CHAPTER BYLAWS

ARTICLE I
Name and Auspices

Section 1. The name of this organization shall be the California Nursing Students' Association, California State
University, Sacramento Chapter, hereinafter referred to as CNSA, Sacramento State Chapter. A
constituent of the California Nursing Students' Association and the National Student Nurses’
Association, Inc., hereinafter referred to as CNSA and NSNA.

Section 2. As a constituent, this chapter agrees to comply with the bylaws, policies and code of ethics (see
attachment A) of NSNA and CNSA, and to conform to the policies and campus regulations of California
State University, Sacramento.

ARTICLE II
Objectives and Purposes

Section 1. The purpose of the CNSA, Sacramento State Chapter is:

A. To assume responsibility for contributing to nursing education in order to provide for the highest quality health
care;
B. To provide programs representative of fundamental and current professional interests and concerns;
C. To aid in the development of the whole person, professional role, and responsibility for the health care of people
in all walks of life;
D. To have direct input into standards of nursing education and influence the education process;
E. To influence health care, nursing education and practice through legislative activities as appropriate;
F. To promote and encourage participation in community affairs and activities toward improved health care and the
resolution of related issues;
G. To represent nursing students to the consumer, to institutions, and other organizations;
H. To promote and encourage opportunities for underrepresented students in nursing and CNSA;
I. To promote and encourage students' participation in interdisciplinary activities;
J. To promote and encourage collaborative relationships with ANA\California, the National League for Nursing, the
Association of California Nurse Leaders, and the American Red Cross as well as other nursing and health related
organizations;
K. To promote and encourage collaborative relationships with other student organizations; and
L. To participate as an active constituent of CNSA and NSNA through dually elected representatives.

ARTICLE III
Membership
Section 1. School Constituent
A. School constituent membership is composed of active or associate members who are members of the
NSNA and the state association when one exists.
B. The CNSA, Sacramento State Chapter shall be composed of at least 10 members from CSU, Sacramento
or the total school enrollment if less than 10. There shall be only one chapter on this school campus.
C. For yearly recognition as a constituent, an officer of the CNSA, Sacramento State Chapter shall submit
annually the Official Application for NSNA Constituency Status which shall include the following areas of conformity:
purpose and functions, membership, dues, and representation.

D. A constituent association that fails to comply with the bylaws and policies of NSNA may have its status as a
constituent revoked by a 2/3 vote of the Board of Directors, provided that written notice of the proposed revocation
has been given at least two months prior to the vote and the constituent association is given an opportunity to be
heard.
E. CNSA, Sacramento State Chapter is an entity separate and apart from NSNA and its administration of
activities, with NSNA and CNSA exercising no supervision or control over these immediate daily and regular
activities. NSNA and CNSA have no liability for any loss, damages, or injuries sustained by third parties as a result
of the negligence or acts of CNSA, Sacramento State Chapter or the members thereof. In the event any legal
proceedings are brought against NSNA and CNSA, CNSA, Sacramento State Chapter will indemnify and hold
harmless the NSNA and CNSA from any liability.

Section 2. Currently enrolled Sacramento State students in good standing shall constitute the voting
membership of CNSA and the CNSA, Sacramento State Chapter.

Section 3. Categories of Constituent Membership

A. Active Members:

1. Students enrolled in the state-approved Sacramento State Baccalaureate Nursing Program, leading
to licensure as a registered nurse.
2. Registered Nurses enrolled in the state approved Sacramento State Baccalaureate Nursing Program
leading to a baccalaureate degree with a major in nursing.
3. Students enrolled in the Sacramento State Licensed Vocational Nurse 30-unit option program.
4. Active members shall have all the privileges of membership.

B. Associate Members:
1. Pre-nursing students and all students interested in the nursing program, including Registered Nurses,
enrolled in programs designed as preparation for entrance into the Sacramento State Baccalaureate
Nursing Program.
2. Associate members shall have all of the privileges of membership.

C. Individual members:
Individual membership shall be open at the national level to any eligible student when membership
in a constituent association is not available. Individual members shall have the privileges of
membership as prescribed in NSNA bylaws.

D. Active and associate membership shall be renewable annually or biannually.

Section 4. Active and associate membership in the Sacramento State Chapter of CNSA may extend six months
beyond completion of a student's program in nursing.

Section 5. Sustaining memberships shall be open at the state and local level to any individual interested in
furthering the development and growth of CNSA, upon approval of the State or Local Board,
respectively. Sustaining members shall receive literature and other information from the association
but shall have none of the obligations or privileges of membership.

Section 6. Honorary membership at the state or local level may be conferred by a 2/3 vote of the State or Local
Board, to persons who have rendered distinguished service or valuable assistance to CNSA, nursing
and/or nursing education. Honorary members shall have none of the obligations or privileges of
membership.

Section 7. FEES, DUES, AND ASSESSMENTS

A. Member in good standing must pay annual dues in amounts to be fixed periodically by the Board. The dues
and fees shall be equal for all members and must be paid within the time frame established by the Board.
Payment of NSNA and CNSA dues is a pre-requisite for membership in the Sacramento State Chapter of
CNSA, in accordance with NSNA enrollment procedures.
B. The Annual NSNA dues for active and associate members shall be $40 ($45 for renewal) per member, plus
$0 state and $0 school dues, payable for the appropriate dues year. The dues year for membership shall be
a period of twelve consecutive months.
C. The annual NSNA dues for active and associate members joining for two years shall be $80 per member,
plus $0 state and $0 school dues, payable for the appropriate dues years. The dues years for these members
shall be a period of twenty-four consecutive months.
D. National and state dues shall be payable directly to NSNA. NSNA shall remit to each state constituent the
dues received on behalf of the constituent. NSNA shall not collect nor remit school chapter dues

Section 8. TERMINATION OF MEMBERSHIP

A. Causes of Termination: The membership of any member shall terminate upon the occurrence of any of the
following events:

1. The resignation of the member.


2. The failure of the member to renew his or her national, state or local membership for the following
year by paying annual dues within the time frame set forth by the Board.
3. The occurrence of any event which renders such member ineligible for membership, provided that
termination for such cause shall take effect only upon expiration of the period (not to exceed one
year) for which such member’s current membership runs.
4. The determination by the Board or a committee designated to make such a determination that the
member has failed in the rules of conduct of CNSA or NSNA.

