understand the psyche of the

masses. Bernays massmedia propaganda techniques applied with Hegelian dialectic methods are used by governants to manipulate the

public oppinion for their interest (northwoods, iran contra, ...). Approving interferences in foreign politics, legitimating war, passing unpopular

bills.. etc... These techniques are also used in bussines and commerce to sell wares to the people. In 60's marxists and pupils of Frankfurt

school tryed to protest agains merchandisig techniques used by companies. Intelectual father of the protesting Hippie groups was marxist

Herbert Marcuse (see 1955 - H.M.- Eros and Civilization) who also manipulated the 60's student movements for his ideological purposes..

Plan for Peace by American Birth Control League founder Margaret Sanger (1921) is published. She calls for coercive

sterilization, mandatory segregation, and rehabilitative concentration camps for all "dysgenic stocks" including Blacks,

Hispanics, American Indians and Catholics.

1933 B 1933 - H.G. Wells - The Shape of Things to Come

1933 -- The Shape of Things to Come by H.G. W ells is published. Wells predicts a second world war around 1940,

originating from a Germ an-Polish dispute. After 1945 there would be an increasing lack of public safety in "criminally

infected" areas. The plan for the "Modern World-State" would succeed on its third attempt (about 1980), and come out of
something that occurred in Basra, Iraq. The book also states,

"Although world government had been plainly coming for some years, although it had been endlessly feared and

murmured against, it found no opposition prepared anywhere."

Co-authored by social philosopher Lewis Mumford, theologian Reinhold Niebuhr and others, the work declares:

conquered and the absurd architecture of the present world is finally dismantled.... And there must be a common

In 1940 FDR defeated internationalist W endell W illkie, who wrote a book entitled One W orld, and later became a CFR member.

Congressman Usher Burdick protested at the time on the floor of the House that W illkie was being financed by J.P. Morgan and the New

York utility bankers.

In the terms of Hegelian dialectics Marcuse creates a antithesis to Freuds thesis of psychoanalytics. Psychoanalytic describes a man as a

being that is driven by his unconscious desires by 'It' - "the beast lurking inside every person". This beast creates mans inner conflict and

only through analyseing this 'it', it can be controlled either by himself (Anna Freud) or by the state (Bernay in his Propaganda(1928)) to

become a 'normal' and happy citizen. Marcuse in oposite to this thesis sais that the 'It' is not evil but 'it' is good and a person, to become

realy free, has to release and live his inner desires. Not the man and his desires are evil and has to be controled, but the society is evil and

trying to controll the man. The Society has to become free and liberal (in moral matters), to allow the man to live his desires. Only so can be

ensurd freedom and prosperity for the mankind. This Marxistic-Liberal toughts of Frankfurt school greatly affected the Hippies movement in

the 60's and all the comming decades. Marcus creates the "new man" for the new comming era - the NW O.
