OFFICE OF THE CHIEF, BFP

1.0 OFFICE OF THE CHIEF, BUREAU OF FIRE PROTECTION (OFC)

The Chief, Bureau of Fire Protection (C, BFP) shall have command
supervision and control of all elements of the Bureau of Fire Protection: issues
instructions and directives as may be necessary to carry out the mission and
functions of the Bureau; and performs such other functions as may be directed by
the Secretary of the Department of the Interior and Local Government (DILG).

1.1 INTERNAL AFFAIRS SERVICE (IAS)

The Internal Affairs Service (IAS) is the office responsible for ensuring
administrative discipline of BFP personnel.

The Internal Affairs Service handles administrative complaints against


BFP personnel.

a. Conducts fact-finding investigation on complaints for the


determination of probable cause;
b. Drafts investigation reports, resolution and formal charges for
approval and recommendation by the Chief, Internal Affairs
Service and for the approval of the Chief, BFP;
c. Conducts investigation on all cases referred to by the Civil Service
Commission, Department of the Interior and Local Government,
and OMBUDSMAN;
d. Conducts and presides preliminary conference to contending
parties either for mediation, conciliation/arbitration;
e. Conducts field investigation for information gathering on
administrative cases/complaint filed against BFP personnel;
f. Prosecutes cases before the Hearing Office and performs other
duties that may be delegated by the Chief, Internal Affairs
Services; and
g. Performs other tasks that the C, BFP may assign.

1.2 HEARING OFFICE (HO)

The Hearing Office (HO) presides hearings and/or conduct


formal investigation at the National Headquarters (NHQ) and Regional
Offices (ROs) and reviews and pen decisions/resolutions of cases
pending before NHQ and ROs without Hearing Officer and performs
other tasks that the C, BFP may assign.

2.0 DEPUTY CHIEF FOR ADMINISTRATION (DCA)

The Deputy Chief for Administration (DCA) assists the Chief, BFP in the
exercise of his duties and responsibilities on matters concerning administrative
management.

a. Recommends administrative policies, plans and programs for the


improvement of the service based on sound professional concepts and
principles;
b. Coordinates the activities of offices/units falling under his area of
responsibility and control;
c. Reviews and/or recommends approval of all requests for financial,
logistical and manpower concerning administrative aspects of the Bureau
requiring the approval and/or concurrence of the Chief, BFP; and
d. Performs other tasks that the Chief, BFP may assign.

3.0 DEPUTY CHIEF FOR OPERATIONS (DCO)

The Deputy Chief for Operations (DCO) assists the Chief, BFP in the
exercise of his duties and responsibilities pertaining to operations management.

a. Recommends operation-related policies, plans and programs for the


improvement of operational capabilities/readiness of the Bureau;
b. Recommends systems and procedures for an effective and systematic
monitoring and coordination of the operating units;
c. Reviews and recommends approval of all requests for financial, logistical
and manpower pertaining to operational matters that require concurrence
and approval of the Chief, BFP; and
d. Performs other tasks that the Chief, BFP may assign.

4.0 CHIEF DIRECTORIAL STAFF (CDS)

The Chief Directorial Staff (CDS) assists the Chief, BFP and the Deputy
Chiefs in the proper disposition of all communications and concerns.

a. Ensures that all communications be acted with dispatch;


b. Performs administrative and operational supervision and control of all
Directorial, Regional and Support Service Offices; and
c. Performs other tasks that the Chief, BFP and Deputy Chiefs may assign.

5.0 DIRECTORATE FOR PERSONNEL AND RECORDS MANAGEMENT (DPRM)

Formulates and executes policies, rules and regulations in all areas of


personnel management in accordance with the Civil Service laws, rules and
regulations to raise the level of efficiency, effectiveness and morale of BFP
personnel.

a. Implements comprehensive and balanced personnel management


programs;
b. Supervises the administrative functions of the BFP such as personnel
performance management implementation, records management;
facilities and services; and public information services;
c. Monitors and supervise the moral and welfare program for the BFP
personnel; and
d. Performs other tasks that the CDS may assign.

5.1 ADMINISTRATIVE DIVISION (AD)

Performs administrative and technical supervision over its sections –


Personnel Accounting Section, Electronic Data Processing Section, Pay and
Allowances Section and Personnel Appraisal Section. It ensures strict
implementation of systems, policies and standards for managing and securing
personnel records and personnel performance and information; and
spearheads coordination and collaboration with other agencies and
organizations concerning personnel records and information management,
including security.

a. Formulates, updates and institutionalizes systems and policies on


personnel records and information management;
b. Reviews fiscal directives pertaining to personnel emoluments,
incentives and benefits;
c. Initiates implementation of policies and guidelines pertaining to
accurate inventory of personnel including endorsement of violators
for appropriate administrative sanctions to proper office;
d. Ensures the timely release of salary, allowances and other benefits
of personnel through operations of pay roll; and
e. Performs other tasks that the Director for Personnel and Records
Management may assign.

5.1.1. Personnel Accounting Section (PerAS)

Maintains updated database of BFP personnel.

a. Organizes annual headcount activities;


b. Monitors personnel activities such as but not limited to, continuing
duty status/regular duty, change in assignment, drop from the roll,
suspension, resignation, dismissal, retirement, transfer of branch
of service, designation/reassignment, transfer of assignment and
detached service; and
c. Performs other tasks that the C, AD may assign.

5.1.2. Pay and Allowance Section (PAS)

Prepares the salaries, allowances and other benefits of BFP


personnel and manages release of its relative documents.

a. Collates the monthly printed payroll reports such as alpha list,


regional registry, LP list, proof list, GSIS reports & bonus,
Replacement Clothing Allowance (RCA), Registries and
distributes the same to concerned offices;
b. Verifies suspended loans of the BFP personnel;
c. Releases checks for salaries and allowances, pensions, Class
E and other special benefit;
d. Maintains roster of personnel, acknowledgement of report of
payees, report of cancelled, damaged and spoiled checks;
e. Issues different certificates for non-payment, same-person,
employment and compensation and cancelled checks;
f. Withholds emoluments of AWOL, Not in Roster (NIR),
resigned, retired, dismissed, and transferred to other branch
of service;
g. Manages the cancellation/stoppage of loss CFCs for
submission to Land Bank of the Philippines (LBP) and
prepares report to Accounting and COA;
h. Releases pay slip nationwide and the verification and
authentication and indexing of pay slip; and
i. Performs other tasks that the C, AD may assign.

