country, as may be prescribed.

Animal Husbandry along with Slaughter Houses, covered under the Negative list, approved by the
KVIC, besides it bye products of slaughter houses are promoted as leather, bones, fur & wools, In
fact, all these bye products based on violent mechanism, whereas Honey Bee Mission implemented
by the KVIC, keeping in view the Schedule of the KVIC under section 2(h):

1. Beekeeping.
2. Flaying, curing and tanning of hides and skins and ancillary industries connected with the
same and cottage leather industry.

Now, we will celebrate 150th Birth Anniversary of the Late Mohandas Karemchand Gandhi,
whereas his birth day was approved as International Non-Violence Day, which is never been
celebrated as per the soul of acceptance, regular representations were turn down by the KVIC
itself, matter of record. Please allow to explain in person, granting me hearing.

THE KHADI AND VILLAGE INDUSTRIES COMMISSION ACT, 1956 (NO. 61 OF 1956)
(As amended up to 22nd March 2006), defined under section 2: It extends to the whole of India
except the State of Jammu and Kashmir. As per section 4(2) of the said Act: The Commission
shall consist of the following members appointed by the Central Government, namely: (a) six
non-official members having specialized knowledge and not less than ten years of experience of
Khadi or Village Industries and representing such six geographical zones of the country, as may
be prescribed, keeping in view, eligibility of non official Membership, Govt. of India, did
mistake, while nominating Bachelor of Dental Surgery from Dr. D.Y. Patil Dental Collage &
Hospital, Pune, passed in 2007, in fact Dr. Hina Shafi Bhat is a Dental Surgeon, Member of BJP,
contested Assembly Election and this was her qualification to represent North India in KVIC,
enjoying berth cum Chairperson of Zonal Committee, whereas KVIC Act is not applicable on
J&K.
Hence:
1. Ministry may look in to her Eligibility of North Zone Membership of KVIC.
2. Naresh Kadyan, having rich experience of 35 years in the field of Khadi Gramodyog was
ignored.
3. Attached grievance may be handled by a Dental Surgeon without any experience,
specialization in the field of Khadi Gramodyog.

Subject: Shifting of National Headquarter in the Capital of India of KVIC and Coir Board.
Please find attached here with reply received from the Coir Board keeping in view the replied of
the Khadi & VI Commission as above along with section 8 of the Khadi and Village Industries
Commission Rules, 2006, office of the Commission - The office of the Commission shall be
located at Mumbai or such other place as the Government may from time to time direct. It would
also be pertinent to mention here that 6(3) of the Khadi and Village Industries Commission
Rules, 2006, Chairman shall be entitled to a rent free furnished residence at Mumbai or such
other place where the office of the Commission may be located. The scale of furnishing the
residence shall be as fixed by the Government from time to time, whereas Chairman enjoying
this facility in Delhi, besides it section 28(1)(g) Rural Employment Generation Programme
should be amended with the Prime Minister Employment Generation Programme, hence:
1. Shift both offices of the KVIC and Coir Board to the National Capital of India in Delhi
without any further delay as justifications of both Departments are unjustified and not
satisfactory.
2. Amend section 28(1) (g) of the Khadi and Village Industries Commission Rules, 2006.
Please treat this as legal Notice of 15 days before moving the public Interest litigation before the
Court of law along with many more issues.
Remarks:
“It is informed that grievance with regards to change of HQ of KVIC is concerned, it has already
been clarified the stand of KVIC that it is a Statutory Body established by an Act of Parliament
(No. 61 of 1956, as amended by act no. 12 of 1987 and Act No.10 of 2006 functioning under

The Khadi and Village Industries Commission (KVIC) is a statutory body established by an Act
of Parliament (No. 61 of 1956, as amended by act no. 12 of 1987 and Act No.10 of 2006. In
April 1957, it took over the work of former All India Khadi and Village Industries Board.
National Headquarters of KHADI & VILLAGE INDUSTRIES COMMISSION is Gramodaya, 3,
Irla Road, Vile Parle (West), Mumbai Maharashtra, whereas camp office of the Chairman and
Chief Executive Officers of the KVIC at Gandhi Darshan, KVIC Pavilion, Gate No. 4, Rajghat,
New Delhi for better coordination and perfect functioning of the KVIC then why its National
headquarter at Mumbai instead in Delhi, capital of India, so National Khadi & VI Boards
Employees Federation (Apex body of all India State KVIB Employees Unions) raised public
grievances to shift the Mumbai KVIC headquarter to New Delhi without any further delay in the
interest of public at large.

