3 PUBLIC STATEMENT
1) That I; __ Mx Paul John Andrew Sullivan __ am the original person who created the idea and
designed the New Zealand Identity card (prototype ).

2) I turned my idea in to action and have chosen a name and one of my designs and wish to be referred
to in public as;
a female named JESSICA SULLIVAN. this takes full effect on - Saturday 30th December 2017. The
prototype card will have clearly display, Current photo, preferred Name, Date of birth, Registration
Identification, issued and Expiry Date, also will have the words "12-month Identification Trail".

3) I have lived my life as Trans- gender neutral for over two years, prior to this I have been a cross
dresser actor for the past 22 years from 37-year career in Film and Theatre. Currently and frequently
with the appearance of more female (trans-female) a possibility of Gender Dysphoria.

4) A document titled to all members of parliament new zealand identity card which i created and designed
was emailed to all 120 members of parliament on 14th December 2017, a public copy is available to
view if requested and i have volunteered myself to use the prototype photo nz identity card, 12-month
trail. I also mentioned and clearly stated that I like to be commissioned to develop final design after
positive results and the go ahead with the idea.

5) I do not have any intentions of changing my name and gender by deed poll / Statutory declaration, nor
having gender reassignment surgery. I also like to accept I can be held accountable for the creation
concept.

6) Setting a Guinness World Record.

From an actor’s point of view is a challenge to perform and in the life of a female character, which I still
need to file application when I find a good title which is all part of setting a Guinness World Record.
4 ABOUT ME - BRIEF

I'm a full-time student at EDENZ Collage, Auckland Campus, studying 2nd year of 3-year Bachelor’s Degree
in Film Production, currently on three month studybreak, not due to return to classes until 12th February 2018
to complete my second year (16 weeks remaining) ends Friday 1st June 2018

I have lived my life as Trans-gender neutral for over two years, but have been a cross dresser actor for the
past 22 years from 37-year career which includes crew positions in Film and Theatre. Currently and frequently
with the appearance of more female (trans-female) and maintained over two years.

5 DURING TRANSITION

5.1 MEDICAL

To seek medical for hormone estrogen hormones treatment and surgery here in New Zealand

Surgery - breast implants, etc.

Should all attempts fail

a) Seek medical overseas

b) Seek hormone treatment on the black market

c) Perform breast implants surgery myself I don’t have attractable silicone breast, and chef knifes. I did
work as a chief and few years ago worked at the freeze works central Hawkes bay

5.2 FUNDING

To seek funding for the sum of between seven or ten thousand dollars from funding platform Pledge Me, Kick
Starter, Indiegogo or Indiegogo’s other site Generosity to get Funding for transitioning, depending what their
policies are and at the same time will also continuing to seek employment.

Should all attempts fail

a) Will Consult with a criminal gang for loan, which may result in repaying the debt quit possible working
for them as trans female escort.

b) Will find someone may include overseas who is willing to invest, whom may or may not want something
in return.

5.3 EMPLOYMENT

a) I will continue to seek employment in TV and Film productions, and as a possible as last resort other
type of work.

b) No one wishes to employ me to help with funding will be or most likely be working as an transvestite
escort.

c) Sole Trader – food cart.

d) Continue as Make-up Artist.

5.4 THE LOOK

During my Research from the public both likeable and dislikeable response will be in my report findings,
published on line journals

7.1 RECAP
I am volunteering myself during the trail 12months unless you suggest shorter trail period. And I am also
planning to transition from male to female, but will not or have no intentions of changing my name by deed poll
or Statutory Declaration. During the 12 plus months trail I Will be transitioning from male to female, attempt to
Break or Setting Guinness World Record (pending approval from them) Playing a Female character is a
challenge for any male actor,
There can be a A public option after or during the trail.

8 THE ORGINAL THOUGHT

After discovering about changing your name, gender or both on records, such as drivers licence you need to

file and present a Statutory Declaration signed by Justice of the peace, also another text that states “using

your new name in the community”, you will able to use as supporting Photo Identification to changing your

name on birth certificate, etc.

The NZ dentification Card is Not to act as official name change on Birth Register but to be used for temporary
photo dentification in the community.
I other words In have not yet decided to officially change his/her preferred name, basically giving his/her name
a test run.
The card will be cheap and quick to make If approved for trail will use the preferred name chosen by Members
of parliament.
8.1 IN SHORT
a) First card Idea based on driver licence ID card – issued to taxi drivers
b) Second idea from employee Photo Identification.
c) Third idea from employers who don’t issues employee photo Identification.
d) Forth idea from for those who are not employed but don’t have any photo Identification such as a
driver’s licence with his or her preferred name.

8.2 REASON CREATED

For people who;

a) Do not have any form of photo Identification, such as Employee/ Student photo ID

b) Unable to afford the $170. fee to changed his/her name.

9 POSSIBLE FUTURE PLAN

If there is strong support in favour for my idea, it will be up to the government to commission me for the final
design(s) and to purchase the copy rights (which I own) from me. I wont charge any more or less than twenty
thousand dollars [$20,000.]

9.1 THE APPLICATION PROCESS

Snice the Internal Affairs Department via Real Me have plans to allow people to add more information on their

Real Me account, the NEW ZEALAND IDENTITY CARD application can be integrated/ added, providing his or

her photo on their Real Me account is updated. And there is a Maxime number of times they can apply,

meaning four times Maxime.

9.1.1 Recap
This will be for those using their preferred name who;

a) Do not have a student dentification

 b) Never had or do not have a current photo employee Identification.
c) Or was an employee and that they did have a employee photo Identification.
d) Who do not have a drivers licence/ Passport.

9.1.2 What will the applicate need and do.

Make sure the applicates Photo from Real Me is updated

Choose month period of : 3, 6 or 12 but must not extend more than two years.
More information can be added later in time.
