• Hosts some of the island’s most valuable ecosystems and species
• Key habitats such as coral reef, mangroves and tropical forests

• Some parts of the region are extensively farmed.
• Major agricultural areas along the Marquis River and the Dauphin
River lead to local agricultural reliance.
• Traditional forms of agriculture are agro-forestry and silvo-pasture.

Iyanola will serve as a national and international example
of best-practice in putting ecological health first whilst
enabling communities to develop the homes, livelihoods
and social and physical infrastructure that they need.

Iyanola will be a place of national and international


significance; an iconic place, renowned for its blending of
nature, enterprise, culture and history.

Iyanola Heritage Coast and Forest

• Extension and restoration of existing unpaved road will be supported, provided that roads
remain informal in character.

• Small-scale and low impact eco-hotel developments, as well as other non-residential


hospitality infrastructure, will be supported within the Heritage Forest and in proximity to
Beaches and Marine Reserves, provided that they have no detrimental impact on the
ecosystem and historical assets.

• Silviculture, agroforestry, and sustainable timber extraction will be supported in the Mangrove
area and Heritage Forest, provided that they have no detrimental impact on the ecosystem,
historical assets, and the overall landscape characteristics and qualities of the area.

• Development connected with fishery activities will be supported where it meets current
demand and does not contribute to unsustainable harvesting and overfishing.

• Development connected with the restoration and conservation of historic heritage assets will
be supported

• Residential Development will not normally be supported within Iyanola Heritage Coast and
Forest
Iyanola Heritage Coast and Forest
Iyanola Forest Reserve

• Extension and restoration of existing unpaved road will be supported, provided that roads
remain informal in character.

• Small-scale and low impact developments connected with eco-tourism activities will be
supported, provided they cause no harm to protected species or their nesting areas and do
not normally result in tourists staying in the Reserve overnight.

• Silviculture, agroforestry and sustainable timber extraction will be supported where they have
no detrimental impact on the ecosystem, historical assets, and the overall landscape
characteristics and qualities of the area.

• Development connected with the conservation and restoration of the Reserves will be
supported.

• Residential development will not be supported.


Iyanola Forest Reserve
Farmlands

• Extension and restoration of existing unpaved road will be supported, provided that roads
remain informal in character.

• Within Iyanola’s Farmed Areas, development connected with agriculture, silviculture and
agroforestry activities, including sustainable timber and charcoal extraction, will be supported.

• Small-scale and low impact development connected with sustainable tourism activities will be
supported, provided there will be no detrimental impact on agricultural productivity.

• Residential development will be supported only where it supports - and is necessary for - the
efficient operation of farm units.
Farmlands
Settlements

The Iyanola Settlements Policy Areas include the communities where


most people in the region live. In this Plan the settlements are
grouped in to the following Policy Areas:

• Growth Centres: Babonneau and Monchy;


• Tourism Development Centre: Desbarra;
• Rural Centre: Au Leon;
• Other Settlements.

Within all settlements, the production of Community Action Plans


setting out settlement-specific development strategies will be
supported. It is intended that there will be a high degree of
community involvement in the preparation of such plans.
Settlements
Growth Centres:
Babonneau and Monchy;

A wide range of developments are to be supported in


Babonneau and Monchy, including housing, commercial,
industrial, tourism, and community facilities. These centres
should be allowed to grow both in term of activities and
residents, provided that an adequate level of services and
accessibility is delivered.
Other Settlements

• These centres will be allowed to grow moderately within and adjacent


to the existing settlement footprint, provided that this does not have a
detrimental impact on productive agricultural lands and protected
species, and that an adequate level of services and accessibility is
delivered.

• Within that limited-growth context, a wide range of developments are


supported, including residential, commercial, industrial, small-scale
tourism, and community facilities.

• Accessibility works, such as improvement and maintenance of roads


within and connecting settlements, will be supported.
Tourism Development
Centre: Desbarra

• Development supported in Desbarra includes housing


(within or adjoining the settlement footprint), tourism, and
commercial facilities, provided that they do not have an
unsustainable, detrimental impact on the surrounding
Forest Reserves and Heritage Forest.

• Desbarra is identified as a potential Tourism Development


Centre, a place for visitors to share in local culture and
from which they may explore the central part of the
Iyanola Region
Rural Centre:
Au Leon

• A range of development is supported in Au Leon, such as


commercial, tourism, and community facilities, provided
that they contribute to the rationalisation of the
settlement and both physical and economic
improvements.

• Residential development will be supported within and


adjacent to the existing settlement footprint, where it
delivers acceptable standards of urban density, amenity,
accessibility, services and community facilities.
Rural Area

• Within the Rural Policy Area, residential development will normally only be
supported if helps to promote the rationalisation strategy, meet social housing
needs, or is necessary for efficient operation of farm units.

• Residential development should not take place on the most productive


agricultural land in the area.

• Development connected with agriculture, silviculture and agroforestry activities,


including sustainable timber and charcoal extraction, will be supported,
provided that it does not have a detrimental impact on ecosystems and
protected species.

• Other forms of development, such as for industrial, commercial and tourism


uses, will be supported where they are of an appropriate scale and do not have
a detrimental impact on productive agricultural areas, forested areas,
ecosystems, biodiversity and protected species.

Rural Area
Infrastructure

North-South Link Road Policy

• The “Roadway Alignment Option 2 – Castries Route”, as proposed in the


North-South Link Road Feasibility Study - Draft Final Report Volume 1 and
shown on the Policy Map, is supported. Option 1 (which would cut more
centrally through the Iyanola Region) is not supported.

Rivers and Water Cycle Policy

• Development that results in the pollution of water courses or the modification


of river flows, and consequently has a detrimental impact on water quality and
ecosystems, will not be supported. Development that improves water quality
and reduces river siltation will be supported.

Climate Change and
Environmental Protection

Disaster Risk Reduction Policy

• When development is proposed in the Plan Area, it will be necessary to demonstrate how
the potential impacts of hazards, both of natural and human origin (and including climate
change-related extreme events) have been taken into account, by preparation of a Risk and
Resilience Assessment, where requested.

• Development should mostly occur in areas of minimal risk, whilst solutions should be
implemented to minimise risk in areas of moderate risk. In areas of high risk, development
will not normally be supported.

Environmental Impact Assessment and Strategic Environmental Assessment Policy

• Any Development within the Iyanola Heritage Forest and Coast and Forest Reserve should
be subject to Environmental Impact Assessment. Any plans and strategic documents, such
as Management Plans and Community Action Plan, should be subject to Strategic
Environmental Assessment.

Executive Summary of the Draft Land Use Plan, the full
Draft Land Use Plan, the Baseline Information Report,