Section 9. TRANSFER OF MEMBERSHIP

No members may transfer a membership or any right arising from it. All rights of membership cease on the
member's death.

ARTICLE IV
Nominations and Elections

Section 1. SETTING OF ELECTION DATE

A. Elections for all Board positions will be held within the month of April. Elections will also be held in November
for any positions that will become vacant for the spring semester.
B. The Board will set the date for the week of nominations and the week of elections by the first business meeting
of the Spring semester.

Section 2. NOMINATIONS PROCEDURE

A. The Vice President will compose a discussion post listing all available CNSA, Sacramento State Chapter
Board, and Committee Chair vacancies. Posted next to each vacancy will be the description of the duties of
that office taken from the chapter Bylaws.
B. This nominations discussion post will be posted on the CNSA Forum of the Sacramento State Nursing
Sourcepage on Canvas.
C. Nominations will be taken for at least one week.
D. Any currently enrolled member or associate member of CNSA, Sacramento State Chapter in good standing
is eligible for nomination, except as outlined in Article III, Section 2, Paragraph B.
E. The Vice President will facilitate any and all publicity associated with nominations week.
F. Each nominee will be allotted one minute to present a speech at the meeting during elections. No other
campaigning will be permitted. Campaigning will disqualify the nominee from the election. Campaigning is

defined as the use of verbal or written materials for the purpose of:
1. Informing the membership of intent to run for an office after being placed on the slate; if asked, may
acknowledge intended position verbally;
2. Presenting the personal qualifications and accomplishments of the candidates;
3. Discussing a candidate’s stands on issues;
4. Discussing a candidate’s goals and objectives.
5. Campaigning does not prohibit a candidate from addressing an issue other than their candidacy at
appropriate hearings, forums, caucuses or meetings.

Section 3. ELECTIONS PROCEDURE FOR CNSA BOARD

A. A ballot will be composed by the Vice President. For each office or committee chair a write-in voting space
will also be placed on the ballot.
B. If any person is nominated for more than one position, it is the duty of the Vice President to contact the
nominee and allow him or her to select the preferred office. If said nominee cannot be reached, the Vice
President can slate the candidate in the office deemed most appropriate.
C. If all positions are not filled, and there is more than one nomination for other positions, the Vice President can
contact the candidates, and with their permission slate them for another office of their choice.
D. An online ballot will be created from the finished ballot. A link to the online ballot will be emailed to all CNSA,
Sacramento State Chapter members. If available, a compilation of each candidate’s picture and campaign
submission (not to exceed 250 words) will be posted to the CNSA Discussion Forum by 9 am Monday of
elections week. A copy of the current CNSA, Sacramento State Chapter membership roster will also be
included.
E. Students shall cast their vote on the online ballot during the election period. Security precautions must be
implemented to ensure the anonymity and validity of the vote. The implemented security precautions will be
verified by the Faculty Advisor and/or School of Nursing staff prior to the start of the election. All votes must
be cast no later than Friday of elections week at 6 pm.
F. Votes will be counted by a committee, established by the Board, consisting of no less than three people, no
member of which may be running for office unless no other tellers are available to count the ballots.
G. Election results will be announced by Wednesday at noon following elections week.

H. In the event that the Board has a reason to question the validity of the vote, a re-vote may take place if such
motion is passed by a 2/3 majority of the Board.
I. In the unlikely event of a substantial disruption to the voting process or a tainted vote, the above procedures
will again be followed with any revisions to election policy deemed necessary (such as using a paper ballot
process) to be voted on and approved by a 2/3 majority of the Board.

Section 4. SPECIAL ELECTIONS PROCEDURES FOR INCOMING CLASSES

A. At the first meeting of each semester, CNSA, Sacramento State Chapter will hold a Special Election for
Semester Representatives of any new classes.
B. A CNSA executive board member must give an in-person announcement at the new-student orientation
regarding the two new-student board positions. Furthermore, no later than the Monday before the first CNSA
meeting of the semester, a representative of CNSA will hold a brief informative session providing information
on the positions and election process.
C. Nominations will be taken from the floor at the first CNSA meeting of the semester and candidates will have
the opportunity to deliver a one-minute speech.
D. Voting will take place immediately after candidate speeches.
E. The Semester Representative will hold office until the next regularly scheduled CNSA, Sacramento State
Chapter election as set forth by Article IV, Section 1.

Section 5. DECLARING A VACANCY

A. The president may declare a vacancy in a position held by an officer or director upon receipt of a written
resignation.

B. The Board of Directors, by two-thirds (2/3) majority vote, may declare a vacancy in a position held by an
officer or director when evidence exists that the board member is consistently absent from board
meetings or conference calls, consistently neglects the duties or responsibilities of the position, does not
meet the eligibility requirements to serve on the Board, or engages in behavior that is unlawful, unethical,
or inconsistent with the mission, objectives, or purposes of CNSA

Section 6. FILLING A VACANCY

A. In the event of a vacancy:

1. In the office of President, the Vice President shall become President for the remainder of the term;
2. In all other offices, or task force leaders, the Board of Directors shall, by two-thirds (2/3) vote,
fill the vacancy by appointment for the remainder of the term.

Section 7. SPECIAL ELECTION FOR A TASK FORCE LEADER


A. If the Board of Directors chooses to hold a special event or commission a task, CNSA, Sacramento
State Chapter will hold a special election at the next convenient meeting to select a task force leader.

B. The Vice President shall be responsible to notify the membership of the meeting date and time when
the nominations and special election for a task force leader position will be held.

C. Nominations will be taken from the floor and a membership vote will be held immediately.

D. The task force leader will hold the position for one year or until the special event or task has been
completed and a report has been presented to the Board of Directors regarding the outcome, whichever comes
first.

E. In the event that the special event or commissioned task will continue to be held the following year, a
special election will be held at the next meeting following the completion of the task force leader’s term, to
promote proper hand off of important information related to the role.

