5. Open Forum: The Open Forum is a portion of the Council meeting where a maximum of three persons
will be allowed to address the Council on a subject which is not a part of the meeting agenda. Persons
wishing to speak must register in person with Dave Maschoff, Council Secretary, by 3 p.m. on the Friday
prior to the meeting. Unscheduled guests are limited to two minutes each. The Council may not take
action or reply at the time of the statement but will give direction to staff at the end of the meeting
regarding investigation of the concerns expressed.

6. Consent Agenda: All items listed under the Consent Agenda are considered to be routine by the City
Council and will be enacted by one motion and an affirmative vote of a majority of the members present.
There will be no separate discussion of these items unless a Council member so requests, in which event
the item(s) will be removed from the Consent Agenda and considered separately by the Council under “8”
below. These Consent Agenda items will also include motions approved by committees, commissions and
boards of the City Council.
A. Approval of Minutes – City Council minutes for July 2, 2018
- Emergency City Council meeting minutes for July 6, 2018
- Park Board Minutes for July 10, 2018
B. Reports - 2017 Tax Increment Financing (TIF) Reports

C. Bills List – July 17, 2018
D. Planning Commission Recommendation – Approve variance application of Jason and Monica Knutson
who reside at 518 Brown Street to construct a deck that will extend 12 feet from the front of their house
and will be 15.5 feet from the edge of the Brown Street right-of-way.
E. Planning Commission Recommendation – Approve variance application of Richard and Nancy Garvin
who reside at 405 Linda Street in Jackson to construct a 10 foot by 12 foot deck on the front of their
house that will be 19.5 feet from the edge of the Linda Street right-of-way.

F. Accept with regrets the resignation of Jack Walsh from the Park Board and approve the Park Board’s
recommendation to appoint Beau Johnson to complete Walsh’s term.
7. Council Discussion Items

A. Jackson Fire Department Wage Increase.

B. Jackson Fire Department Pension Benefit Increase.

C. Request from the Jackson Fire and Ambulance Departments to close streets to hold a parade at 1:30
p.m. on Saturday, August 4, 2018 to celebrate the Fire Department’s 125th Anniversary and the
Ambulance Service’s 50th Anniversary. Line-up will be using North Highway and Dewey Street going
south for staging of parade entries. Parade to run East on North Highway, across Highway 71 to
Second Street, South on Second Street to Bailey Street and disperse. Waive parade permit fee.

D. Request from Jackson Fire Department and Ambulance Service to close off First Street from West
Ashley to Sherman Street for a community street dance on Saturday, August 4, 2018 from 9 p.m. to 1
a.m.

E. Request from the Jackson Fire Department and Ambulance Service to use the Municipal Parking Lot
across from the Legion on Saturday, August 4, 2018 for inflatables, games, food and demonstrations as
part of the anniversary celebration.

F. Declare the Jackson Fire Department and Ambulance Service’s Anniversary Celebration a Community
Festival and allow the Jackson American Legion Post 130 to serve liquor in a designated area on First
Street in front of the American Legion.

G. Sanitary Sewer Extension Project Pay Request #12.

H. Approve Resolution No. 17-718 appointing additional Election Judges to the Election Judge pool for
the Primary Election on August 14, 2018.