5.1.3. Personnel Appraisal Section (PApS)

Administers personnel performance according to prescribed


policies in the government and applicable performance management
standards and leads the development and implementation of
performance management policies and programs based on research.

a. Acts as Secretariat to the BFP Performance Management


Team;
b. Monitors and evaluates personnel’s performance in
connection with agency plans and targeted deliverables;
c. Generates analytical reports on the performance of personnel
and provides the management advice on possible
interventions to performance gaps;
d. Evaluates implementation of adopted performance
management tools or systems;
e. Provides administrative and technical inputs for performance-
based personnel actions and other performance-based
management interventions;
f. Performs other tasks that the C, AD may assign.

5.2 MORALE AND BENEFITS DIVISION (MBD)

Performs administrative and technical supervision over its sections –


Awards and Incentives Section and Personnel Welfare Section. It formulates,
develops and monitors guidelines and procedures for efficient delivery of
services pertaining to personnel welfare, scholarship, awards and incentives.

a. Develops and implements policies and mechanisms for efficient or


timely processing of claims and administration of benefits;
b. Monitors status of claims through development and maintenance of
database on pensioners and scholars and beneficiary information for
all benefit claims;
c. Institutionalizes employee assistance programs aimed at improving
working conditions and environment and issues/concerns that affect
performance and productivity;
d. Generates, updates and maintains records/documents of all scholars
and pensioners;
e. Ensures that all communications from the said sections are
validated/verified accordingly prior to submission to the higher office;
and
f. Performs other tasks that the Director for Personnel and Records
Management may assign.

5.2.1. Awards and Incentives Section (AIS)

Administers the implementation of BFP Program on Awards and


Incentives for Service Excellence (PRAISE).

a. Acts as Secretariat to the BFP PRAISE Committee;


b. Evaluates and processes the personnel nominated for awards
and drafts BFP PRAISE Resolutions and Bureau Orders;
c. Prepares the citations for plaques, tokens and certificates;
d. Assists in the procurement, preparation and awarding of
medals, tokens and certificates to the awardees; and
e. Performs other tasks that the C, MBD may assign.

5.2.2. Personnel Welfare Section (PWS)

Formulates and implements projects and programs to uplift the


morale of BFP personnel.

a. Administers and processes benefits involving in-service BFP


personnel such as but not limited to hospitalization/medical
reimbursement, and cash awards and sympathy;
b. Conducts activities and program beneficial to the health and
fitness of BFP personnel;
c. Acts as Secretariat to the Claims and Adjudication Board
(CAB) and Housing Committees;

d. Develops and implements policies and mechanisms for


efficient or timely processing of claims and administration of
benefits;
e. Institutionalizes personnel assistance programs to improve
working conditions and environment issues and concerns that
affect performance productivity; and
f. Performs other tasks that the C, MBD may assign.

5.3 PERSONNEL AND RECORDS MANAGEMENT DIVISION (PRMD)

Performs administrative and technical supervision over its sections –


Records Section, Leave Management Section and Personnel Liaison Section.
It assists in managing human resource effectively through systematic, efficient
and reliable personnel records and information management.

a. Formulates policies, procedures and standards as regards to


personnel records management;
b. Ensures that personnel records management provides efficient
system;
c. Maintains updated database in terms of records and leave
management; and
d. Performs other tasks that the Director for Personnel and Records
Management may assign.

5.3.1. Records Section (RS)

Manages and secures personnel records and information and


improves the records management programs of the BFP.

a. Leads, plans and manages the bureau records management


program for both core mission and administrative records,
regardless of medium format;
b. Leads, plans and manages the digital information of personnel
records management;
c. Confirms, certifies, authenticates and issued documents
pertaining to personal records;
d. Monitors documents that are being filed, sorted, inserted,
scanned and attached in briefcase;
e. Oversees safekeeping and maintenance of personnel
records; and
f. Performs other tasks that the C, PRMD may assign.

5.3.2. Leave Management Section (LMS)

Manages the leave administration activities/actions of BFP


personnel in accordance with the Omnibus Rules on Leave (Rule XVI of
the Omnibus Rules Implementing Book V of EO 292) and other existing
rules and regulations.

a. Provides efficient system for leave administration to promote


efficiency, general welfare and morale among BFP personnel;
b. Monitors and processes regular activities such as but not
limited to all kinds of leave, terminal leave (optional,
compulsory, resigned, dropped), travel local/abroad,
monetization, updating indexing, monitoring of individual leave
records and issuance of leave record;
c. Validates/tallies the submitted leave reports from Regional
Offices; and
d. Performs other tasks that the C, PRMD may assign.

5.3.3. Personnel Liaison Section (PLS)

a. Establishes and maintains linkages with various government


agencies (e.g. NGAs, GOCCs) to facilitate effective and
efficient communication and coordination on issues and
activities of common interests;
b. Monitors the transmitted/received documents to and from
DILG, CSC and other government agencies/government
owned and/or controlled corporation and transmittal of the
same to the concerned offices of the BFP; and
c. Performs other tasks that the C, PRMD may assign.

5.4 RETIREMENT BENEFITS DIVISION (RBD)

Formulates, develops and monitors guidelines and procedures for


efficient delivery of services pertaining to pensions and survivorship. Performs
other tasks that the Director for Personnel and Records Management may
assign.

5.4.1 Retirement Claims Section (RCS)

a. Prepares for issuances of retirement orders for Uniformed Personnel


and Non - Uniformed Personnel (NUP);
b. Manages the processing of Commutation of Accumulated Leave
Claims;
c. Coordinates with DBM of fund releases to support retirement
gratuities and commutation of leave;
d. Examines whether claims are supported by adequate appropriation
certified by the Chief, Accounting Services and other proper
authorities;
e. Examines the legality of the transactions;
f. Coordinates with the Accounting Services pertaining to the Notice of
Cash Allocation (NCA); and
g. Performs other duties as directed by C, RBD.