Haryana Khadi & Village Industries Board has No legal Act, Rules & Regulations, since 1969

Animals are being abused for their fur, leather and wool for personnel profit and
gains. Gandhian ideology based the Khadi and Village Industries Commission -
KVIC is also promoting animal abuse against the ethos of the Gandhian vision.
OIPA in India demanding KVIC to amend their policy and protect animals from
unnecessary pain and sufferings. We appreciate Gandhian Ideologist,
philosopher and social reformer Naresh Kadyan, Founder Chairman of PFA
Haryana and now representing UN affiliated OIPA in India all efforts for animal
rights and their welfare on this globe. Animals are also being killed - slaughtered
for their skin and flesh as well, where as KVIC approved meat projects as
negative list but animal skin proposals are being promoted. United Nation
affiliated, the International Organisation for Animal Protection - OIPA chapter
in India appeal you all concerned:
1. Ban animal fur and wool along with its products.
2. Ban slaughtered animal leather, its products as well.
3. Amend negative list of the Khadi and Village Industries Commission - KVIC.
4. When sale of gulail is banned by the CEO, KVIC at his own then why not
slaughtered animals leather, fur, wool and snatched wool be banned?
5. Use Alternatives instead of animal skin, fur and wool.
The above actions would prove dedication and respect towards Gandhian
Ideology and Philosophy. All financial proposal shall be rejected / Khadi

: Gramodyog bhandars be directed to boycott products based on animal fur, wool

and leather. Quail breeding was banned by the Ministry of Environment and
Forest, where as NABARD was providing financial assistance for Quail
breeding but this matter was also taken up by the Director of PFA Haryana Miss
Sukanya Kadyan and Central Government directions were implemented now.
Dr. Renu. S. Parmar, Adviser to the Planning Commission of India and Shri
Chandan Saha, Joint Adviser are requested to allow OIPA chapter in India
deputation to explain our views. It would be pertinent to mention here that Govt.
of India introduced Public Procurement Policy for Micro and Small Enterprises
(MSEs) Order, 2012 but there are many items reserved as approved source,
which based on animal slaughtering like BONE MEAL at serial No. 25. Health
risks: In the 1990s, bone meal was identified as a vector for bovine spongiform
encephalopathy (BSE, or "mad cow disease") among livestock. It is believed by
some that bone meal produced in the 1970s from the corpses of sheep bearing
scrapie caused BSE in cattle when it was fed to them, but the pathogen very
rarely crosses species, so it is more likely to have spread from cow bone meal.

Details : The negative list of items of PMEGP scheme indicated in the guidelines. In the

circular has been issued on 12.08.2013 stipulating that “items/activities banned

So, keeping in view the overall grievances of public along with large prospective of the impact

It saddens me that a fun game like cricket causes so much cruelty to animals simply
through the use of leather cricket balls. Animals who are slaughtered for their skin often
endure extreme crowding and deprivation, castration without being given any pain
relief and cruel transport and slaughter. In India, the source of much of the world's
leather, cows are often marched to slaughter for days without food or water. When the
cows collapse from exhaustion, workers often smear chilli peppers and tobacco in the
animals' eyes and twist their tails until they break in an effort to keep the animals
moving. At the slaughterhouse, animals are hacked at with dull knives, often in full
view of one another. Leather production also wreaks havoc on the environment. Toxic

: chemicals are used to process leather, and they pollute waterways and can sicken
Description people who work at tanneries. The Khadi and Village Industries Commission (KVIC) is
a statutory body established by an Act of Parliament (No. 61 of 1956, as amended by
act no. 12 of 1987 and Act No.10 of 2006. In April 1957, it took over the work of
former All India Khadi and Village Industries Board. KVIC approved many leather
proposals under PMEGP scheme, which reflect promotion of cruelty on animals
because slaughter houses are the basic source of raw materials, which is against the
ethos of the Gandhian Ideology and philosophy. The UN affiliated OIPA in India
campaigning Director Miss Sukanya Kadyan moving fast to get ban on cricket balls and
leather articles.

