CREATION OF THE SUBPROJECT IMPLEMENTATION UNIT

(SPIU)
FOR THE PROPOSED (name of Subproject)

WHEREAS, the Revenue Administration and Mobilization

Project (RAMP), a collaborative financing facility of the Department
of Finance (DOF) through the Municipal Development Fund Office
(MDFO) and the Bureau of Local Government Finance, aims to
provide Local Government Units (LGU) assistance to their local
subprojects/initiatives in support of the National Government’s
commitment to enhance devolution of services and local autonomy;

WHEREAS, per letter of intent (LOI) dated __________ and SB

Resolution No. ___, the Municipality of (____Name of LGU___)
signified its interest to access and participate in the Revenue
Administration and Mobilization Project (RAMP) for the
implementation of (___Name of subproject(s)___);

WHEREAS, to effectively implement the proposed project

under the Revenue Administration and Mobilization Project (RAMP)
and meet the obligations commitments of the Municipality as set
forth herein and within the context of the development framework
of the Revenue Administration and Mobilization Project (RAMP),
there is a need to create a SUBPROJECT IMPLEMENTATION
UNIT (SPIU) that shall integrate, coordinate, facilitate, monitor
and supervise the outputs/activities of the local departments
involved in the Project, the contractors/suppliers (as appropriate)
undertaking the Subproject as well other organizations and line
agencies;

WHEREAS, the Municipality through the SPIU shall

undertake the following obligations as set in the Implementation
Arrangements of the Revenue Administration and Mobilization
Project (RAMP), to wit:

1. Designate the local assessor (for RPTA) or local treasurer (for

BTEP) to be the head of the SPIU and to render technical
assistance in the implementation of the subproject;

2. Prepare Detailed Engineering Design (DED) of the subproject

(drawing plans, specifications, and project cost estimates)
supervise constructions thereof, either by administration or
consulting services (as appropriate);

3. Procure contractors for civil works/supplies for equipment (as

appropriate) in accordance with the Republic Act 9184 and
coordinate the procurement activity with the MDFO for the

 provision of the necessary technical assistance during the
procurement process;

4. Prepare, implement, and comply with the required social,

technical and environment safeguards such as, but not
limited to, resettlement plan, acquisition of right of ways,
environmental compliance certificate/certificate of non-
coverage to ensure the readiness of the subproject relative to
these;

5. Incorporate social dimensions in the subproject/s designs and

implementation by conducting public consultation,
information education, and advocacy to the local
development council and the communities;

6. Design and implement strategies and mechanisms to ensure

sustainability of the subproject to include cost recovery
programs, among others;

7. Monitor and evaluate the benefits and impact of the

subproject/s;

8. Implement other systems to be developed for the subproject

through Sangguniang Resolutions and or Executive
Orders/Circulars.

NOW THEREFORE, by virtue of the powers vested in me by

law I do hereby order the creation of the Revenue Administration
and Mobilization Project (RAMP) Subproject Implementation Unit
(SPIU) to be composed of the following personnel:

FURTHER ORDERED, the following management measures

and requirements shall be strictly observed:

 1. The SPIU shall convene/meet regularly, or as the need arises,
to discuss the requirements and status of Subproject
components and formulate recommendations and initiate the
necessary courses of actions to address or mitigate concerns
affecting implementation; minutes of meetings shall be
submitted to the MDFO.

2. The SPIU shall undertake monitoring and submit copies of

the prescribed Monitoring Report to the undersigned as well
as the Sangguniang Bayan, and the MDFO.

3. The SPIU shall provide the MDFO letters and other

documents (as deemed necessary) and coordinate with said
agencies on a regular basis to facilitate effective partnership
and subproject implementation.
