Traditional vs.

Modern

So what differentiates a traditional public administration to its modern

counterpart: the answer lies in the history of the cause of the current lobbying. The

market oriented model started as a reactionary to the previously existing model after the

traditional public administration was discredited theoretically and practically.

The traditional public administration was in its nature, a stable and predictable

system that can only exist in a relatively static environment. (Falconer n.d.) The

classical model of public administration and its principles, was derived from Weber. It

was a dominant system for most of the 20th century. (Falconer n.d.)

Due to its inability to adapt the public administration needs to remodel itself. It

has to adjust and accommodate to a rapidly, at times unpredictably, changing

environments. The 20th century became a witness to the efforts across the globe to

reform the public sector: to ensure adaptation, good governance “in terms of effective”,

ethical, accountable and transparent administration.

The market oriented model started as a result of this model started to change in

the mid-1980s to a flexible, market-based form of public management because the

traditional public administration was discredited theoretically and practically. All this led

not simply to a minor change in management style, but to a change in the role of

government in society and the relation between government and citizenry.