Naresh Kadyan, C-38, Rose Apartment, sector-14, Prashant Vihar, Rohini, Delhi was born on
October 10, 1961 in village Siwana, Jhajjar District of Haryana, Master in Journalism and Mass
Communication along with Post Graduate Diploma in J&MC, Diploma in Footwear Technology
along with Advance course with ‘Distinction’, elected as Member of the Clothing and Footwear
Institute, London on November 8, 1988, had been a reporter for the ‘Jagiriti’, a journal of the
Khadi and Village Industries Commission – KVIC.

Naresh Kadyan have successfully organized many camps on blood donation, eye donation,
plantation, awareness about social evils like dowry, honour killings, illiteracy, infants marriage,
killing of female child etc. , he has been elected three time state President of the Haryana Khadi
Board Employees Union and founder Secretary General, National Khadi and Village Industries
Board Employees Federation (An apex body of all state’s KVIB Employees Unions). He has
arranged blood donation camp on January 30th, 1996 with the Haryana Khadi and Village
Industries Board at Manimajra, Chandigarh and then on October 2nd, 1996 with District
Administration, Gurugram followed by another on October 2nd, 1997.

Naresh Kadyan is a first complainant under the Right to Information Act, 2005 as he has moved
complaint on 19-10-2005, asking about 370 in J&K and compiled a book on animal related laws in
Hindi, like wise he prepared a book on animal slaughtering. Naresh Kadyan has been Duty
Magistrate during prohibition policy in Haryana.

Animals are being abused during transportation, 29 oxen and 59 Rajasthani calves rescued and
then moved campaign to ban animal transportation in goods transport vehicles, maximum FIR's
were lodged against offenders and animals were rescued, then Ministry of Social Justice and
Empowerment (Govt. of India) made a documentary on live raids in midnight at Bahadurgarh.
Naresh Kadyan compiled a book in Hindi on the animal related laws in India. The National Dairy
Research Institute, Karnal injecting Oxytocin injections for lactation on the Buffaloes but Naresh
Kadyan lodged FIR against animal abuse because it was a crime as per section 12 of the PCA Act,
1960 then he moved public interest litigation before High Court at Chandigarh. A special cattle
train was caught by Naresh Kadyan on 10th December, 2000 for the violation of the animal related
legislation's, banned oxytocin was recovered which were injected in 5 boogies 65 cows for lactation
and these all accused were punished by the concerned court at Faridabad, similar special cattle
train of 40 boogies was also stopped for the violation of animal related laws, FIR was lodged with
the GRP, Gaziabad on 28th December, 2000 and the Allahabad High court upheld the objections
raised by Naresh Kadyan, animals were rescued, handed over to the local animal shelters. Border
Security Force - BSF also shifting camels in a cruel manner from Rajasthan to Delhi for Republic
parade but this animal abuse was exposed by Naresh Kadyan, in Jammu and Kashmir horses were
abused at Katra then Naresh Kadyan moved first complaint on 19th October, 2005 under Right to
Information Act, 2005 raising this issue because due to special status state as per the Constitution of
India, Indian animal related laws are not enforced over there. Sheep's and Goats are being abused
under Indian Army supply cover but Naresh Kadyan exposed this crime against animals as well.
The Govt. of India made out rules for slaughter houses in 2001 and these rules were implemented
by Naresh Kadyan lodging FIR against illegal slaughter houses in Ballabgarh (Faridabad). Conchs
and corals are also banned in India; Naresh Kadyan found these articles in Kurukshetra, Mathura,
Haridwar and legal actions have been initiated.

