Current Status

,. Odor reported along Gulf Coast states.


• Attempts to actuate blowout preventer valve (BOP) via Remotely
Operated Vehicle (ROV) ineffective due to a hydraulic leak on the valve.
• ROV surfacing to retool for repairs of hydraulic valve; round trip to surface,
retooling and return to BOP expected to take 6 hours.
• Forecasted diminishing winds & seas next 3 days are conducive to

dispersant application & oil skimming operations.

• NOM Homeland Security Program Office is coordinating efforts across
the Line/Staff Offices, providing a Common Operating Picture, assessing
NOM-wide impacts, and providing support to NOM Emergency
Response Division (ERD).

• NWS is researching a source of information to support long-range (>30


days) trajectory forecast for OR&R.

• No NWS infrastructure, personnel or facilities have been affected by


this incident.
National Environmental Satellite, Data, and Information Service

• Satellite Analysis Branch (SAB) continues to provide NOS with the


Experimental Marine Pollution Surveillance Report using a variety of
image sources, e.g., MODIS, RADARSAT, ALOS, TerraSAT-X and SPOT.
~, Under the International Disaster Charter, the Satellite Analysis Branch
has been asked to be the coordinator for acquiring imagery for this event.
As coordinator, the Satellite Analysis Branch determines which Charter
assets (international satellites) to task and support the acquisition and
display of the resulting data on an Internet site available to participating
agencies.

National Ocean Service

• Ongoing efforts:
o Seal the well by triggering BOP (Blowout preventer) using ROVs
o Contain oil undersea using dome (never tried at this depth)
o Apply dispersants to surface oil via aircraft
o Use skimmers when able
o Assess resources at risk

o Potential for relief wells to take months to seal leak

• Coordinated NMFS and NOS/OR&R of NMFS subject matter experts


advising through OR&R to USCG for impacts due to large scale
dispersant application operations.

<1> NMFS Southeast Fisheries Science Center


o Identifying qualified marine mammal spotters with current aircraft
safety credentials to support spotter aircraft that accompany the
dispersant application operations.
The spotters will advise on the presence of marine mammals and
turtles while actively spraying dispersant. NMFS spotters should be
flying by late today or Tuesday.

• ISSUE: NMFS archival marine mammal surveys for the affected area at
this time of year are not adequate to accurately assess numbers and
species being impacted by the spilL
Bonnie Ponwith recommends performing a 2 - 3 day synoptic
aerial survey of the affected area. NMFS personnel are presently
drafting flightlines for such a survey. NOAA's Aircraft Operations
Center (AOC) has been contacted about availability of a twin otter
aircraft for the effort. If AOC cannot provide a suitable aircraft in
the next few days, NMFS will seek a charter aircraft with funding
through the responsible party.

CD NMFS Gulf Marine Mammal Stranding Network and Unified Command's


Wildlife Branch are coordinating assure affected animals receive proper
care and are accounted for NRDA purposes. POC: Teri Rowles

• Since this appears to likely be a long - term response which may involve
fishery closures next to areas with open fisheries, NMFS Office of Seafood
Inspection coordinating with States and local seafood processors to make
sure the scope of their inspection services are understood and utilized, as
needed.
