The Open Government Partnership (OGP) Participatory Governance Cluster Framework

The OGP is a multilateral initiative that aims to secure concrete commitments from governments
to promote transparency, empower citizens, fight corruption, and harness new technologies to Enhance Citizen
strengthen governance. In the spirit of multi-stakeholder collaboration, OGP is overseen by a Participation
Steering Committee including representatives of governments and civil society organizations.

The Participatory Governance Cluster of the Cabinet (PGC)

After the political transition in May 2016, it is important to note that Executive Order No. 24, signed
in May 2017, has reorganized the Cabinet Cluster System. Under Section 9 of EO 24, good Policy/ Legislation Supporting Participatory Governance

programs and projects based on area-specific realities; In crafting and updating PH-OGP National Action Plans and the PGC Performance and Projects
To strengthen consultation mechanisms to ensure effective implementation of Roadmap, the government subscribes to the following good governance principles/values:
