1 Introduction

- The purpose of this method statement is to define the step by step methods involved in a
logical order to implement the correct practices for the testing & commissioning of CCTV
System for project site team to follow.

2 Scope of Work

- This procedure is a minimum requirement that sets specific guidelines to control the activity
related to testing & commissioning of CCTV System and to ensure that job execution
complies with the project requirements and serves the intended function to satisfactory level
in Dar Al Shifa Hospital project.

6 Description of Work

6.1 Pre Commissioning Procedure

All pre-commissioning & commissioning activities shall be carried out in coordination with
MCC regulations and project requirements. Before start of testing & commissioning the
completeness of the system shall be ensured by physical inspections and interpreting the
previously submitted and approved work inspection reports/ records. Ensure that CCTV
system field devices, switches, panels, servers, storage etc installation is complete and
approved
1. Ensure all installation work is complete as per approved shop drawings; also make sure
that IT data network is ready and commissioned.
2. Make sure all CAT-6 & FO cables for CCTV system has been tested for continuity.
3. First step in commissioning, LAN network between camera and commissioning PC has
to be established.
4. Connect IP cameras network ports to the portable PoE network switch from the panel in
respective communication room.
5. Assign IP address to all indoor dome, outdoor bullet, Mini dome Lift and LPR cameras.
6. Ensure that no damage has been occurred between mechanical completions & pre-
commissioning.
7. Repair/ replace damaged components if any.
8. Ensure the complete link products are in place such as connectors, end line resistors, if
any.
9. Ensure the number of different type of cameras, switches, monitors; servers are as per
approved shop drawings.
10. Ensure the cameras are fitted with appropriate size of lens in order to offer appropriate
coverage, tagged and identified properly.
11. Ensure the availability of configuration & software setting of the cameras.
12. Ensure that cable installation & termination is complete in field devices & panels.
13. Ensure that cables are secured well on to the connections to avoid data loss or system
misbehavior due to any loose connection.
14. Ensure that cameras are properly fixed and secured in ceiling or on the wall.
15. Ensure that each camera is tested for proper image using appropriate instrument.
16. Ensure that network infrastructure has been completed before the testing.
17. Ensure that Storage/ HDD capacity & specifications are complying MCC regulations.
18. Ensure that servers and workstations used has required configuration requirements as
per the software supplier.
19. Ensure all proper hard switch settings are done for proper function as stated in the
installation manual.
20. Ensure camera licenses are available for all cameras to be configured.
21. Ensure that all CCTV equipment have UPS power.
22. Ensure that all power cables are properly lugged and terminated.
23. Ensure that all CCTV equipment is properly fixed inside racks.
24. Ensure that all structured cables are properly dressed and terminated correctly inside
CCTV racks.
25. Ensure that all cables are properly tagged and labelled.
26. Ensure that all interface connections are proper and tight, if any.

6.2 Commissioning procedure

1. The cameras shall be designated in the system software with each other camera having a
dedicated address on the system.

2. The cameras shall also be designated according to the location of approved shop drawings
by MCC.
3. Cameras coverage shall be tested and confirmed as per approved drawings.
4. Manual control of cameras shall be tested individually.
5. Automatic sequencing and control of all cameras shall be tested.
6. Alarm/ Fail status shall be tested for each camera individually.
7. Recording shall be tested according to archives as per client requirements.
8. Hot spare HDD shall be tested for failsafe/ swapping operation.
9. VMS system shall be tested according to the requirements.
10. Verify that real time video data analysis function is working fine.
11. Verify the streaming is correctly transmitted to configured archives.
12. Live feed shall be tested for all cameras.
13. Record, play, pause tests shall be carried out for all cameras in VMS individually.
14. Each cameras/ devices shall be tested & adjusted for proper operation in accordance with
the manufacturer instructions.
15. Ensure the interface of CCTV with ACS & BMS as required.

6.3.3 Function Test of the Interfaces.

Verify all interfaces are functioning in case of activation of corresponding initiating devices.

7 Precaution
- The installation area shall be checked by responsible Site Manager with site safety officer
before and after installation work to ensure the safety.

8 QA/QC Aspect

- Work site shall be tidy and clean and all equipment and debris shall be removed and stored
appropriately.
- Work permits shall be closed out (if required).
- All relevant documents shall be submitted for verification and compilation.

9 Safety, Health and Environmental Management

- All personnel involved shall be inducted on the safety, health and environmental issues
associated with the project.
- Appropriate safety signboard, barriers and lighting when necessary shall be provided.
- An experienced Foreman shall take charge of the field operations.
- Trained personnel with relevant experience shall operate heavy machinery.
- For heavy dust, wind and up normal weather temperature shall be reported to superiors prior
to start or continue to the work on site.
- Incident and near miss shall be reported immediately to the superior.
