The past nine months have been not only lots of fun and a great community opportunity for
the youth but also for the YaMP team, Glenda and Jason Hare, John Leary, Vicky Parry,
Paul, Bec, and all the others who have given time to mentor and tutor on a Friday afternoon.
Yamp will continue for the next term every second Friday beginning on Fri 8 th Oct. WE are currently at the Recreation
Reserve until the Community Hall renovations is completed.

Dear Editor
I announced a Royal Commission into the devastating 2009 bushfires to prevent such a disaster from ever hap-
pening again.
Our Government has now accepted in part or in full 66 of the 67 final recommendations from the Bushfires
Royal Commission.
Before finalising that response, we listened to the views of over 1,500 people at public meetings across the
state.
We will now invest $867.3 million in historic reforms including employing 612 new career firefighters and 231
seasonal firefighters; a tougher maintenance regime for electricity businesses; tripling fuel reduction burns; and
more support for our volunteer firefighters.
We‘ll also replace the fire services levy with a progressive property-based levy, so everyone with a property pro-
tected by our firefighters contributes their fair share.
Since Black Saturday, our Government has introduced measures to improve how Victoria prepares for and re-
sponds to bushfires – including better and faster community warnings and a major boost to community educa-
tion and information.

My name is Alexandra Peters. I am a resident of Coombs Road and a member of the Whittlesea CRC.
Over the last year it has become evident that many residents are located within long dead end roads with a
single point of entry or exit and roads where the only practical means of escape in an emergency is an existing
Fire Access Track which is seldom accessible due to poor maintenance.
There are also many roads that remain littered with debris from the fires, burnt out trees that have since fallen
or have been deliberately felled but then unexplainably left on the road reserve.
Myself and two other local residents and committee members, have formed a Roads Working Group to collect
this information in the genuine desire to bring these issues collectively to any & all authorities and/or
organisations to highlight the potential dangers this can present to local residents.
It is our intention to include roads from Humevale, Kinglake West, Pheasant creek, Flowerdale and Kinglake so
that perhaps if we can highlight this as a larger issue and not to be perceived as one resident with one concern
for one road or one tree that it may induce a more serious response.
The Roads Working Group will endeavour to cover the following topics;

particular issues with their roads or even if they would like to come to join our group.
They would be most welcome.
We are still very small but our intent to make a difference is immeasurable.

Youth Group
We had our lunch on the fake turf outside the goal where the
old infirmary was and whilst some young adults decided to
play soccer around us, Lain kicked the ball neatly between one
of there legs scoring a decent round of applause from all.
After lunch was the sky deck, just a short bus trip away. The children were quite excited, who would be the first
to find the MCG ? It was a hard call between Jay and Aidan. It was amazing to be so high yet still able to hear
the sirens and traffic of the city.
On the way home we stopped for some McDonalds and arrived home only a little late. As usual the children
were fantastic and enjoyed themselves.
Special thanks to Vicky and Yak Sullivan who were our parent helpers for the day and to those new comers who
blended in as all our new comers do.

Congratulations Mr D who was a grand finalist in the Pride Of Australia Medals awarded in September this year.
He was nominated in the category of “Inspirational Leader” for the mighty role he played in our school
community after the fires. Ross, and dedicated Teachers, Amy and Christine spent 6 stressful and worry-filled
days trying to locate all the Flowerdale Primary School families after the fires. They then spent a week at
Epping Primary School working closely with our children to help them come to terms with the changes in their
lives. When school finally reopened two weeks later, Ross was there to act as an advocate for our families. He
helped to organize accommodation for families, guided them through the great swathes of paperwork needed
to access grants and insurance, and made the school available for meetings, community events and
information sessions to aid recovery. Together with Amy and Christine, Ross organized the distribution of a
huge number of care packages for children and families. He provided us all with inspirational leadership.
When Ross got to the finals of the Awards, he said: “I should not have been on that stage. Everyone else had
amazing stories and were true heroes.” However, here at Flowerdale we are very proud of Mr D. To us he is a
hero.

FLOWERDALE KINDERGARTEN
MULTI CUTURAL DAY
Children came dressed in costumes from around the world. Bringing plates of food from all over the globe. They
joined in games and activites representing many diverse cultures of the world. It became a very important day for
the Flowerdale Kinder children as they were each joined on the day by special friends and family for a special per-
son’s day. Letting the children know that there are people outside the family who think they are important was afo-
cus on the day. The children took pride in having someone to show off their kinder to and the room was filled with
excitement from both children and their special visitors. It was a great way to finish the term.
TERM THREE
Children at Flowerdale Kinder have been very busy indoors this term due to the rainy weather. Making gifts for Fa-
ther’s Day, including hand painted mugs and ties has kept them busy. They have enjoyed trying a variety of healthy
foods each day as Raelene prepared a tasting plate - some foods tried include kiwi fruit, pineapple, capsicum and
black olives.
Children are settling well into their new routine and are enjoying starting the day with mat time and eating together.
In August children visited Flowerdale Primary School for a technology day. Thank Raelene and Chrissie for their on
going support of the children.
TERM FOUR
In Term four we will be having Photos Kinder and a visit from Fruit for Kids and a planting day and 4 years will be
going to school for transition.
We look forward to the completion of the New Early Learning Centre. We often walk up as a group to look at how
the building is shaping up from the outside. The building is beginning to take shape with the roof in place and exter-
nal works making great progress. We look forward to the day when we can walk through the doors into the brand new
centre.

