RQ: To what extent did the implementation of the anti-tobacco federal law no.15
reduce the negative externalities associated with tobacco in the UAE.

3. Hypothesis: what is my perception of the law, before any research is done
4. Basic economic theories: brief summary of the different types of externalities, merit/demerit
good and elasticity of tobacco linking their relevance to the EE
5. Data analysis and collection: The different aspects of monitoring demerit goods such as
smoking, and how the government has implemented them (Primary and secondary research
applied here):
Will talk about data collection methods (Surveys with locals, interviewing Dubai health
Authority, interviewing 3 tobacco shop owners), why did you choose this type of research?
Justify your reasons, how did you choose your sample respondents and why? What is the
rationale for it?
data analysis (before and after implementation of law), integration of survey and tobacco shop
data(effect will be illustrated through externality graphs) use variety of information and sources
to support your analysis, is there bias? How reliable/trustworthy is it?
Consider the presentation of your data and information
Use side headings where appropriate: e.g.: research, presentation of data, analysis, discussion
etc to help you keep your essay on track. In your analysis make sure to link findings to data to
support arguments, what new information emerged? What is the main outcome result? Make
sure any important information that emerges essential to your argument is in the main body
and not just the appendices.

 Has the VAT had an impact? (Time limitation, outside scope of research, link in
conclusion)

6. Evaluation and Conclusion keep seperate:

Answer the question explicitly and justification this is vital! Restate the RQ and answer it, giving
a valid justification.
What I would’ve changed in hindsight
Any possible assumptions I made (essay must not contain your own assumptions) or any
economic assumptions
Any possible limitations in my research or strengths/areas for improvement?
 Weaknesses (around 2) limited data, sampling etc.., the impact of VAT could have helped the
situation, and suggestions to improve