5.4.2 Pension and Gratuity Section (PGS)

a. Processes for the disbursement of lump sum and regular pension


checks;
b. Responsible for the activation of 1st pension of retirees who opted to
avail three (3) years lump sum and those who opted for outright
pension;
c. Responsible for the transfer of monthly pension to the legal
beneficiaries of the deceased retiree (died after retirement,
TRANSFEREE) and the deceased BFP personnel (died while still in
the active service, SURVIVORS);
d. Responsible for all the records and not paid Disbursement Vouchers,
as well as warrant registers appertaining to pension;
e. Responsible for the monthly change report for the correction,
activation of first pension and restoration of deleted monthly pension;
f. Acts on inquiries and/or complaints of pensioners / retirees relative to
their pensions; and
g. Performs other duties as directed by C, RBD.

5.4.3 Pre-retirement Planning Section (PPS)

a. Prepares and implements pre-retirement programs for BFP retirees


such as the conduct of livelihood trainings/seminars, job fairs and
assistance to other job opportunities;
b. Administers the regulations related to death of personnel in the active
service, retirees, disability and retirement benefits and pensions;
c. Conducts actuarial assessment to determine the possibility of the
benefit programs of the BFP;
d. Initiates appropriate ceremonies for retirees or bereaved families of
deceased personnel and related activities such as transportation,
necrological services, mass, vigil, internment to include procurement
of wreaths and writing/sending of condolence letters and mass cards;
and
e. Performs other duties as directed by C, RBD.

6.0 DIRECTORATE FOR HUMAN RESOURCE DEVELOPMENT (DHRD)

The Directorate for Human Resource Development (DHRD) develops,


formulates and executes policies, guidelines and procedures in areas of Human
Resource Development in accordance with the Civil Service laws, rules and
regulations. It maintains a well-rounded and competent personnel through
implementation of comprehensive and balanced personnel development
programs designed to raise the level of efficiency, effectiveness and morale of its
human resources.

a. Sets the direction of activities, innovations, programs, projects, and


policies being formulated and implemented by its constituent offices;
b. Leads the development of plans and strategies that will help address
agency needs and issues impinging on agency human resources,
especially those Human Resource concerns that fall within the
jurisdiction of the office of Human Resource Management;
c. Reviews existing and evaluates proposed policies concerning human
resource management and development;
d. Monitors and evaluates the implementation of policies concerning
human resource management and development;
e. Performs other tasks that the CDS may assign.

6.1 HUMAN RESOURCE MANAGEMENT DIVISION (HRMD)

Performs administrative and technical supervision over its sections –


Recruitment and Selection Section, Promotion Section and Personnel
Placement Section. It ensures the standard implementation of policies,
guidelines and procedures as well as implements all CSC rules and
regulations pertaining to personnel actions. Further, it spearheads
coordination and collaboration with other government agencies and non-
government organizations for the development of programs to improve human
resources.

a. Revisits and/or updates existing, and drafts new policies on human


resource management, especially in the areas of recruitment and
other appointments or personnel actions and job assignments;
b. Institutionalizes merit and fitness-based and up-to-date systems and
policies on recruitment, and other personnel actions;
c. Maintains personnel profile and master file; and
d. Performs other tasks that the Director for Human Resource
Development may assign.

6.1.1. Recruitment and Selection Section (RSS)

Administers the recruitment and selection of personnel in


accordance with the qualification standards set by the agency pursuant
to the rules and regulations of the Civil Service Commission.

a. Acts as Secretariat to the Personnel Selection Board (PSB)


during recruitment process for Uniformed Personnel (Fire
Officer 1 and Lateral Entry) and Non-uniformed Personnel;
b. Performs the publication of vacancies and prepares
necessary documents relative to recruitment and selection of
personnel;
c. Administers the promotion process of the Non-Uniformed
Personnel;
d. Screens the qualifications of the applicants for endorsement
to the PSB;
e. Evaluates the completeness of documents of the newly
hired/promoted personnel for issuance of appointments;
f. Monitors the temporary status and processes the renewal and
reemployment of personnel; and
g. Performs other tasks that the C, HRMD may assign.

6.1.2. Promotion Section (PS)

Administers and processes the promotion of uniformed personnel


in accordance with the qualification standards set by the agency
pursuant to the rules and regulations of the Civil Service Commission
(CSC).

a. Coordinates and/or maintains linkages with the CSC for


matters concerning personnel actions;
b. Coordinates with Regional Administrative Officers and
personnel for issues and concerns regarding promotion
process;
c. Processes the appointment and ensures the issuance of
Bureau Order to BFP Officers and Non-Officer Ranks and
transmits the same to the CSC through the BFP Central
Records System;
d. Monitors the attestation of appointments and advises
concerned personnel in case of disapproval;
e. Monitors the renewal and reappointment of promoted
personnel; and
f. Performs other tasks that the C, HRMD may assign.

6.1.3. Personnel Placement Section (PPS)

Ensures that the criteria and procedure in evaluating the


qualifications of the candidate for re-assignment/designation to key
positions and other positions of responsibility is consistent with RA 9263
and existing DILG and BFP policies.

a. Acts as Secretariat to the Placement and Selection Board


(PSB);
b. Screens and identifies personnel who are qualified and fit to
perform particular jobs;

c. Evaluates placement of personnel in coordination with the


PAS based on personnel performance;
d. Monitors significant personnel activities such as but not limited
to, promotion, transfer, reassignment, detail service,
suspension, and drop from the roll and dismissal;
e. Assist in identifying the needs of the agency and its human
resource by performing regular inventory of capabilities,
competencies and requirements vis-à-vis given tasks or
assignments;
f. Performs other tasks that the C, HRMD may assign.

6.2 CAREER DEVELOPMENT DIVISION (CDD)

The Career Development Division performs administrative and technical


supervision over its sections – Training Sections and Doctrine Development
Section. It develops and establishes a career and personnel development
plans which shall include provisions on performance evaluation, in-service
training, including overseas and local scholarships and training grants,
suggestions and incentive rewards.

a. Implements the Performance Strategic Management System of the


BFP;
b. Supervises and evaluates the training programs for personnel based
on the needs of the BFP and its resources;
c. Evaluates the identified competency gaps and recommends for
appropriate human resource interventions;
d. Evaluates impact of training programs on personnel and the agency;
e. Performs other tasks that the Director for Human Resource
Development may assign.

6.2.1. Skills Development and Specialization Section (SDSS)

Develops, designs and/or administers training programs based


on the needs of the BFP and its human resource and evaluates its
impact on personnel and the agency.

a. Identifies and analyzes competency gaps and recommends


trainings/ interventions suited to fill the needs;
b. Maintains updated personnel training and competency profile;
c. Collaborates with concerned offices, organizations and/or
agencies regarding training programs;
d. Supervises and facilitates the conduct of mandatory trainings,
processing of local and foreign trainings, conferences,
seminars, schooling and scholarship grants;
e. Reviews and recommends modifications or revisions of
training curriculums various mandatory courses in
coordination with PPSC and NFTI;
f. Prepares schedules of the seminars to be conducted and
approved POI’s and training materials to be used in each
training/seminar being conducted;

g. Performs other tasks that the C, CDD may assign.

6.2.2. Doctrine Development Section (DDS)

Formulates doctrines pertaining to the organization,


administration and operations of the BFP in coordination with the
concerned Directorial Staff and formulates directives and policies for
the enhancement of doctrines.

a. Collates, studies and research on operational and


administrative reports of field offices and students for
doctrine adoption;
b. Formulates, evaluates, reviews, modifies, and/or revises
current training doctrines for the enhancement of individual
and unit training on foreign and local trainings;
c. Formulates plans and policies regarding the acquisition and
development of general doctrines to serve as guidance to all
BFP personnel in the performance of their duties;
d. Formulates education and training philosophies for guidance
and implementation of all training institutions on the
professional development of the BFP personnel;
e. Performs other tasks that the C, CDD may assign.

7.0 DIRECTORATE FOR COMPTROLLERSHIP (DC)

The Directorate for Comptrollership formulates sound and cost-effective


budgetary and fiscal management policies for implementation by various BFP unit.

a. Manages the fire code revenue of the agency;


b. Takes the lead in the entire budget process;
c. Reviews budget proposals as well as subsequent proposals for budget
adjustments;
d. Oversees the execution of the budget;
e. Advises the Chief, BFP on the budgetary and revenue matters and
management improvement; and
f. Performs other tasks that the CDS may assign.

7.1 BUDGET SERVICES DIVISION (BSD)

Performs administrative and technical supervision over its sections–


Budget Planning and Preparation Section, Budget Execution and Monitoring
Section and Notice of Cash Allocation Section. It assists in the preparation of
Annual Budget and Disbursement of Funds and monitors budget execution.

a. Prepares and defends budget proposal during presentation


before oversight bodies;
b. Initiates, confers, and calls all Budget Officers in the preparing
budget proposal (PPMP);
c. Submits budget proposals using budget forms prescribed during
budget call;
d. Reviews, consolidates budget proposal in accordance with the
guidelines of oversight bodies;
e. Re-writes and revises budget proposal in accordance with

operational funds for regional offices based on approved fund
allocation and Obligation Requests (ObR), for fund utilization
of activities of the BFP-NHQ;
b. Maintains control records per budgetary accounts (PS, MOOE
and CO), per Directorate, per expense account and per
Program Project Activity (PPA);
c. Prepares letters/communications to respond to queries
concerning matters;
d. Prepares Special Budget Requests (SBRs) and requests for
realignment from DBM;
e. Consolidates submitted budgetary reports of the 17 regional
offices, Financial Accountability Reports (FARs), Budget
Accountability Reports (BARs) and Statement of Allotment,
Obligations and Balances (SAOB);
f. Prepares consolidated BFP budgetary reports (FARs, BARS,
SAOB and BEDS) based on consolidated regional and BFP-
NHQ reports;
g. Prepares, monitors and evaluates fund utilization of regional
and BFP-NHQ offices;
h. Maintains Registry of Allotments and Obligations (RAOs) for
Personnel Services (PS), Maintenance and Other Operating
Expenses (MOOE) and Capital Outlay (CO) for current and
continuing accounts;
i. Maintains records of fund releases to regional offices and
compares with submitted PPMPs/APP; and

a. Prepares report of Monthly Summary of FCR Collections and


Deposits and Consolidated Annual Summary of Adjusted

b. Verifies and analyzes the submitted regional report of monthly
FCRCD;
c. Draws Journal Entry Vouchers (JEV) necessary for the
preparation of monthly Trial Balance;
d. Reconciles validated report with Abstract of National Collection
from Bureau of Treasury;
e. Submits JEV with supporting documents to Bookkeeping
Section for preparation of Monthly Trial Balance (TB);
f. Verifies and coordinates outstanding un-deposited balance of
Regional Offices and endorses collective actions to collecting

7.2.1. Collection, Records and Reconciliation Section (CRRS)

Establishes guidelines and SOPs for periodic plan preparation and


program development for adoption of the lower units; identify and coordinates with
funding donor agencies – international and local – for a possible loan and grant
arrangements for acquisition of BFP equipage and facilities and conduct of
technical studies, formulate long, medium and short-term plans and ensure proper
monitoring of plan implementation by BFP field units, coordinates with other
international fire service agencies and associations for the development of fire
service standards, and performs other tasks that the CDS may assign.

8.1 PLANNING AND PROGRAMMING DIVISION (PPD)

Provides general policies, guidelines and SOPs on the proper and timely
preparation of plans, project proposals and periodic accomplishment reports.

a. Prepares long, medium and short term plans in coordination with


DILG and other oversight agencies, such as NEDA, DBM, DILG,
DOF and OP and monitors proper program implementation by the
various BFP units;
b. Coordinates the preparation of the Project Procurement
Management Plan (PPMP) and the consolidation of periodic
accomplishment reports of the same;
c. Conducts research and prepares program proposals and project
feasibility studies for acquisition of BFP equipage and facilities for
funding by international and local fund donors; and
d. Performs other tasks that the Director for Plans may assign.

8.1.1. Program Monitoring and Statistics Section (PMSS)

Ensures the prompt preparation of the accomplishment reports.

a. Prepares directives inclusive of data-capture forms for the


timely submission of accomplishment reports by the various
BFP units;
b. Compiles and maintains updated and relevant statistics with
respect to the BFP’s operations;
c. Conducts research and maintain statistical information such
as population, income classification of LGUs, number of
establishments and similar socio-economic statistics;
d. Prepares working draft of the consolidated periodic
accomplishment reports for submission to DILG, DBM, and
other concerned agencies; and
e. Performs other tasks that the C, PPD may assign.

8.1.2. Planning and Policy Research Section (PPRS)

Facilitates the preparation of long and short term plans through


the provision of various statistics and policy issues which have impacts
on the operation of the BFP.

standards and other related performance indicators as basis
for determining the level of performance of the operating units;
b. Undertakes initial review and evaluation of project proposal
from other BFP units and recommend to the Chief, PPD
appropriate dispositive actions;
c. Conducts research and compiles various policies and studies
emanating from local and international agencies which have
impacts on the operation of the BFP; and
d. Performs other tasks that the C, PPD may assign.

8.1.3. Program Development Section (PDS)

Develops and conceptualizes program proposals for possible


inclusion in the over-all plan of the BFP.

a. Formulates and conceptualizes programs and projects for the


integration to long and short-term plans of the BFP;
b. Consolidates, reviews and evaluates programs and projects
from different offices;
c. Undertakes comprehensive research and data analysis as
primary inputs for plan formulation and programming of
funds;
d. Accomplishes the various annual budget forms inclusive of
the targets per MFO and the required justification for the
same;
e. Conceptualizes and formulates the required PowerPoint
visual aid for presentation in the various fora being attended
by the C, PPD;
f. Promotes and develops collaboration with International
Organization in matters especially on Capability Building; and
g. Performs other tasks that the C, PPD may assign.

8.2 FIRE SCIENCE AND TECHNOLOGY DIVISION (FSTD)

Conducts extensive research on fire science and technology for


purposes of developing and promoting local fire protection equipage
technology; compiles latest information of fire safety standards for subsequent
development and/or formulation of safety standards adoptable to the Philippine
setting for purposes of enhancing the safety provisions of the Fire code of the
Philippines; develops standards to be utilized as basis for prescribing the
strategic deployment of fire stations and firefighting equipage in LGUs with the
primary consideration of improving response time and efficiency of fire
operations and performs other tasks that the Director for Plans may assign.

8.2.1. Fire Technology Standards Development Section (FTSDS)

Drafts, formulates and develops BFP standards and technical


works that prescribe rules, guidelines, best practices, specifications, test
methods, design and /or installation procedures on new and latest
technology of various fire protection materials, equipment and services
and performs other tasks that the C, FSTD may assign.

8.2.2. Standards Research and Analysis Section (SRAS)

Conducts extensive technological research on fire protection and


safety equipage and/or services, which are deemed essential in the
accomplishment of the BFP mandates; prepares proposals on fire
science and technology development, improvement and utilization
projects, including initiatives of various government agencies in the
promotion of public and fire safety and performs other tasks that the C,
FSTD may assign.

8.2.3. Industry Standards Development Section (ISDS)

Represents the BFP in inter-agency collaborations and/or


initiatives with the end-view of infusing applicable fire safety provisions
of the Fire Code of the Philippines of 2008 into the proposed standards,
policies, guidelines, rules and regulations as well as programs of the
Philippine government and performs other tasks that the C, FSTD may
assign.

Formulates policies and procedures relative to the programming and


procurement of various supplies and materials.

a. Creates and maintains a compilation of quality standards,


commodity classification and technical specifications of all
commonly used supplies and materials and all other equipment
and accessories falling under the category of supplies and
materials;
b. Closely coordinates with DBM-PS for efficient implementation of
the E-Procurement System and similar government regulatory
agencies to ensure transparency and integrity in the procurement
process of the BFP; and
c. Performs other tasks that the Director for Logistics may assign.

9.1.1. Procurement Planning and Evaluation Section (PPES)

Compiles and consolidates all Common-Use Supplies and


Equipment (CSE) PPMP’s into APP of the BFP National
Headquarters.

a. Prepares quarterly programs and Purchase Requests


(PR) of CSE available and not available at DBM-PS for
procurement through Virtual Store and Public Bidding;
b. Evaluates PR’s and other documentary requirements
prior to endorsement to BFP-NHQ Bidding and Awards
Committee (BAC); and
c. Performs other tasks that the C, SMD may assign.

9.1.2. Procurement Processing Section (PPS)

Prepares Purchase Orders (PO), Work Orders (WO),


contracts, Notices to Proceed (NTP) for signing, and endorses the
same to concerned offices and performs other tasks that the C, SMD
may assign.

9.1.3. Procurement Claims Section (PCS)

Processes all claims in procurement transactions at BFP-


NHQ.

Provides policies and guidelines and Standard Operating Procedures


(SOPs) on the proper documentation requirements for repair/construction of
fire stations, maintenance of BFP motor vehicles, repair and maintenance of
firefighting equipment, activation of fire station, titling of donated lots, GSIS
Insurance of BFP-owned facilities and BFP motor vehicles BFP-wide.

a. Processes/evaluates and prepares programs on the above-


mentioned requests for subsequent allocation of funds;
b. Conducts pre and post repair inspection of BFP motor vehicles,
equipment and facilities;
c. Processes annual registrations of BFP-NHQ motor vehicles,
programming of funding allocation of motor vehicles BFP-wide
and other similar programs;
d. Develops and maintains a compilation of engineering design and
existing technical specifications of fire station, office building and
equipment for Bureau’s usage; and
e. Performs other tasks that the Director for Logistics may assign.

9.2.1. Infrastructure Section (IS)

Evaluates the documents on the request for


repair/construction of BFP facilities BFP-wide and prepares programs
for subsequent allocations of funds.

a. Prepares plans/design, cost estimate, technical


specifications and other related documents/
communications, relative to the construction of BFP
facilities/typical fire station;
b. Conducts pre and post repair inspection of facilities;
c. Develops and maintains a compilation of engineering
design and research development for existing technical
specifications of fire station and office building for
Bureau’s usage; and
d. Performs other tasks that the C, ED may assign.

Formulates circulars, memoranda and CSW aimed at


improving the response and techniques of BFP field personnel in
structural fire suppression.

a. Recommends policies and guidelines geared towards


structural fire protection advancement through extensive
research and coordination on the best practices of
structural fire suppression operation of the fire service
agencies of other countries for possible adoption by the
BFP;
b. Provides necessary inputs in the formulation of structural
fire suppression trainings;

forest fire protection advancement through research and
coordination on the best practices of forest fire
suppression operation of other fire service agencies in
other countries for possible adoption by the BFP;
e. Provides necessary inputs in the formulation of forest fire
suppression trainings;
f. Initiates plans, programs and projects for the
enhancement of forest fire suppression activities; and
g. Performs other tasks that the C, FSOD may assign.

10.1.3. Transport Fire Protection Section (TFPS)

Formulates circulars, memoranda and CSW aimed at


improving the response and techniques of BFP field personnel in
transport fire prevention and suppression.

a. Recommends policies and guidelines geared towards


transport fire protection advancement through research
and coordination on the best practices of transport fire
suppression operation of the fire service agencies of other
countries for possible adoption by the BFP;
b. Provides necessary inputs in the formulation of transport
fire suppression trainings;
c. Initiates involvement in various convergence geared
towards the development of an enhance transport fire
response mechanism;

material/CBRN units in the various BFP field units.

a. Undertakes research and prepares training curricula for


rescue and hazardous materials/CBRN in close coordination
with FNTI;
b. Takes the lead role for forging harmonious cooperation and
working relationship with the various Rescue Groups;
c. Maintains close coordination and linkage with international
and local rescue and hazmat/CBRN groups for purposes of
acquiring modern operating techniques and skills as well as
possible grants of rescue and hazmat handling/CBRN
equipage;
d. Serves as the repository of the BFP in Anti-Terrorism
activities particularly in CBRN or Weapons of Mass
Destruction;
e. Formulates policies that will increase the level of awareness
of the BFP and the public to the threats and impact of hydro-
meteorological hazards, risk, and vulnerabilities;
f. Develops and implements comprehensive disaster
preparedness, policies, plans and systems; and
g. Performs other tasks that the Director for Operations may
assign.

10.2.1. Special Rescue Section (SRS)

Assist in the formulation of policies, guidelines and SOPS for


the effectiveness and efficiency of the Special Rescue Units.

a. Consolidates all Search and Rescue (SAR) activities


from all BFP Regional Offices;
b. Undertakes research on modern SAR equipment;
c. Prepares/recommendations the needed SAR equipment
to be utilized by BFP rescue units;
d. Prepares training curricula for Search and Rescue
specialized courses;
e. Assist in the conduct of SAR specialized trainings in the
BFP and other government agencies;

response equipment;
c. Prepares recommendations on the needed
hazmat/CBRN response equipment of BFP
hazmat/CBRN units;
d. Prepares training curricula on all HazMat/CBRN levels of
trainings;
e. Assists in the conduct of HazMat/CBRN specialized
trainings in the BFP and other government agencies;
f. Coordinates with other government agencies concerned
in HazMat/CBRN and related terrorism activities;
g. Serves as the BFP focal center for the Anti-Terrorism
Council, Office of the President; and

10.2.3. Community Mobilization Section (CMS)

Coordinates with various volunteer rescue groups, Radio


Communication Groups, Educational Institutions and other NGOs in
cases of large scale disasters and emergencies.

a. Develops memorandum of agreements between the


aforementioned groups and BFP regarding rescue and
fire related activities;
b. Formulates and conducts training programs for auxiliary
rescue groups in coordination with other GO/NGO
organizations; and

Formulates policies and guidelines in the conduct of intelligence and


investigation procedures.

a. Ensures the quality and value of the investigations being conducted


by all BFP Fire Arson Investigators and to expedite the investigation
process, submission of investigation reports and disposition of fire
and arson cases;
b. Studies the identified fire causes in order to prevent its
reoccurrence, institute protection measures and to expand the fire
safety program of the BFP;
c. Obtains and develops modern technology and investigative skills in
order to ensure operational capability of all investigation and
intelligence offices of the BFP;
d. Develops plans, programs, guidelines/policies and Standard
Operating Procedures (manuals) to uplift and enhance the
investigation and intelligence undertakings of the BFP nationwide;
e. Strengthens the linkages with other government law enforcement
agencies (LEAs) and/or non-government law agencies/institution
locally and internationally], in order to upgrade the technical and
forensic knowledge of investigators in fire scene investigation and
laboratory examinations capability;
f. Develops exchange of vital intelligence information among other law
enforcement agencies to help in the arrest and prosecution of arson
crimes suspect/s and other related crimes;
g. Maintains statistical data of all investigation conducted, fire incident
occurrences, arson cases filed in court including the data for
suspected arsonists; and shall performs other tasks assigned by the
Chief, BFP / Officer-in-Charge and the Deputy Chief for Operations;
h. Performs other tasks that the CDS may assign.

11.1 FIRE ARSON INVESTIGATION DIVISION (FAID)

Conducts comprehensive investigation to fire incidents and arson


cases that falls within the jurisdiction of BFP National Headquarters/Chief,
BFP and performs other tasks that the Director for Intelligence and
Investigation may assign.

11.1.1. Fire Scene Analysis Section (FSAS)

a. Ensures proper fire scene management. Develops and


implements the policies, plans and programs in furtherance to
fire scene investigation;
b. Establishes guidelines and recommendations for the safe and
systematic investigation or analysis of fire and explosion
incidents;
c. Investigates other cases as so ordered by higher authorities thru
the Director of Directorate for Intelligence and Investigation
(DII);

Ensures that all intelligence operations and activities are properly


managed, coordinated, and directed and performs other tasks that the

a. Builds up accurate and comprehensive intelligence operations


which identify potential suspects and criminality, seeking

Assists the Chief, BFP in the performance of his duties and functions
through the establishment of policies, guidelines and SOPs for the proper and
vigilant enforcement of the Fire Code, extensive fire safety education and
information campaign and fire investigation and intelligence; conducts continuing
research and coordination with fire service of other countries for possible
development and/or adoption of new fire safety standards for incorporation and
enhancement of the Fire Code of the Philippines.

Investigates and recommends appropriate administrative action to the


Chief, BFP against any BFP personnel in relation to acts and omissions set forth
under Section 11 (2) of RA 9514, otherwise known as the Fire Code of the
Philippines of 2008. Performs other tasks that the CDS may assign.

12.1 FIRE SAFETY INFORMATION DIVISION (FSID)

Develops policies and guidelines for effective and efficient fire


prevention.

a. Formulates policies, guidelines on instructional materials for


Fire Safety Educators and Enforcers;
b. Develops standards and updates fire safety materials
supplies and paraphernalia that would generate continuing
appreciation on the part of the community on the importance
of fire safety and awareness and serves as guide and
reference to other fire safety enforcers and practitioners; and

12.1.1. Information and Education Section (IES)

Initiates the implementation of the developed/proposed plans


and programs of the division aimed at improving the effectiveness
and efficiency level of all fire safety inspectors, fire safety enforcers,
and fire safety practitioners.

a. Provides/acts as facilitator/lecturers to training, seminars


on fire safety inspection, Fire Code Enforcement and
other fire prevention measures to organic BFP personnel
and other requesting entities;
b. Monitors the performance and activities of fire safety
educators and relation officers and the lower units as a

necessary;
c. Formulates, monitors and develops year-round activities,
OPLAN’s and Observances of the BFP as a whole;
d. Maintains linkages with the government and non-

12.1.2. Materials Production and Development Section (MPDS)

Develops uniform/standard and updated fire safety


materials, supplies and paraphernalia such as pamphlets, flyers,
leaflets, booklets, tarpaulins, banners, fire safety manuals, and the
likes. Facilitates nationwide distribution of such materials that would
generate lasting appreciation of the community on the importance of
fire safety. Performs other tasks that the C, FSID may assign.