Flowerdale playgroup had a rather wet but fun time in Term 3. We welcomed the lovley Helen Killen from Rythym and
Beat
most weeks as the children are progressing into fine little musicians..... We celebrated Charlotte's 3rd birthday with yummy
butterfly cakes and chocolate teddy bears. And we also attempted baking muffins of our own unique creations. The last
day of term was celebrated with a picnic lunch.
We welcome all old and new families to Term 4. Term 4 will be an exciting term as we celebrate and embrace the fra-
grances and blossoms of beautiful
Spring. We have lots of fun things planned this term, especially leading up to Christmas.
It would be really great for children that havnt yet experienced the Rythym and Beat music program (especially designed
for pre-school children), to come along as they will definitley gain from it, and have fun.

The Member for Seymour, Ben Hardman said Mitchell and Murrindindi Shires now fall within the North Central district.

―The Brumby Government is taking action to reduce confusion and ensure the public receives clearer, simpler information and warnings
about days of high fire risk,‖ Mr Hardman said.
―If you are planning on holidaying during the summer, it is also vital to ensure you know the fire risk in the area you are visiting.‖
The Total Fire Ban districts have been increased from five to nine, allowing the CFA to declare a total fire ban for a district, which
would cover the same area as other important information such as the Fire Danger Ratings.
Mr Hardman said the State Government introduced the new Fire Danger Ratings last year after the 2009 Victorian Bushfires Royal
Commission‘s interim report.
―It is very important for people to view the new boundaries and know which district they are in – they now need to remember only one.
―Under this new model it will be simpler for people to recognise the various warnings as they now only need to know one district for
all.‖

Unburnt windrows
Residents in fire affected areas need to burn any windrows located on their properties at the earliest opportu-
nity.
The shire‟s fire restriction period commences on 15 October 2010. After this date no windrows are to be lit
until after the CFA‟s fire danger period concludes.
People should take care before lighting windrows to ensure they are not under power lines. If they are under
power lines they must be relocated as heat and smoke can damage the lines.
At the completion of burning the windrows, residents must spread the remnants of the windrow out to reduce
the possibility of any flare-ups occuring from smoldering fires.
Large windrows can burn for several days and therefore require careful management.
Should any residents require assistance, especially those in fire affected areas, please notify the Municipal Fire
Prevention Officer (MFPO) on (03) 5772 0376.
The MFPO can organise assistance with the burn-offs by visiting properties to assess the windrow and provide
advice to ensure the burn-off is completed safely. The local CFA and DSE brigades may be able to assist with
the initial lighting of the windrow, given the large numbers of windrows as a result of the clean-up operations
since the 2009 bushfires.

Murrindindi Shire Council has endorsed the next stage in the proposed development of the Flowerdale
Community House.
The Council has issued a notice of decision of its intention to grant a planning permit that will allow the
construction of the facility and the use as a community building.
The Council has signalled its intention that the development must comply with a number of planning conditions.
Mayor Peter Beales said while there were differing views on the development there was a need for a
community building to support local residents.
The community building would be constructed at 42 Silver Creek Road and would include a playground and
gardens that would be located to the rear of the building and extend across the property boundary into the
Creek Reserve which is managed by the Department of Sustainability and Environment (DSE).
Associated infrastructure, including 17 car parking spaces and a package treatment plant irrigation area would
be constructed at 36 Silver Creek Road.
―This development will be an important piece of community infrastructure and is appropriately located within the
township. The design of the building provides a response to a number of proposed uses that support the
existing and future needs of the community,‖ Cr Beales said.
―There has been considerable community consultation during the planning phase and the building meets the
requirements as suggested by the project reference group.
―It will create community interaction and is promoting a healthy approach to events and functions at the
proposed centre with the plans incorporating five bike parking stations.
―We have supported 15 conditions on which the permit will be approved. Any person that lodged a submission
to the planning permit application has the opportunity to lodge an appeal at the Victorian Civil and
Administrative Tribunal (VCAT) if they are not satisfied with the Council decision.‖
Any appeal must be lodged within 21 days of the Council decision and the matter would then be heard by an
independent member of the tribunal.
―The permit does not authorise the commencement of any building construction works. Before any such
development may commence, the applicant must receive final planning approval and apply for and obtain
appropriate building approval,‖ Cr Beales said.
The community house aims to serve the community by operating programs and services to foster development
and cohesiveness.

12 months and continue to meet community expectations for service delivery.
―It is certainly a balancing act, and we are facing some difficult decisions in the near future when it comes to
supporting major projects under the bushfire recovery banner that are not externally funded,‖ Cr Beales said.
―We are also faced with increasing recurrent costs, so we are mindful of what we can take on as an
organisation in the short-term without creating a longer term challenges in balancing budgets.
―Overall our budget process has been prudent, rigorous and one that sets the framework for longer term
financial sustainability.
―It is also a budget that has earmarked shire-wide infrastructure projects and one that continues to support our
highly regarded community services.‖
As part of the budget adoption Council has supported a six per cent increase in rates to maintain the capital
works program and general service levels.
Council has also set its rate instalment schedule with payment dates being:
