and YouTube
If a publicity blooper happens once or
committed by different persons or entities,
that is forgivable.
We all commit mistakes.
Yet when it is made more than once by
the same person and agency taking care
of the government’s public information
mandate, then that is already a bad habit, an
irresponsible act indicative of incompetence.
Precisely, this is what Communications
Official Mocha Uson and PTV 4 recently did.
The former uploaded a video of a blogger
friend making fun and pun of a female genital
to drumbeat the government’s federalism
pitch.
She later said it was meant to let people talk
about federalism.
The latter showed a footage of a Chinese
frigate photoshopped to make it appear as a
Philippine ship that will help rescue abducted
Filipinos in Libya.
It later issued an apology.
Yet, isn’t this becoming a bad habit for
the PCOO, the same agency that also called
a Senator by a wrong name and the Nordic
country as a Kingdom of Norwegia?
Isn’t a mere apology too little for such a big
responsibility or issue as national security or
discussion on Charter change?

of conduct and ethical standards for public
officials and employees provide that they
“shall at all times be accountable to the people
and shall discharge their duties with utmost
responsibility, integrity, competence, and
loyalty, act with patriotism and justice, lead

Yet, what is the Civil Service Commission,
the Constitutional body tasked to implement
the provisions of the same Act doing about all
these?
It looks like the Commission is so fast on
small fries of the government but too slow on

CRYPTO MONEY: The Securities
and Exchange Commission has warned
investing public against five companies
that mostly ride on the cryptocurrency
and online investing hype to promote
their anomalous investment schemes.
These companies are: Crypto Expert
Inc., Paysbook E-Commerce System
Co. Ltd., Freedom Traders Club, Pure-
wealth EBC Corp. and Yeheey iTraffic
System Inc. They operate schemes
(thru internet) but are not authorized by
SEC to solicit investments.
According to SEC, Crypto Expert has
individuals or group of persons offering
online investments falsely claiming they
are SEC-registered. Group of persons
representing Paysbook E-Commerce
(thru founder Arjay Gallenero) were of-
fering online investments and its own
cryptocurrency (“Indigen coins”). Free-
dom Traders Club, founded by Mark
Freeman, is not a registered entity but
conducting orientation seminars na-
tionwide to promote “ploutos” coin as
investment medium.
Purewealth EBC which was offering
a cryptocurrency called “purepound” is
SEC-registered to do wholesale ac-
tivities but is NOT authorized to solicit

TAX ON CAPITAL INCOME: The
government plans to impose unified
rates on motor vehicle user’s charge as
well as the taxes levied on capital in-
come and financial instruments under
two separate tax reform packages – as
part of the TRAIN LAW. The reform
proposed by DOF will slap a single
based rate of P2.50 per kilo of gross
vehicle weight (GVW) on all types of
motor vehicles whether for hire, private
or government use.
Vehicles with sidecars will be
slapped P300; those without a sidecar,
P240. At present, the varying rates
being applied for motor vehicle user’s
charge depended on the types of ve-
hicles as well as the GVW. An offshoot
of the TRAIN Act, package 1B included
a general tax amnesty, estate tax am-
nesty, bank secrecy relaxation and
automatic exchange of information.
These measures were removed by the
Senate from the version of the Lower
House.
DOF Secretary Carlos G. Domin-
guez III earlier said that the govern-
ment was planning to implement the
much-awaited tax amnesty by April

NAGA CITY—The
Sangguniang Kabataan in
the city has lauded the city
government and gratefully
acknowledged its effort for
launching the Empower-
ment and Advancement of
Barangays on Local Legis-
lation (ENABL²E) program
that aims to capacitate fur-
ther the barangay officials
to become effective public
servants.
This was the gist of the
statement given by Sangguni-
ang Kabataan chairman Rey
John Saniel of Barangay Sta.
Cruz regarding the ENABL²E
program which was launched
on August 3, this year.
The youth leader said he
understands that the program,
which was created thru Ordi-
nance 2014-008 to promote
good governance and best
practices in the city’s 27 ba-
rangays, will encourage and
motivate barangay councils
to come up with certain ap-
proaches to be able to deliver
the needed services of their
constituents.
The ordinance was spon-
sored by City Councilors
Vidal P. Castillo, Elmer S.
Baldemoro, and Esteban Greg
R. Abonal III.
“For us, as youth officials,
the ENABL²E program will
serve as avenue to come up
with plans that are not only
limited to sports and entertain-
ment as what was happening
before. Maybe, we can create
programs that would allow us
to provide educational assis-
tance, conduct seminars and
organize trainings that will
allow the youth in the baran-
gays to improve their skills,”
he says.
Vice Mayor Nelson Lega-
cion, who introduced the
ENABL²E ordinance said the
program aims to:
1. Enhance the awareness
of barangay officials on their
functions, duties and obliga-
tions as local legislators;
2. Educate barangay offi-
cials on the various legislative
procedures needed in crafting
responsive legislation and ra-
tional regulatory policies;
3. Engage the barangay
officials in promoting trans-
parency, accountability and
people-participation in gover-
nance processes; and,
4. Strengthen the partner-
ship between and among the
officials of the city govern-
ment and of the 27 barangay
governments of Naga City.
The ENABL²E program is
an initiative of the Sangguni-
ang Panlungsod of Naga that
seeks to capacitate the newly-
elected officials of the 27 ba-
rangay of Naga City to better
participate in legislative ses-
sions, craft responsive legis-

policies, and to become advo-
cates of good governance.
The ultimate goal of the
ENABL²E Program is to
establish more responsive
and more dynamic barangay
councils. With this, the City
Government of Naga shall
recognize barangay councils

that greatly contribute to the
achievement of sustainable
and inclusive socio-economic
development in their respec-
tive communities.
The Outstanding Sanggu-