12.2 FIRE SAFETY ENFORCEMENT DIVISION (FSED)

Develops plans and programs aimed at improving the efficiency,


systems and procedures for conducting fire safety inspection and building
plan evaluation of establishments and acting on cases falling within the
level of the NHQ.

a. Monitors the implementation of the Fire Code by the lower


units and provides authority counsel and interpretation to the
provisions of the code, as well resolutions to conflicts, queries
or cases elevated to the NHQ;
b. Put ups disciplinary policies and guidelines for erring BFP fire
safety inspectors as well as private fire safety practitioners to
ensure professionalism in the fire safety profession;
c. Investigates and recommends appropriate administrative
action to DFSP against any BFP personnel, in relation to acts
and omissions set forth under Section 11 (2) of RA 9514,
otherwise known as the Fire Code of the Philippines of 2008;
and
d. Performs other tasks that the Director for Fire Safety and
Prevention may assign.

12.2.1. Fire Safety Evaluation and Inspection Section (FSEIS)

Develops policies, procedures and guidelines that will


effectively and efficiently implement the fire safety requirements of
the Fire Code and its Implementing Rules and Regulations, which
shall also serve as guidance in the lower units specifically on the
technical aspects.

a. Monitors and if necessary conducts verification


inspection on the proper procedures in the conduct of
fire safety inspection and building plan evaluation as
well as the determination if the fire safety measures

regulations;
b. Answers concerns and inquiries of local BFP offices,
other government agencies, private sectors and other
stakeholders relative to the implementation of the fire
code;
c. Inspects or evaluates compliance of the buildings,
structures, facilities wherein such determination is
elevated to the National Headquarters or as directed
by the Chief, BFP;
d. Provides technical assistance and guidance to the
lower units with respect to fire safety requirements of
the buildings which are novel in design or pose
difficulty in the evaluation due to its complexity of the
plans and specifications that may not have been
properly anticipated in the Fire Code;
e. Acts on contested cases with respect to fire safety
measures being required by the lower units which are
elevated or appealed to the National Headquarters by
the owner or his/her duly authorized representative;
f. Investigates or verify acts and omissions set forth
under Section 11 (2) of RA 9514, particularly on fire
safety measures implementation, committed by any
BFP personnel and recommend appropriate
administrative action to Chief, FSED; and
g. Perform other tasks that the C, FSED may assign.

12.2.2. Fire Safety Data Management Section (FSDMS)

Serves as the depository of all the data/information/statistics


of the fire prevention activities, such as the fire safety inspection
conducted, fire code revenues assessed, and imposed with
administrative courses of action as well as the assessed fire code
revenues.

a. Creates a data base and profiling of all building


establishments nationwide with its status of fire safety
compliance with the Fire Code;
b. Reviews the statistical data and come up with
appropriate recommendation that will effectively and
efficiently enhance the implementation and enforcement
of the Fire Code. Develop, design, and recommend
guidelines and policies for the effective and efficient
implementation thereof;

the assessment of Fire Code Fess, Fines, Taxes and
Charges;
b. Acts on cases not covered by the jurisdiction of the
FSEIS;
c. Monitors and if necessary conducts verification in the
lower units to ensure that the administrative courses of
actions are properly observed as well as the assessment
of Fire Code Revenues;
d. Provides guidance in the lower units in initiating the
issuance of Notices, Fines, Closure of building or
resorting to punitive action in accordance with the Fire

e. Resolves and recommends to the Chief, BFP through
DFSP those issues or cases appealed to the National
Headquarters with respect to administrative action
imposed by the lower units;
f. Answers inquiries relative to enforcement of the

formulation, reviews and updates of the BFP Information

alignment/modification of project plan or replacement of
obsolete component parts of the BFP ICT infrastructure;

operating systems, databases or applications, and each area
requires fluency in its own set of computer languages (e.g. C, C#,

a. Leads in strategic planning initiatives of the ICT functional system


requirements together with Section Chiefs under his/her Division;

standards used in monitoring, maintaining, analyzing, evaluation

a. Administers the recruitment and selection of personnel in accordance

b. Acts as Secretariat to the Personnel Selection Board (PSB) during
recruitment process for Uniformed Personnel (Fire Officer 1);
c. Performs the publication of vacancies and prepares necessary
documents relative to recruitment and selection of personnel;
d. Screens the qualifications of the applicants for endorsement to the
RPSB.
e. Evaluates the completeness of documents of the newly
hired/promoted personnel for issuance of appointments;
f. Monitors the temporary status and processes the renewal and
reemployment of personnel; and

5.2.2 Promotion/ Personnel Placement

a. Administers and processes the promotion of uniformed personnel in


accordance with the qualification standards set by the agency
pursuant to the rules and regulations of the Civil Service Commission
(CSC);
b. Coordinates and/or maintains linkages with the CSC for matters
concerning personnel actions;
c. Coordinates with Regional Administrative Officers and personnel for
issues and concerns regarding promotion process;
d. Processes the appointment and ensures the issuance of Bureau
Order to BFP Officers and Non-Officer ranks and transmits the same
to the CSC through the BFP Central Records System;
e. Monitors the attestation of appointments and advises concerned
personnel in case of disapproval;

h. Categorizes and analyzes allotment versus APP and PPMP for the
following year;
i. Reviews budget reports based on required formats; and

6.2 Accounting Section

The Accounting Section assists in the strategic and efficient management


of the organization’s financial resources through proper accounting of funds and
disbursements in accordance with generally accepted state principles and
prevailing policies in accounting.

