D angerous jobs, hard la-
bor, long hours of work,
delayed or unpaid salary are
issues that further compounds
distress among migrant work-
ers with the ongoing high
profile arrests of undocu-
mented migrant workers. Af-
ter all theseundocumented
workers could be their rela-
tives, friends, acquaintances
or fellow countrymen who are
wanting to make a better life
for themselves.

Kowtowing to the pressure of

its peers among industrialized
economies, authorities are
overreacting and overdoing its
crackdown that violates rights
of undocumented migrant
workers. These workers
are protesting the procedure
as multiple punishment, once
caught they are detained,
forcibly fined or their belong-
ings confiscated and then
deported. This show of force
is in line with the notorious
record and government’s im-
age as a bully when hosting
international events.
The staging of the 1988 Seoul
Olympics was not without
harm done to its own people
when they were forcefully
evicted and relocated from
their residences to construct
those stadiums. Today the toll
is on migrant workers as the
country prepare for the up-
coming G 20 summit this No-
vember. The crackdowns be-
ing religiously implemented
resemble that of a cult that
terrorizes the ranks of migrant
workers who are even sus-
pected as potential terrorists.
Migrant workers have human
rights that ought to be re-
spected no matter what their
status. They are guaranteed
full protection under interna-
tional laws. All they want is
dignity in their work and be
dignified as migrant workers.
These migrant workers are
backbones to Korea’s 4D
(dirty, difficult, dangerous and
distance) jobs that supports
its bid in maintaining its G
20 status.
Connivance is the main issue.
The Korean government seems
to neglect the fact that the un-
documented workers' employers
are also part of the equation.
They condone the employers
but punishe the migrant work-
ers. If there are no employers
who hire undocumented work-
ers for their cheap labor then
there should not be these crack-
downs. The government is at
fault for being reactive rather
than proactive.
And to break this vicious cycle
it is political will that is needed
in addressing the root cause of
the problem.
It is unfortunate to note that
even with Korea’s UN Sec. G en
Ban Ki Moon at the helm of
power, the country is not keen
on showing leadership among
developed countries in recogniz-
ing international norms such as
the International Convention on
the Protection of the Rights of
All Migrant Workers and Mem-
bers of Their Families (Migrant
Workers Convention). Until to-
day, Korea has not ratified the
convention that could serve as a
legal framework for the govern-
ment to address the myriad
issues of it’s migrants workers.
However, some Korean Civil
Society groups are showing
their support to Migrants Trade
Union on their hunger strike
and ongoing protest on these
ongoing crackdowns. The
church, progressive and other
religious groups, continue to
provide their much needed
assistance to all migrant work-
ers especially those undocu-
mented workers. The prolifera-
tion of migrant workers’ cen-
ters run by civic groups is a
stark contrast to the profane
arrests the government is do-
ing.
The Filipino EPS Workers Asso-
ciation (FEWA) is calling on the
government to respect the
human rights of all migrant
workers. They should be given
more leeway to follow and
observe the government’s
mandate for their voluntary
surrender. Through FEWA’s
online forum, the organization
is being consulted by several
undocumented Filipino migrant
workers on how they could
avail of the amnesty
being provided by the govern-
ment.

They want to know how they
could be assured of a decent
repatriation. Although informa-
tion is available but the process
of operationalizing the amnesty
is lacking and time is running
out for the grace period.
Several deaths and accidents
have been recorded as migrant
workers tried to elude these
arrests. These could have been
prevented should there been a
more humane treatment and
proper information of making
undocumented migrant workers
surrender on their own accord.
Compassion will be more effec-
tive and do more good to the
image of Korea wanting to cre-
ate global trademark. After all
some of these undocumented
migrant workers are willing to
go back to their home country
provided they are guaranteed
and accorded legal protection
and not treated as criminals.
Crackdown is not the way a civi-
lized government operates in a
global community of prosperous
countries but a characteristic
and behavior of a dictatorial and
autocratic government.

T here have been many incidents in the
past when zoo visitors became victims
of animal maulings, because they may
have accidentally entered the animals’
territory or were intending to create a
prank that went wrong. Animals have suf-
fered the consequences with euthanasia or
bad treatment, and animal rights activists’
words have gone ignored considering the
continuous and seemingly endless reports
of such. If you spell to think, is it really the
animals fault for responding to how it is
brought up to do? The animals respond as
such because it is the instinctive survival
tradition that have been passed down to
them by those who have had the chance
to survive the times, either in the wild or
in domestication. It is how we learn, and it
is how our species thrive.
Don’t they say that when there is change
and unexpected events, people initially
react the same way?
Humans are claimed to be of the highest
species in the animal kingdom, given their
ability to not only make tools but also of
thinking. Feelings were also primarily in-
cluded, but studies then and now also
show that the rest of animalandia may
also have this, especially those that can
guarantee survival of oneself and the ani-
mal tribe, such as anger, happiness and
affection. As part of the animal kingdom,
people are also entitled to have these feel-
ings, and are levelled in different terms,
expressed in more manners, and found in