ARTICLE V
CNSA Chapter Board

Section 1. COMPOSITION OF BOARD

A. The governing body of the CNSA, Sacramento State Chapter shall be the Executive Officers and Board.
The Executive Officers includes the President, Vice President, Secretary and Treasurer. The Board shall
consist of: the Editor of The Monthly Shot, Breakthrough to Nursing Director-Pre-Entry, Breakthrough to
Nursing Director- Post-entry, Mentor Coordinator, State Chapter Representative, Fund-raising Committee
Chair, Undergraduate Committee Representative, Legislative Director, Community Health Director,
Historian, Semester Representatives, Activities Director, and Global Initiatives Director.

B. An active or associate member of this association shall be eligible for office provided he/she will meet the
requirements for such membership for at least two-thirds of their term of office, maintains enrollment at
Sacramento State, and as outlined in Article III, Section 2, Paragraph B.

C. No individual shall hold more than one voting position on the Board unless such position is obtained by default
(e.g.: officer stepped down and a sustaining member of the Board takes over their position for the remainder
of the term, etc.) In this case, the officer will still only have one vote.

D. Members of the Board shall be elected by the CNSA, Sacramento State Chapter membership and shall serve
a one year term, commencing at the end of the next Board meeting after the election and terminating at the
end of the last Board meeting at the end of the elected term Officers elected/appointed in April will serve from
May through the following May. Officers elected/appointed in November will serve from December through
the following December. Officers appointed mid-semester to vacated offices will be expected to fulfill the term
of office left by their predecessor.

E. In the event that all Board positions are not filled by the elections process, it is the duty of the incoming
President to appoint members to these positions during the first meeting following elections. No member may
take appointed office unless voted in by a two-thirds (2/3) majority of the elected Board.

Section 2. REGULAR MEETINGS

The Board shall meet as deemed necessary by the President or the majority of the Board, but no less than once per
month during months when school is in session. These regular meetings will be open to the membership and are
mandatory for the Board. One planning meeting will be held in June and is open only to the Board. The regular
meetings will be held with notice to all directors and members. The meeting dates for the entire semester will be set
at the first business meeting of each semester.

Section 3. SPECIAL MEETINGS

Priority to call. Special meetings of the Board may be called at any time by a member of the Executive Officers or any
two general Board members or five general members.

Section 4. ACTION WITHOUT MEETING

Any action required or permitted to be taken by the Executive Officers may be taken without a meeting, if all Executive
Officers, individually or collectively, consent in writing to that action. Such action by written consent shall have the
same force and effect as a Unanimous vote of the Executive Officers. Such written consents must be submitted with
the minutes and proceedings of the next Board meeting.

ARTICLE VI
Executive Officers, Qualifications and Duties

Section 1. EXECUTIVE OFFICERS

The Executive Officers of the CNSA, Sacramento State Chapter shall consist of the following: President, Vice
President, Secretary and Treasurer. These combined positions are known as the Executive Officers.

Section 2. DUTIES OF THE EXECUTIVE OFFICERS

A. The President shall:

1. Preside at all meetings of this association.


2. Appoint committees with the approval of the Board.
3. Appoint members to vacant positions on the Board on approval of the Board.
4. Be the CNSA, Sacramento State Chapter delegate to CNSA and NSNA.

5. Perform all other duties pertaining to the office and represent this association in all matters relating
to the association.
6. Facilitate the completion of vision statements and planning sheets for all Board members.
7. Oversee all other members of the Board and ensure efficient and timely completion of their duties.
8. Keep a file of CNSA contacts and other information that can be passed on to the incoming President.
Included in that file will be a typed report of things that went well and why they went well during the
term of office. Hints and suggestions to improve events and projects should also be included. Also
included in this report will be a synopsis of ongoing project status so that the incoming President can
easily assume the duties of President.
9. Seek out and coordinate funding resources (e.g. grants, donations, etc.) for expenses related to State
and National Conventions and other business related activities.
10. Contribute two submissions to The Monthly Shot per semester.

B. The Vice President shall:

1. Attend all Board meetings.


2. Assume the responsibilities of the President in the absence or disability of the President.
3. Be responsible for presiding over Board meetings if the President is unable to attend.
4. Be responsible for reviewing and recommending changes in the bylaws and other policies and procedures.
5. Serve as the resource person regarding parliamentary procedure, in accordance with Robert's Rules of
Order.
6. Be the alternate CNSA, Sacramento State Chapter delegate, if feasible, to CNSA and NSNA.
7. Be responsible for elections procedures outlined in Article IV, Sections 2 through 4 of the Bylaws.
8. Perform all other duties as assigned by the President or as necessary to assist the Board and committees.
9. Work with the secretary to coordinate Honor Cord application/status in accordance with attendance at
monthly board meetings and CNSA approved events.
10. Seek out and coordinate funding resources (e.g. grants, donations, etc) for expenses related to State and
National Conventions and other business related activities.
11. Contribute two submissions to The Monthly Shot per semester.

C. The Secretary shall:

1. Attend all Board meetings.


2. Take detailed minutes at all official Board Meetings. The Secretary will then type the minutes, and
post them on the online CNSA discussion forum in a timely manner for approval at the next Board
meeting. Paper copies must be available upon request for those that do not have access to the
electronic communication.
3. Compose the monthly meeting agenda and facilitate timely completion, in the order to provide copies
to the members at the beginning of the meeting.
4. Keep records of all past meetings and business transactions as well as filing all correspondence.
5. Keep attendance records for all monthly meetings and CNSA approved events.
6. Manage and update a contact database for all CNSA, Sacramento State Chapter members and
Board. This database will be updated and distributed to all Board members at the first business
meeting of each semester.
7. Be responsible for reserving a meeting space for all Board meetings and publicizing the meetings
to all CNSA, Sacramento State Chapter members.
8. Perform all other duties as assigned by the President or as necessary to assist the Board and
committees.
9. Seek out and coordinate funding resources (e.g. grants, donations, etc) for expenses related to State
and National Conventions and other business related activities.
10. Contribute two submissions to The Monthly Shot per semester.

D. The Treasurer Shall:

1. Attend all Board meetings.
2. Keep detailed financial records for all transactions.
3. Be responsible for creating a year1y budget to be approved at the Board planning meeting in June.
4. Present a report of all financial transactions at each Board meeting
5. Be responsible for all banking and financial matters for the CNSA, Sacramento State Chapter. In the
event that any checks with insufficient funds have been paid to CNSA, the treasurer must contact
individuals in an effort to seek payments for the total cost to CNSA, including any penalty fees
incurred.
6. Serve as a financial resource person to the Board.
7. Work closely with the Fund-raising Chair to define budget goals and realistic fund-raisers to achieve
those goals.
8. Assist the Fund-raising Chair to plan and attend New Student Orientation to sell merchandise,
equipment and uniforms.
9. Facilitate the disbursement of any reimbursement, scholarship, or contest award money.
10. Perform all other duties as assigned by the President or as necessary to assist the Board and
committees.
11. Seek out and coordinate funding resources (e.g. grants, donations, etc.) for expenses related to State
and National Conventions and other business related activities.
12. Contribute two submissions to The Monthly Shot per semester.

ARTICLE VII
CNSA, Sacramento State Chapter Board, Qualifications and Duties

Section 1. CNSA, SACRAMENTO STATE CHAPTER BOARD

The Board of the CNSA, Sacramento State Chapter shall consist of the aforementioned Executive Officers in
addition to the following offices: Editor of The Monthly Shot, Breakthrough to Nursing Director Pre-Entry,
Breakthrough to Nursing Director- Post-entry, Mentor Coordinator, Chapter Representative, Fund-raising
Committee Chair, Undergraduate Committee Representative, Legislative Director, Community Health Director,
Historian, Semester Representatives, Activities Director, and Global Initiatives Director.

Section 2. DUTIES OF BOARD

A. The Editor of The Monthly Shot shall:

1. Attend all Board meetings.


2. Publish The Monthly Shot prior to the Board meeting each month.
3. Distribute The Monthly Shot via e-mail, listproc, WebCT and/or hardcopy each month. Copies will
also be placed in the School of Nursing by the Editor.
4. Publish within the budget set forth by the Executive Officers at the June planning meeting.
5. Establish a timeline for article submission as soon as the date is set for Board meetings.
6. Establish a rough content guide for each edition and publish it at least one week prior to the article
submission deadline.
7. Perform all other duties as assigned by the President or as necessary to assist the Board and
committees.
8. Submit copies of The Monthly Shot as required by NSNA.
9. Contribute two submissions to the Monthly Shot per semester.

B. The Breakthrough to Nursing Director Pre-Entry shall:

1. Attend all Board meetings.


2. Serve as a liaison of the CNSA, Sacramento State Chapter to prospective nursing students.
3. Work with the CNSA State Breakthrough to Nursing Director on State BTN Projects.
4. Facilitate the interest of pre-nursing students and underrepresented populations in nursing as a

profession and in CNSA membership.
5. Visit a minimum of 1 high school or junior high classes per semester with a total of 4 per term to
encourage enrollment in CNSA and the pursuit of nursing as a career choice.
6. Attend New Student Orientation for the College of Health and Human Services, the Sacramento State
Nursing Program, and pre-nursing advising, if feasible, to recruit new membership and promote the
CNSA, Sacramento State Chapter and nursing. When visiting these classes, the BTN Director has
the responsibility to contact the professor in advance for permission, organize the speech to provide
as much information as possible about the CNSA, Sacramento State Chapter and the profession of
nursing and to have membership enrollment forms present to recruit as many new members as
possible.
7. Perform all other duties as assigned by the President or as necessary to assist the Board and
committees.
8. Contribute two submissions to The Monthly Shot per semester.

C. The Breakthrough to Nursing- Post-entry Director (Mentorship Coordinator) shall:


1. Attend all board meetings
2. Along with the chapter Breakthrough to Nursing Director, work with CNSA State Breakthrough to
Nursing Director on State BTN Projects
3. Facilitate Mentorship program for incoming first semester students
4. Organize career fairs, career and graduate school informational sessions, etc. as feasible.
5. Organize How to Plan Your Life Sessions for students transitioning into 2nd, 3rd, and 4th semester
students.
6. Perform all other duties as assigned by the President or as necessary to assist the Board and
committees.
7. Contribute two submissions to The Monthly Shot per semester

D. The Chapter Representative shall:

1. Attend all Board meetings.


2. Serve as a liaison to CNSA and NSNA.
3. Strive to seek a State and/or National level office at Convention.
4. Be responsible for checking the CNSA web site and NSNA web site at least biweekly for new updates
and information to share at the chapter level.
5. Ensure that all State level and National level important dates are reflected on CNSA, Sacramento
State Chapter calendars and timelines.
6. Seek to represent the CNSA, Sacramento State Chapter positively on the State Board if elected at
the State level.
7. Serve as an additional resource person regarding parliamentary procedure, in accordance with
2. Robert's Rules of Order.
8. Attend all Council of Chapter Representative meetings and any other State or National functions as
deemed necessary by the Board.
9. Perform all other duties as assigned by the President or as necessary to assist the Board and
committees.
10. Contribute two submissions to The Monthly Shot per semester.

E. The Fund-raising Committee Chair shall:

1. Attend all Board meetings.


2. Coordinate and facilitate all CNSA, Sacramento State Chapter fund-raisers through direct active
involvement and committee appointment. The fund-raising committee shall consist of at least two
members including the Chair.

3. Work closely with the Treasurer to define budget goals and realistic fund-raisers to achieve those
goals as set at the June planning meeting.
4. Actively seek out new fund-raising opportunities for CNSA, Sacramento State Chapter.
5. Plan and attend new student orientation to sell merchandise, equipment, and uniforms.
6. Perform all other duties as assigned by the President or as necessary to assist the Board and
committees.
7. Contribute two submissions to The Monthly Shot per semester.

F. The Undergraduate Committee Representative shall consist of a Level I representative (a student from the
first semester of the nursing program), two Level II representatives ((This will be a co-chaired position
consisting of one 2nd semester student and one 3rd semester student), and a Level III representative (a student
from the fourth/final semester) and shall:

1. Attend all Board meetings.


2. Attend all meetings of the School of Nursing Undergraduate Committee and serve as the CNSA,
Sacramento State Chapter liaison.
3. Strive to facilitate working relationships between the faculty, student body and CNSA, Sacramento
State Chapter.
4. Bring new ideas from the CNSA, Sacramento State Chapter to the Undergraduate Committee,
facilitate their implementation and vice versa.
5. Arrange for an alternate CNSA, Sacramento State Chapter member to attend Undergraduate
Committee meetings when the elected officer has a schedule conflict.
6. Perform all other duties as assigned by the President or as necessary to assist the Board and
committees.
7. Level II and Level III representatives shall vote on behalf of the CNSA membership at the
Undergraduate Committee Meetings
a. Level II representatives share a co-chaired position and are only allotted one vote at Undergraduate
committee meetings. In the event that the two co-chairs cannot come to an agreement on the vote,
the third semester student decides the vote.
b. Level I representative is an observer without voting rights at the Undergraduate Committee meetings
c. Level II representatives may only cast a total of one shared vote in decisions restricted to the CNSA
Board
8. Each representative (weather or not it is a co-chaired position) shall contribute two submissions to
The Monthly Shot per semester.

G. Legislative Director

1. Attend all Board meetings.


2. Keep records of all resolutions passed within the past two years at the State and National level.
3. Present a report at each Board meeting to keep the membership aware of current nursing and
health-related legislation.
4. Check the CNSA and NSNA web sites biweekly for current hot topics in nursing.
5. Work with the CNSA State Legislative Director on State legislative projects.
6. Form a committee consisting of at least two members in addition to the Legislative
Director to write at least one resolution for submission to the State and National Conventions,
within the guidelines and timelines established by CNSA and NSNA.
1. Encourage general members to write a resolution and be available to provide assistance as
needed.
8. Maintain a file consisting of tips on how to write an effective resolution and guidelines for
presenting a resolution at the State and National level.
9. Perform all other duties as assigned by the President or as necessary to assist the Board
and committees.
10. Contribute two submissions to The Monthly Shot per semester.

H. The Community Health Director shall:

1. Attend all Board meetings.


2. Evaluate effectiveness of community health activities conducted during the last two semesters.
3. Form a committee consisting of at least two additional CNSA, Sacramento State Chapter
members.
4. Review resolutions relevant to community health that were passed at the State and National level.
5. Identify goals for the year at the first business meeting of the semester.
6. Read NSNA’s and CNSA’s Community Health Project Guidelines.
7. Coordinate and participate in community health programs throughout the year.
8. Initiate and facilitate appropriate partnerships with community health organizations and publicize
any related community health activities.
9. Shall work with the State Community Health Director on State Community Health projects.
10. Contribute two submissions to The Monthly Shot per semester.

I. The Historian shall:

1. Attend all Board Meetings.


2. Attend CNSA and NSNA events including RN lobby days, national and state conventions, spring/fall
mixer, career days, and any other event sponsored by CNSA.
3. Arrange for an alternate CNSA, Sacramento State Chapter member to attend CNSA events when
the elected officer has a schedule conflict.
4. Be responsible for updating the CNSA bulletin board in Folsom Hall.
5. Be responsible for maintaining the CNSA, Sacramento State Chapter’s website:
http://csuscnsa.synthasite.com
6. Be responsible for maintaining the CNSA scrapbook.
7. Perform all duties as assigned by the President or as necessary to assist the Board and committees.
8. Contribute two submissions to The Monthly Shot per semester.

J. The Semester Representatives shall consist of one pre-nursing student and one student from each semester
class, who shall:

1. Attend all Board meetings.


2. Provide input from their semester and carrying information gleaned from the meetings back to their
semester. This would include but not limited to, the disbursement of The Monthly Shot and resolution
information.
3. Sit on the Nominations Committee as outlined in Article VIII, Section 2, Paragraph B.
4. Perform all other duties as assigned by the President or as necessary to assist the Board and
committees.
5. Contribute two submissions to The Monthly Shot per semester

K. The Activities Director shall:

1. Organize a minimum of two events per semester (Ex: New student get-to-gather, movie night, ice cream
event, bowling night, organizing the School of Nursing Open House) in coordination with the Fundraising
Coordinator. This session may be used as an informative recruiting session, to inform students of
important dates, to promote board member team building and to increase fundraising opportunities
2. Form a committee consisting of at least two additional CNSA, Sacramento State Chapter members.
3. Ensure that rules and regulations of the events follow CNSA, Sacramento State Chapter policy and
terminate any events if policy violations are identified.
4. Ensure that all events must be approved by the Board and Faculty Advisor
5. Ensure that budgeting for the event is to be determined and voted on by the board
6. Perform all other duties as assigned by the President or as necessary to assist the Board and committees.
7. Contribute two submissions to The Monthly Shot per semester.

L. Global Initiatives Director

1. Attend all Board Meetings


2. Create two currently-informed (within five years) cultural flyers per semester aimed at increasing
cultural competency and eliminate culture-related health care disparities between patient and provider.
3. Work in conjunction with the Community Health Director to organize volunteer opportunities that help
students gain cultural awareness through other organizations.
4 Serve as committee chair for the global initiatives committee.
5. Perform all other duties as assigned by the President or as necessary to assist the Board and
committees.
6. Contribute two article submissions to The Monthly Shot per semester.

Section 3. CO-CHAIRPERSON POSITIONS

Temporary, Co-Chairperson appointments may be created with the approval of the Board for the following positions:
Breakthrough to Nursing Director, Monthly Shot Editor, Community Health Director, Historian and Fundraising Chair.
The Co-Chairperson shall have the same responsibilities as the elected officer for the respective positions as outlined
in the CNSA- Sacramento State chapter bylaws. Each office may cast only one vote in decisions restricted to the
CNSA Board.

ARTICLE VIII
Standing Committees

Section 1. STANDING COMMITTEES

The following committees will be standing committees: Legislation, Nominations, Community Health, Breakthrough
to Nursing, and Fundraising, Community Health, and Activities Director. These committees may be formed at any
time by discretion of the Chairperson for a duration prescribed during the Chairperson’s time in office. All committee
members must meet Chapter membership requirements.