Challenges of Multi-
Grade Teaching

Multigrade teaching occurs in primary education when
a teacher has to teach two or more primary school stu-
dent grades in the same class. More general term and
probably more accurate is that multigrade teaching re-
fers to the teaching of students of different ages, grades
and abilities in the same group. The multigrade class
structure is known by various names in different regions
here in the Philippines; these include "composite" or
"combination" classes, "double" classes, "split" classes,
"mixed-age" classes, "vertically grouped" classes, "mul-
tiple classes", "family classes" or "multilevel classes". In
multigrade schools a relatively small number of teachers
try to be effective in their educational work while dealing
simultaneously with a number of pupils of different ages,
educational levels and needs. It follows that for children
to learn effectively in multigrade environments; teachers
need to be well trained, well resourced, and able to meet
highly demanding teaching tasks, sub-divide and man-
age time in the coordinatorship in acdemic and ancilliary
services, doing and submitting reports and to hold posi-
tive attitudes to multigrade teaching.
Multigrade classrooms ought to be taken seriously
into account since such schools are considered to play
important role on providing access to education for all
in remote, isolated and underdeveloped rural areas.
Such schools are more than a reality in primary educa-
tion in the Philippines and the rest of the world consti-
tuting a very common educational form in problematic
rural areas, sparsely inhabited regions and urban areas
with adverse social conditions. In such areas multigrade
schools not only aim to give enrolment and continuous
attendance in school environments, but also to provide
knowledge and pedagogy of good standards and in ad-
dition to play a wider role in social development.
Mostly the multigrade school is the only viable school
formation in rural environment and the effort should be fo-
cused on improving the teaching and learning conditions
in this school formation. Multigrade teaching is presented
as a powerful pedagogical tool for promoting indepen-
dent and individualized learning. This kinds of teaching

An Artist who Stares at Goats IN CAMSUR

Almost every day, one
will find him at his farm
watching or seemingly
staring at his goats. No, Roy
Layosa, a former civil society
community organizer, is not
into a psychic experiment to
goad goats into becoming
a war weapon as in the
2009 parody, The Men Who
Stare at Goats. He believes
instead that raising goats is
a potent weapon to improve
the protein requirements
of children, help alleviate
rural poverty, and ensure
food security. His farm, a
1.8 hectare inheritance from
his parents in Iriga City
is tucked in a lot teeming
with various fruit trees
along the road in barangay
Santiago, a riverine village
where the first Philippine
Tarzan movie was filmed.
His goat house, made
from coconut lumber and
thatched nipa shingles,
shelters a dozen Anglo-
Nubian and Lamancha
which individually he calls
by name. Alpha is the very
first goat he bought when
he realized he had been
promoting goat raising
among farmers in a coastal
town in Camarines Sur,
and yet he himself was not
practicing what he was
preaching. At the yard,
Agot and Kid, prance
about, going up and down
the staircase of the goat
house, showing the energy
of newly-born kids, twin
offspring of a Lamancha,
distinguishable by its very
short pinnae, and a native
goat. Most of the time, the
pair lay in front of Roy’s
rustic cottage.
The walls of his farm
house are adorned with his
paintings, an old passion
which he exchanged for a
course in B.S. in Agriculture
which he earned from the
Central Bicol State University
of Agriculture where he
majored in animal husbandry.

two-loop, five kilometer run
on the boulevard.
On August 12, the Mount
Mayon Triathlon Asian Cup
race will start with a 1.5-kilo-
meter swim at the Albay Gulf,
to be followed by a 40-kilo-
meter bike race going to the
northern area of this city and
parts of the Municipalities of
Sto. Domingo and Bacacay,
and a 10-kilometer run back
to the Legazpi landmark at the
city boulevard.
These events are clear
manifestations that Legazpi
City is considered as one of
the safest and beautiful places
for any kind of sporting event,
contributing to the increasing
number of tourist arrivals, Ro-
sal said.
The Paratriathlon is a vari-
ant of the triathlon for athletes
with physical disabilities. This
sport is governed by the In-
ternational Triathlon Union
(ITU), and was first held as
Paralympic event at the 2016
Summer Paralympics in Rio
de Janeiro, Brazil.
On August 13, there will be
a medical and dental mission
for all the registered senior cit-
izens as well as lecture series
regarding Epikong Bikolnon
to be held at the Ibalong Cen-
trum for Recreation (ICR).
The Mutya ng Ibalong is
slated on the same day at the
Pacific Mall. Coronation night
will be at the Ibalong Centrum
for Recreation on August 17.
Meanwhile, there will be a
fashion show on August 14 at
the Ayala Malls.
On August 16, the Epikong
Ibalong Cultural Night, anoth-
er highlight of the festival, will
be held at the Legazpi City
Convention Center.
The Ibalong Street Dance
competition, the major event
of the celebration, will be on
August 18, starting at 2:30
p.m. in front of the city hall
building.
Ibalong festival is a yearly
non-religious fiesta depicting
Bicol’s early beginnings based
on the Ibalong Epic written by
the late Professor Merito Espi-
nas. It tells of mythical super
heroes, villains, monsters and
wild animals in the ancient
times.
Rosal said Ibalong is the
longest running tourism pro-
motion-related festival in the
entire Bicol region that ex-
presses warmth and goodwill
to all people.

come to Legazpi to celebrate