more occasions. Thus, people are allowed
to react in their angriest, their saddest,
their happiest. However, what makes peo-
ple different from animals is how they do
express this, and the result for those at
the receiving end of it.
This month of August subtly showed
events around the world what may have
evaluated the Philippines’ condition at pre-
sent and how it would course into the fu-
ture, given no interference from outside
forces or changes in the status quo. This
not only includes the gruesome results of
the hostage incident at the Quirino Grand-
stand, and not only of the Miss Universe
Pageant debacle (if you may name it as
such). It also includes the issues that were
and are considered momentarily on hold
because of all the international public rela-
tions juggling act that government offices
are currently handling.
Most popular to currently name would be
the said hostage-taking event and the
“major major” pageant. If it isn’t enough
that the police force, no matter if they
were supposed to be part of the elite team
or not, now has a new name all over the
internet (search for the new meanings of
SWAT), this incident highlighted all the
inefficiencies and the lacking in all fronts,
in namely all sectors. Never mind that they
don’t have the equipment. But the police
force may as well have announced to the
whole world that they are not psychologi-
cally and mentally prepared for emergen-
cies such as these. Never mind, also, that

they would need to encounter another such
event to find out if they can do better. But
imagine if something greater happened. Do
we want that? Of course not, nobody did
and does. But is it possible?
And do we even need to start with how the
media handled the entire thing?
Even while the incident was happening, I
had already tweeted that hopefully, the con-
sulate and the Filipinos residing in
HongKong would not bear the brunt of
whatever outcome arises. In response, peo-
ple I knew and did not in the social media
world replied that I was exaggerating, and
that I should stop spreading panic. And yet,
we who are residing overseas know that
such reactions are not rumor molehills made
into mountains. As many can see right now,
many may be accused of not thinking
straight with generalizing all Filipinos to be
like Mendoza, and many have suffered the
consequences of that hatred. It does not
help at all that evidences of insensitivity
from the student population and the police
force itself would surface. As those at the
receiving end, and in comparison of eco-
nomic might and needs, we can only apolo-
gize and hope it will stop. And yet, we are
also the ones with the chance to think: it is
an opportunity to make the status quo bet-
ter.
When the incident ended, many have ex-
pressed and written about their hope that
the Philippines’ candidate in the Miss Uni-
verse pageant would improve the interna-
tional image of the country. Miss Raj very
much prepared for it; she looked perfect,
walked perfect, dressed perfect, and was PR
-ed perfect. However, she may have forgot-
ten about the question and answer portion.
Diane Sawyer said it correctly that the mis-
hap may not have been entirely an isolated
case. Many given the question characterized
as intellectuals were also left stumped, and
psychologists have also answered why.
However, considering both the qualifications
of being in the pageant as well as the
prominence of the event itself, many will
agree that she could have answered the
question in a better way. Many from the
common populace put their own two cents
of how the question could be answered,
albeit admitting the question to be difficult,
and came up with surprisingly good re-
sponses.
But then again, the common populace is
called common because we’re lacking in the
“perfect” aspect.

dalawa o higit pa ang kahulugan. Ayon sa
kanila, kapag walang ibang kasamang
salita na bubuo sa konsepto o ideya,
umaasa ang utak sa kasalukuyang kundi-
syon ng isip para sa una at madaliang
mahihinitang diwa ng napagsama-samang
titik, o kung sa Ingles ay frame of mind.
Ikaw? Papaano mo binasa ang unang
salita sa artikulong ito? Ilan ang naisip
mong posibleng kahulugan?
Ayon sa pangkasalukuyang diksyunaryong
Tagalog, mayroong higit sa sampung ka-
hulugan ang salitang bago, depende sa
gamit at silbi sa isang pangungusap. Kung
tatanggalin ang mga unlapi maaaring pag-
sanibin ang iba ayon sa kanilang pare-
parehong salitang ugat. G ayunman,
maaari mo bang sabihin na sa sampung
taong makakasalubong mo sa daan ay

iba-ibang katangian? O kung hindi man,

ang magkakaroon ng pare-parehong basa

Raechelle Agustin Montalbo is a
masteral student at The Catholic
University of Korea, Bucheon. From,
hundreds who applied for this schol-
arship at The Catholic University of
Korea, she’s one of the 16 students
chosen which makes her very happy
and proud to continue for a higher
education in South Korea. She ar-
rived in Korea last February 2010.
She’s 24 years old who aspires to be
a professor and an advertising
agency executive. A graduate of De
La Salle University of Manila, and
now majoring in Master of Arts in
Digital Media.
Raechelle was born in Sta. Ana Manila,
but grew up in Alfonso, Cavite.
She loves to sing and play the guitar.
She’s a leader and a team player at
the same time. She’s adventurous and
welcomes challenges.She’s one of the
newest additions to the FEWA family
by being the new Lay-out editor of
The Sulyapinoy, the official publication
of FEWA. In Phillippines, she has
worked for four years, and had
learned so much especially from her
employer, Kodak Philippines, Ltd.
Raechelle understands the sentiments
of the OFW’s since she’s a daughter of
an OFW herself. She knows the
importance of the
contributions of the
OFW’s not just to their
own families but also to
the entire country.