Section 2. DUTIES AND MEMBERS OF STANDING COMMITTEES

A. Legislation

1. The members of this committee shall consist of the Legislative Director who will serve as the
committee chair and at least two other members selected at the first business meeting of the spring
semester. Any member of the CNSA, Sacramento State Chapter is eligible to serve on this
committee.
2. This committee shall set goals and objectives at the first business meeting of the spring semester
and will make reports of their actions to the Board.
3. The duties of this committee shall be to present ideas to the Board for consideration. The Board will
then review the ideas and will select a resolution topic by the second business meeting of the spring
semester or no later than March 1st.
4. The committee shall write a resolution on the agreed upon topic and submit for review at the May
business meeting.
5. The committee will make any revisions and submit the Chapter resolution to the State level by the
published deadline or no later than August 1st.

B. Nominations

1. The members of this committee shall consist of the Vice President who will serve as the committee
chair and all of the semester representatives who will serve as general members.
2. The duty of this committee is to carry out election procedures as outlined in Article IV of the Bylaws.

C. Breakthrough to Nursing

1. The members of this committee shall consist of the Breakthrough to Nursing Director, and the
Breakthrough to Nursing Director co-chair who will serve as committee chair and at least two other
members who will be selected at the first business meeting of the fall semester. Any member of the
CNSA, Sacramento State Chapter is eligible to serve on this committee.
2. This committee will focus on increasing interest in nursing as a profession and increasing enrollment
in CNSA. This committee shall set goals and objectives at the first business meeting of the fall
semester and will make reports of their actions to the Board.

D. Fundraising

1. The members of this committee shall consist of the Fundraising Chair who will serve as the committee
chair, the Fundraising Co-Chair, if applicable, and at least two other members who will be selected
at the first business meeting of the semester. Any member of the CNSA, Sacramento State Chapter
is eligible to serve on this committee.
2. This committee will focus on seeking out new fundraising opportunities for CNSA, Sacramento State
Chapter and attending events to sell merchandise, equipment, and uniforms.

E. Community Health

1. The members of this committee shall consist of the Community Health Director who will serve as the
committee Chair, the Community Health Director Co-Chair, if applicable, and at least two other
members who will be selected at the first business meeting of the semester. Any member of the
CNSA, Sacramento State Chapter is eligible to serve on this committee.

F. Activities

1. The members of this committee shall consist of the Activities Director who will serve as the
committee Chair, and at least two other members who will be selected at the first business meeting
of the semester. Any member of CNSA, Sacramento State Chapter is eligible to serve on this
committee.

2. This committee will focus on seeking out new event opportunities applicable to the duties of the
Activities Director and assist the Activities Director in organizing the events.

ARTICLE IX
Amendments
Section 1. AMENDMENTS

A. The Board may amend these Bylaws by a majority vote at any time provided the proposed amendment does
not:

1. Increase the term of office for any position.


2. Allow one or more director to hold office by designation or selection rather than election by the
members unless said appointment is made under the provisions previously outlined in said bylaws
Article V, Section 1, Paragraph E.

3. Do any of the preceding two statements, in which case the amendment must be passed by the
majority of the membership during a vote, or placed on the ballot at elections. The proposed
amendment must be publicized to the membership at least one month prior to the vote.

B. The Vice President shall make editorial changes in the bylaws and changes required for conformity with
CNSA and NSNA as needed provided that these changes have been approved by the Committee on Bylaws
and presented to the Board of Directors.

ARTICLE X
Funding Qualifications and Expectations

Section 1. FUNDING QUALIFICATIONS

A. To qualify for CNSA funding you must:

1. Be an active CNSA, Sacramento State Chapter member who has attended at least two CNSA,
Sacramento State Chapter meetings or functions per semester.
2. Apply for funding through the Sacramento State Associated Students’ Incorporated (ASI) (e.g. DOC
grants) and University Grants (e.g. SAD and ARA), if eligible.
3. Bring all funding issues before the Board for approval.
4. Request reimbursement as set forth by the current “Travel Expense Policy” within thirty days of the
end of the event.

Section 2. FUNDING EXPECTATIONS

A. Once funding is awarded you must follow the following guidelines:

1. Any member who receives funding for a conference must attend at least 50% of the scheduled
activities each funded day of the event and present a report to the CNSA, Sacramento State Chapter
Board before funding will be disbursed.
i. If any executive board members are receiving funding from CNSA to attend National or State
Conventions they shall be required to serve as a Delegate for fifty percent of the House of Delegate
meetings.

ii. If any secondary board members are receiving funding from CNSA to attend National or State
Conventions they must serve as a Delegate or an alternate for fifty percent of the House of Delegate
meetings.

iii. If any paid members are receiving funding from CNSA to attend National or State Conventions
they shall be required to serve as a Delegate, alternate or attendee, for twenty-five percent of the
House of Delegate meetings.

iv. Legislative director must submit at least one resolution to the convention they are requesting
reimbursement for in order to be reimbursed at the legislative director rate as outlined in Attachment
D, Sacramento State Chapter Travel Expense Policy. (If a resolution is not submitted Legislative
Director will be reimbursed at secondary board member rate granted that they follow delegate
requirements for secondary board members outlined in Article X.)

2. If the funding is for serving as a delegate at the CNSA or NSNA convention you must share in all
delegate duties in the House of Delegates and ensure that CNSA, Sacramento State Chapter is well
represented. All mandatory delegate sessions must be attended unless there are enough people in

attendance to use alternate delegates and rotate the duties. All mandatory delegate sessions must
be attended by the delegate or alternate delegate unless there are extenuating circumstances such
as illness that prevent either delegate or alternate from attending.

3. Funding is conditional upon adequate completion of the above duties. If the CNSA, Sacramento State
Chapter Board does not feel that duties were successful, the Board reserves the right to vote to
withhold funding.

4. A member of the Executive Board who is requesting funding must abstain from voting in the matter
of his/her own reimbursement.

5. If a member is slated to receive funding for an event and then is unable to attend said event, any
costs that the member has incurred are the member’s sole responsibility and not eligible for
reimbursement by the CNSA, Sacramento State Chapter.

