STANDARD FEES AND CHARGES ON LAND TITLING

This concern the email we received from your office dated 10 August 2018 which contains
an article in social media describing the process and the fees for applying land titles. Upon
checking, the alleged post did provide incomplete information. Allow us to clarify some of the
issues and concerns on DENR’s standard fees and charges on land titling.

First and foremost, the standard application fee for land titling is P50.00 as provided under
the DENR Procedures in Manual Disposition. However, then Former President Joseph Ejercito-
Estrada issued Executive Order 197 series of 2000 increasing the rates of fees and charges by
all department, bureaus, offices, agencies, and units including government owned or controlled
corporations by not less than twenty (20%) percent, making the standard rate P60.00.

With regard to “P185.00 package”, there are some regions that use this package as
description for the fees that an applicant needs to secure like documentary stamps, clearances and
affidavits from other agencies which must be secured during/prior to the process of filing an
application.

Moreover, as to the land surveys, private Geodetic Engineers have tariffs that they follow
and the payment for their services depends on the survey. Our allocated budget for subdivision
survey is only P1200/lot. This is currently limited and can be availed off on a first come first
serve basis.

Lastly, with regard to the Handog Titulo Program in Taguig City, the required payment of
P200.00 for transfer fee and the purchase price of residential and farm lot per square meter is
reasonable which is stated under Proclamation No. 172.

Hence, sharing of information to the public must be carefully verified to avoid misleading
the public in the wrong conclusion or generalization.