b. Checks liquidation of Petty Cash and prepares voucher for

programming of funding allocation of motor vehicles BFP-wide and other

Bureau’s usage; and

7.2 Supply Management Section

a. Monitors the implementation of policies and procedures relative to the


programming and procurement of various supplies and materials;
b. Creates and maintain a compilation of quality standards, commodity
classification and technical specifications of all commonly used supplies
and materials and all other equipment and accessories falling under the
category of supplies and materials;
c. Closely coordinates with DBM-PS for efficient implementation of the E-
Procurement System and similar government regulatory agencies to
ensure transparency and integrity in the procurement process of the BFP;

9.2 Health Services Section

a. Ensures standard implementation and monitoring of health care system;


Spearheads intra and inter-agency coordination and collaboration
concerning health management issues;
b. Implements health programs such as annual physical check-up and
physical fitness test; health screening for applicants (employment,
promotion, training); and provides medical, dental, psychological
counseling services to BFP personnel and their dependents;
c. Maintains updated health records/database and conducts researches
regarding health issues that affect BFP personnel;

a. Manages and secures personnel records and information and improves


the records management programs of the BFP;
b. Confirms, certifies, authenticates issued documents pertaining to
personnel records;
c. Monitors documents that are being filed, sorted, inserted, scanned and
attached in briefcase;
d. Oversees safekeeping and maintenance of records;
e. Generates/maintains the records of personnel through electronic data
processing;

15.3 Morale and Welfare Unit

a. Monitors and supervises the morale and welfare program for BFP
personnel;
b. Enforces guidelines and procedures for efficient delivery of services
pertaining to personnel welfare, awards and incentives, retirement,
survivorship and scholarships;
c. Processes and monitors the status of claims of pensioners, scholars and
beneficiaries with proper coordination to the finance section;
d. Ensures that all communications are validated/verified accordingly prior
submission to the higher office; and
e. Performs other tasks that the C, Administrative Section may assign.

15.4 Finance Unit

a. Manages the liquidation and disbursement of funds;


b. Monitors and reconciles records on 20% LGU share of Fire Code fees
collected;
c. Ensures the timeliness and accuracy in recording of revenue collections
and remittances to the Bureau of Treasury through accredited
Government Service Bank;
d. Consolidates and submits reports on financial matters to the
Provincial/District office;
e. Prepares disbursement vouchers of petty cash fund and other cash
advances;
f. Signs/ approves certifications and loan clearances; and
g. Performs other tasks that the C, Administrative Section may assign.

16.0 FIRE SAFETY AND ENFORCEMENT SECTION

Chief, Fire Safety and Enforcement Section

a. Shall assist the City/Municipal Fire Marshal and Deputy City/Municipal Fire
Marshal in the implementation of Fire and Safety Enforcement policies, rules,
and regulations;
b. Shall exercise supervision over the sections/units and the personnel of the
Fire and Safety Enforcement Section; and
c. Performs other tasks that the City/Municipal Fire Marshal and Deputy
City/Municipal Fire Marshal may assign.

16.1 Community Relations Unit

a. Assists clientele’s application for the conduct of fire drill and seminar as
requisite in the issuance of FSIC for business operation with
corresponding payment;
b. Conducts fire safety seminars to private and public buildings and
establishments;
c. Develops an organization and training of Fire Brigades (training of
business establishments, government and barangay fire brigades);
d. Issues seminar and drill certificates upon completion of the activities;
e. Consolidates and submits accomplishment report to the C/MFM;
a. Disseminates updated fire safety materials, supplies and paraphernalia
such as pamphlets, flyers, leaflets, booklets, tarpaulins, banners, fire
safety manuals, and the likes; and
b. Performs other tasks that the C, Fire Safety and Enforcement Section
may assign.

16.2 Fire Prevention Unit

a. Inspects building, structure or facility, hazardous operations, storage


facility and transportation vehicles of hazardous materials;
b. Assesses compliance with the fire safety requirements, identify and
recommend corrective actions for violations/defects and deficiencies;
c. Testifies in any judicial and quasi-judicial bodies regarding matters
relating to the Fire of the Philippines and its IRR;

e. Reviews and evaluates building plan and specifications including fire
protection system;
f. Conducts site verification and inspection on building under construction;

17.0 OPERATIONS SECTION

Chief, Operations Section

a. Shall assist the City/Municipal Fire Marshal and Deputy City/Municipal Fire
Marshal in the implementation of operational policies, rules, and regulations;

17.1 COMMEL

a. Manages the implementation, interconnection, migration, operation,


testing, planning and operation of Radio Communication;
b. Supervises the installation, repair and maintenance of radios and
electronics equipment;
c. Prepares Technical Inspection Report (TIR) of defective radios and
electronics equipment repair; and
d. Performs other task that the C, Operations Section may assign.

17.2 Intelligence and Investigation Unit

a. Implements guidelines and SOPs to uplift and enhance investigation and


intelligence undertakings of BFP;
b. Coordinates with law enforcement and intelligence agencies such as
PNP, AFP and NBI for quantitative and qualitative examination of
evidences gathered at the fire scene and exchange of intelligence
information;
c. Undertakes fire investigation for cases falling under the City Level
/Municipal Level;
d. Maintains statistical data for all investigations conducted, arson cases
filed in court including the Order of Battle for suspected arsonists; and
e. Performs other tasks that the C, Operations Section may assign.

17.3 Emergency Medical Services

a. Renders 24- hour duty at Emergency Medical Station;


b. Responds to emergency medical situations;
c. Provides Pre-Hospital care to BFP employees and the general public
when needed;
d. Endorses patients from place of incident to definitive health care
facilities;
e. Provides non-emergency calls services (medical transport) to BFP
employees and the general public when needed;
f. Participate and serves as standby medical team during drills, rallies and
as directed by the District Fire Marshal;
g. Conducts health programs for BFP personnel; and
h. Performs other tasks that the C, Operations Section may assign.

17.4 Rescue Unit

a. Responds to emergency situations (Fire, Man-Made and Natural


Disasters, Search and Rescue/ Retrieval Operations);
b. Search and Rescue (retrieval) operations, Hazmat/CBR response; and
c. Performs other tasks that the C, Operations Section may assign.

17.5 Logistics Unit

The Logistics shall comply with the established policies and


guidelines for the programming, procurement and disposal of various
office equipment and supplies as well as the repair and maintenance of
the same and performs other tasks that the C, Operations Section may
assign.

17.6 Fire Engine Company

Shall respond and suppress all fire incidents within AOR; submit
incident report to the City/Municipal Fire Marshal; and performs other task that
City/Municipal Fire Marshal may assign.