6. If a member is slated to receive funding and is then unable to attend an event, the Treasurer must
be notified as soon as this is known so another member can utilize the money allotted for the event.

Section 3. CNSA LEADER OF THE FUTURE AWARD

A. CNSA, Sacramento State Chapter will bestow the “Leader of the Future Award” to a graduating
Sacramento State nursing student each semester. The award will be granted using the following
guidelines:

1. The award will include a certificate and one year membership to the Association of California Nurse
Leaders (ACNL).
2. CNSA, Sacramento State Chapter will purchase the ACNL membership for the recipient at the new
graduate rate.
3. The award will be given at the end of each semester to a student who is an active member and
exemplifies all that CNSA stands for.
4. All members who submit an Honor Cord application will be considered for the award (see attachment
B).
5. The Vice President or established committee, along with the Faculty Advisor, will select the recipient of
the award.
6. If necessary, two awards may be given for two students who demonstrate equally exceptional
leadership and professionalism as members of CNSA.

Article XI Delegates
Section 1. Purpose and Function
A. To serve as spokesperson for this association at the annual state and national conventions.
B. Present to the state and national organizations all proposed resolutions or amendments to bylaws or policies
proposed by this association.
C. Keep informed as to all current and proposed resolutions at the state and national levels and report information
to this association's membership at regularly scheduled membership meetings.
D. Make available to members updates, explanations, and copies of current and proposed state and national
resolutions.

Section 2. Delegate Representation
A. School constituents:
CNSA, Sacramento State Chapter, when recognized as an official NSNA constituent, shall be entitled to one voting
delegate and alternate at the NSNA House of Delegates, and in addition, shall be entitled to one voting delegate
and alternate for every 50 members.
CNSA, Sacramento State Chapter, when recognized as an official CNSA constituent, shall be entitled to one voting
delegate and alternate at the CNSA House of Delegates, and in addition, shall be entitled to one voting delegate
and alternate for every 20 members.
The CNSA, Sacramento State Chapter delegate(s) and alternate shall be a member(s) in good standing in the
chapter and shall be selected and/or elected by members of the school chapter at a proper meeting according to
chapter bylaws. The school association may designate an alternate delegate for each delegate by one of the
following two mechanisms:
a )Selection and/or election by members of the school chapter according to chapter bylaws; or
b) Written authorization to the State Board of Directors requesting them to appoint a member of the State Board
to act as a state-appointed alternate for their school chapter. School chapters shall approve the appointment.
The State Board of Directors shall verify that any state appointed alternate is a member in good standing of
NSNA and CNSA
A school chapter must have a selected and/or elected delegate present at the NSNA Convention in order to
have a state-appointed alternate seated in the House of Delegates.
All alternates, whether school selected or state-appointed, shall have the same privileges as an elected delegate
when seated in the House.
B. Delegate Allocation
The school association shall be entitled to delegates according to the number of members in good standing in
NSNA. Delegates shall be computed on the basis of the number of members in each constituent as evidenced by
the annual dues received by NSNA on a date eight weeks prior to the annual meeting

Section 3 Qualification and Appointment


A. Any active or associate member of the CNSA Sacramento State Chapter who is in good academic standing is
eligible to hold the position of delegate.
B. Priority will be given to executive board members first, then other board members, then general members. If
there are fewer slots for general members than there are members desiring to serve as delegates, delegate and
alternate appointments will be made by the President (or Vice President if president is not available) and voted on
by the Board prior to the start of the convention where the delegates will serve.

NSNA Code of Academic and Clinical Conduct

Preamble

Students of nursing have a responsibility to society to learn the academic theory and clinical skills needed to provide
nursing care. The clinical setting presents unique challenges and responsibilities in actively practicing that care while
caring for human beings in a variety of health care environments. The Code of Academic and Clinical Conduct is
based on an understanding that to practice nursing as a student in agreement to uphold the trust with which society
has placed in us. The statements of the Code provide guidance for the nursing student in the personal development
of an ethical foundation and need not be limited to strictly to the academic or clinical environment but can assist in
the holistic development of the person.

A CODE FOR NURSING STUDENTS

As students are involved in the clinical and academic environments we believe that ethical principles are a necessary
guide to professional development. Therefore within these environments we:

1. Advocate for the rights of all clients.


2. Maintain client confidentiality.
3. Take appropriate action to ensure the safety of clients and others.
4. Provide care for the client in a timely, compassionate and professional manner.
5. Communicate client care in a truthful, timely and accurate manner.
6. Actively promote the highest level of moral and ethical principles and accept responsibility for our actions.
7. Promote excellence in nursing by encouraging lifelong learning and personal development.
8. Treat others with respect and promote an environment that respects human rights, values and choice of
cultural and spiritual beliefs.
9. Cooperate in every reasonable manner with the academic faculty and clinical staff to ensure the highest
quality of client care.
10. Use every opportunity to improve faculty and clinical staff Understanding of the learning needs of nursing
students.
11. Encourage faculty, clinical staff: and peers to mentor nursing students.
12. Refrain from performing any technique or procedure for which the student that has not been adequately
trained.
13. Refrain from any action or omission of care in the academic or clinical setting that creates unnecessary risk
of injury to the client, self or others.
14. Assist the staff nurse or preceptor in ensuring that there is full disclosure and that proper authorizations are
obtained from clients regarding any form of treatment or research.
15. Abstain from the use of alcoholic beverages or any substances in the academic or clinical setting that impair
judgment.
16. Strive to achieve and maintain an optimal level of personal health.
17. Support access to treatment and rehabilitation for students who are experiencing impairments related to
substance abuse and mental or physical health issues.
18. Uphold school policies and regulations related to academic and clinical performance reserving the right to
challenge and critique rules and regulations as per school policy.