He has contributed a lot and a man behind rehabilitation of the performing animals like lion, bear,
panther, monkey and bear, due to his efforts all dancing bears are now out from the Indian roads
and streets because he introduced a scheme for rehabilitation of kalandher along with their
performing animals like monkey and bear, later this scheme was successfully implemented by the
Wildlife SOS and Wildlife Trust of India, more than 600 dancing bears rescued and no one left to
perform in captivity. He has rescued many dancing bears from the Kalanders, lodged FIR with the
Police Station, Sonipat, Salhawas, Gurugram, Faridabad (Haryana) and Shalimar Bagh in Delhi.
He played a key role to rescue 29 performing lions and a bear from the Russian Komal circus from

Animal Welfare Board of India - AWBI recognized his work declaring Star of the month, later he

and get trial shifted from Jhajjar to Special Environment court at Faridabad. A black buck and
Chinkara was illegally captured by the Air Force Station, Sirsa officials and make unrecognized
mini zoo within the Air Force station premises but Naresh Kadyan moved complaint, both animals
were rescued and rehabilitated at Deer park, Hissar. The Chief Wild Life Warden of Haryana
failed to take legal action then he filed a complaint before Special Environment Court at
Kurukshetra, likewise a black buck was hunted in Udmi village of Panipat, FIR was lodged and
when due to politically pressure Administration moved to cancel the case but Naresh Kadyan
moved complaint in this case as well before the Special Environment Court at Kurukshetra. A
black buck was also found in the captivity of a Chairman, Haryana Tourism Corporation's
residence at Dharuheda but same was also rescued and rehabilitated in Rohtak zoo by Naresh
Kadyan, due to this strong activism Naresh Kadyan was harassed by then Haryana Govt. A black
buck was captured by the officials of Wildlife science faculty of Aligarh Muslim University, same
was rescued by the UP Wildlife Department without any legal action against offenders but Naresh
Kadyan lodged FIR No. 491 dated 9th July, 2011 against five officials of the faculty as well.
Elephant polo was held at Jaipur in 2006 but Naresh Kadyan raised the issue and then moved
public interest litigation about elephant abuse, Rajasthan High Court - Jaipur Bench banned the
operation of Iron Ankush on the PIL moved by him. Chimpanzee was abused in the feature film
Janseen, Elephants in Jodha Akbar, horses in Drona and all these issues were raised by Naresh
Kadyan.

Mongoose is a protected wild animal but people used its hair paint brushes. Naresh Kadyan moved
a campaign in India for awareness and many legal actions were initiated like huge mongoose hairs
along with paint brushes were recovered from Ambala Cant, Gurugram, Bhiwani, Faridabad,
Ballabgarh, Narnaul, Rewari, Bahadurgarh in Haryana, Jahangirpuri in Delhi and in Hyderabad,

Leopards are being killed due to conflict between human beings with the wild animals, leopards

rescued from the National Institute of Financial Management (NIFM), during this rescue Langur
was found in captivity to keep away common monkey from the premises of NIFM, same matter

General Assembly resolution on the International Day of Non-Violence, passed


by the United Nations for October 2 every year but I am sorry to say that Govt.
of India silent for the mega celebrations like International Yoga Day. The life
and leadership of Mahatma Gandhi: Gandhi, who helped lead India to
independence, has been the inspiration for non-violent movements for civil
rights and social change across the world. Throughout his life, Gandhi remained
committed to his belief in non-violence even under oppressive conditions and in
the face of seemingly insurmountable challenges. The theory behind his actions,
which included encouraging massive civil disobedience to British law as with
the historic Salt March of 1930, was that "just means lead to just ends"; that is, it
is irrational to try to use violence to achieve a peaceful society. He believed that
Indians must not use violence or hatred in their fight for freedom from
colonialism. Definition of Non-Violence The principle of non-violence also
known as non-violent resistance rejects the use of physical violence in order to
achieve social or political change. Often described as "the politics of ordinary
people", this form of social struggle has been adopted by mass populations all
over the world in campaigns for social justice. Professor Gene Sharp, a leading
scholar on non-violent resistance, uses the following definition in his

: publication, The Politics of Nonviolent Action: "Nonviolent action is a
