BACKGROUND

From June to September each year, southern Asia is blessed with monsoon rains. These rains
are crucial to ensure the availability of fresh water and keep agriculture flourished. They are
a lifeline for the local communities. However, excess rainfall can also lead to hazards like
floods and landslides. Even if the natural occurrences were manageable, in the last few
years, human interventions and poor urban services have degraded the situation out of
control. Floods in the north-eastern states, the Ganga plains, and coastal areas have
become annual occurrences. Their extreme consequences include heavy loss of assets
and human life. The recent Kerala flood is just a reminder of the gravity of the situation.
According to a risk assessment carried out by the Home Ministry in 640 districts, most
reported a low resilience to disasters. It has been suggested that in the next 10 years, more
than 16,000 people could die and property worth over Rs. 47,000 crores could be lost due
to floods.

MISSION STATEMENT
The aim of this competition is to design a 20-bedded disaster clinic and an accommodation unit for
about 1000 people. The two facilities maybe present in the same complex, or in different areas- the
decision is yours. The design should ensure the privacy and dignity of each user. Each solution must
be an innovative design to help in effective disaster management. Participants are advised not to
concentrate only on the Kerala floods. Your solutions should be able to be used anywhere. The
solutions must be facilitated by quick construction of temporary and environment-friendly shelters.
These shelters should have a modular layout and should be accessible by all.

Use of new and innovative technology is encouraged. Inspiration may be taken from the
vernacular. Materials used should be specified. These should be strong and resilient to disasters.
However, they should be easy to acquire in the emergency situations. The building should be such
that it can be easily dis-assembled, transferred and reassembled as and when needed. It should
also be cost-effective.

Another matter of special concern is the provision of required building services such as ventilation
and daylight, clean water supply, waste management (both solid waste and sewerage), un-
hindered electricity supply to the clinic etc.

Though the primary requirement is that of a design solution, feel free to include solutions from other
domains also. A holistic and integrated approach to design will be appreciated. So just get to work
and have fun!

The site is flat land, which is not having any contour.

AREA 40mt X 100mt = 4000 Sq. mt.

PARTICIPATION
As each human comes forward to offer aid to fellow countrymen in their hour of need, we
invite the Architects/Designers/Engineers/Students with no mandatory minimum
qualification, for their helping hands through this competition.
Submissions can be the work of an individual or a group of up to 3 members.

AWARDS
Winning participants will receive prizes totalling INR 50,000 with the distributions as follows:
First Prize: INR 20,000/- + Certificate

Second Prize: INR 10,000/- + Certificate


Third Prize: INR 5,000/- + Certificate
15 honourable mentions: INR 1,000/- each team + Certificate

After the competition winners will have to make a presentation in front of Government of
India of the proposed design. Also, winners and honourable mentions will be published on
THE ARCHITECTURE TIMES website and several websites partnered by us.

SUBMISSION REQUIREMENTS
The design should be submitted in *.pdf format (max. two A2 sheets). Drawings, views, and sketches
can be used to explain the design concept and its constructability.

A 500 word report (pdf format) should also be submitted to explain your understanding of the brief,
design concept, and the solutions proposed.