Honor Cord Application
Instructions

To recognize your achievements in CNSA throughout your career at Sacramento State,


CNSA Sacramento State Chapter presents its graduating active members with Honor Cords.
These cords are to be worn during the Sacramento State commencement ceremony. To be
eligible for this honor cord you must fulfil the following requirements:
Green Honor Cord- Must have been a paid NSNA member for at least one semester
Gold Cord: Must be an active CNSA member. To be considered active students must complete
the following:
● Be an active CNSA member for a total of 3 semesters.
● Earn at least 3 activity credits per semester. Activities must be from a combination of both
meetings and events (i.e. you can’t have only attended only meetings or only attended
events.)
● Acceptable Examples: 2 meetings & 1 event or 1 meeting & 2 events
Gold & green: Served as an officer for CNSA, Sacramento State Chapter for at least one term
Navy & White: Served on the CNSA State board as a board member or committee chair, or
served on the NSNA board for at least one term.
You must also complete an Honor Cord application by November 15th for the Fall semester, by
April 15th for the Spring semester, and by July 15th for Summer semester. You must pay a
$5.00 fee per honor cord requested. Your application will be reviewed by the CNSA,
Sacramento State Chapter Vice President and Faculty Advisor.

Sacramento State Chapter
Travel Expense Policy
Purpose:

To provide specific guidance to CNSA Executive Officers, Board Members, Directors, and active general members
when incurring expenses on behalf of the organization for travel and other business-related activities.

Policy:

CNSA, Sacramento State Chapter shall reimburse for authorized and reasonable professional meetings and other pre-approved
activities according to the reimbursement guidelines as stated in the Chapter Bylaws. CNSA, Sacramento State Chapter Executive
Officers and the Legislative Director will be reimbursed 100% if feasible. Board members will be reimbursed 50% if feasible. Active
general members are eligible to receive reimbursement at 25% if feasible. CNSA, Sacramento State Chapter State Board members are
eligible to receive 100% reimbursement, if feasible. All reimbursements are travel expenses within the state of California, expenses
related to NSNA activities or any other activities deemed necessary by approval of the Board. All members seeking reimbursement shall
apply for DOC, SAD, and ARA funding, if eligible, prior to seeking reimbursement from CNSA, Sacramento State Chapter. The Board,
at its discretion, may waive the DOC funding requirement at any time. The Treasurer must receive all reimbursement requests within
thirty (30) days after the last day of the event.

1. Travel and Accommodation Limitations


a. Airline reservations are to be booked by the member at the lowest fare available. Members may book their
travel via web or through their own travel agent and submit the air travel bill to the CNSA, Sacramento
State Chapter Treasurer within one month of the travel date to ensure timely reimbursement.
b. Members are expected to make travel arrangements a minimum of twenty-one (21) days in advance of
the event and secure the lowest fare available.
c. Reimbursement will be for the lowest fare available.
d. Airline travel shall be reimbursed only at the coach rate.

2. Ground Travel
a. Personal car expenses will be reimbursed at 44 cents per mile or per policy of Associated Students,
Incorporated (ASI).
1) It is requested that ground transportation be used for distances up to 125 miles one way, unless air travel is less
expensive.
OR
2) Maximum amount of travel expense will be equivalent to airfare when traveling by automobile.
b. Parking lot fees will be reimbursed if accompanied by an original receipt. Members are to use economy parking.
c. If ground transportation is required at a destination and a hotel shuttle is not available, CNSA, Sacramento
State Chapter will reimburse member for cab/bus fares accompanied by an original receipt.

3. Car Rental
a. Rental cars are to be rented only after prior approval by the CNSA, Sacramento State Chapter Board.
b. Rental cars will be reimbursed at the compact rate unless more than two (2) members are traveling together and
then the rental of a “mid-size” car will be reimbursed. Any upgrades will be paid for by the member.

4. Accommodations
a. Lodging accommodations will be reimbursed at the standard quad room rate. If a private room is desired,
three-quarters of the standard double room charge must be paid by the member. Members will make
every effort to maximize the number of individuals per room based on hotel occupancy policy.
b. Overnight accommodations are typically reimbursed when an overnight stay is required or approval by the Board.

5. Meals
a. There will be a maximum reimbursement of $20/day. The Executive Officers of the CSNA, Sacramento
State Chapter reserves the right to change this reimbursement amount, based on current available funds.
Members who are interested in attending a state or national convention will be informed of the exact meal
reimbursement per day at the CNSA meeting before convention.
b. The requested amount for meal reimbursement must be submitted with an original itemized receipt or the
receipt is invalid and will not be processed.

6. Expense Reporting Requirement


a. All expenses must be itemized on the CNSA, Sacramento State Chapter expense voucher form and
submitted to the Treasurer within thirty (30) days of the last day of the event.
b. Any requests received after thirty days will not be considered for reimbursement.
c. Only actual expenses incurred will be reimbursed.
d. Original receipts are mandatory for all reimbursable items. Reimbursements will not be paid without original receipts.

7. Non-Reimbursable Expenses
a. Personal expenses are not reimbursable. Examples of non-reimbursable expenses include, but are not limited to:
1) Any expenses of the spouse who accompanies the member.
2) Lodging amenities such as subscription television, valet service, concierge, etc.
3) Personal phone calls.
4) Gifts, tokens or mementos.
5) Gratuities for maid service.
6) Any entertainment such as theaters shows, etc.
7) Alcoholic beverage purchases
8) Any expenses for lodging, meals, parking tolls, etc. because of arriving earlier than necessary
or staying after activity.

8. Treasurer’s responsibility
a. The Treasurer will:
1) Submit a “Check Request Form” to ASI within 72 hours of receiving CNSA, Sacramento State Chapter
Expense Voucher Form and original receipts.
2) Make every effort to assist ASI in processing “Check Request Form” in a timely manner (i.e. missing
receipts, incorrect forms, etc.).
3) Notify the member once the “Check Request Form” has been submitted to ASI.
4) Notify the member if any issues arise concerning their request and will act as the liaison between
ASI and the member in order to resolve the issue(s).
5) Return incomplete Expense Voucher Forms or those submitted without original receipts to the member.
6) Complete and maintain Expense Voucher Forms.

Procedures

In an effort to ensure timely and efficient processing of CNSA expense vouchers, members are asked to
follow the steps outlined below:

1. Complete the expense voucher for CNSA related activities, attach receipts and submit directly to the Treasurer.