Philippine Embassy, Seoul
Filipinos residing in South Korea may now
apply for the Philippine electronic pass-
ports, or e-passports, at the Philippine
Embassy in Seoul effective 01 August 2010.
The ePassport is a highly secured and
enhanced Machine Readable Passport. The
ePassport system reduces identity theft by
storing the biometrics and signature of the
passport holder and recording his thumb
marks.
As taking the biometrics of the applicant is
an additional requirement, processing will
take longer than that of the machine-
readable passport. In order to streamline
the procedure, the Embassy will adopt the
appointment system and courier service.
Schedule an Appointment For Your sPass-
port Application Starting 15 July
To ensure efficiency and orderly service to
the public, only fifty (50) ePassport appli-
cations will be entertained per day.
An applicant can get an appointment by
calling the APPOINTMENT HOTLINE NUM-
BER 010-9385-0535 and by giving your full
name including middle name, date and
place of birth, your old passport number
and mobile number in South Korea.
You can also send an email to epass-
port@philembassy-seoul.com , and type in
your full name including middle name,
date and place of birth, your old passport
number and mobile number in South Ko-
rea.
An appointment date will be given to you
which is in the morning between 9:00 am
and 12:00 pm, Monday to Friday or first
Sunday and third Sunday of every month,
except on declared Philippine and Korean
national holidays. Further, getting an ap-
pointment for passport processing is free.
Please come exactly at the appointed date
and time. Failure to do so will subject the
applicant to reapply for a new schedule.
Upon completion of the encoding of the
passport application, the forms will be sent
to the Department of Foreign Affairs (DFA)
in Manila for processing. The new
ePasport will then be sent to the Embassy
after six weeks and thereafter mailed to
the applicant, if he availed of the courier
service.
In case of a lost Passport, the applicant
will be required to execute an Affidavit of
Loss, for submission to the DFA. After the

Department has cleared your application,
you can get an appointment for applica-
tion of an ePassport. Processing of a lost
passport will take at least two months
from the date of submission of the Affida-
vit of Loss to the Embassy.
Courier Service
To avoid returning to the Embassy to
claim your ePassport, you can avail of the
courier service to collect and deliver your
passport at your designated address. Only
those who can provide a complete return
address can avail of the courier service.
You will be asked to complete the courier
form upon application for ePassport and
payment will be collected upon delivery.
The consular officer will cancel the old
passport and return the same to the appli-
cant .
When Courier Service is not Applicable
If you cannot provide a complete return
address, you cannot avail of the courier
service. Any error or incorrect address
would make the applicant liable to the
courier company and cause the return of
the undelivered ePassport to the Embassy.
If you intend to travel or use your old
passport for any other purpose after appli-
cation of ePassport, please inform the
consular officer.
Green Passport Valid until Date of Expiry
If you are a holder of the manual or green
passport, you can still use your passport
for travel abroad until the date of expiry.
The ePassport fee is US$ 60.00 payable in
U.S dollar bill(s). You will be required to
pay upon application in US currency.

1. Illegal stayers detected by immigration officers
are subject to fines:
· Those who stayed illegally for less than one (1)
year are exempted from fines;
· KRW 500,000 won for illegal stay of one (1) year
to two (2) years (excl.);
· KRW 1 Million won for two (2) years to three (3)
years (excl.);
· KRW 1.5 Million won for three (3) years to five (5)
years (excl.);
· KRW 2 Million won for five (5) years or over.
There is no commutation of detention to penalties
for those who are incapable of paying fines. In-
stead, illegal stayers will be deported after under-
going a prescribed process and will be banned re-
entry for a certain period of time.
2. The period of entry ban for the deported illegal
stayers:
· Three (3) years for those who paid fines before
being deported;
· Five (5) years for those who failed to pay fines
before being deported.
3. The detected illegal stayers will be deported
following the procedures below:
1. An illegal stayer is arrested,
2. Will be investigated for illegal stay,
3. Will be detained (upon issuance of detention
order),
4. Decision will be made after examination
(possible decisions include imposition of fines and
issuance of deportation order),
5. Will prepare for departure (issue a passport and
buy tickets, etc.),
6. Will be deported.

the passport data page, last page showing
the name and signature of the signing officer,
