1. The Republic Act No. 9155 “Governance of Basic Education Act of 2001”
mandates the conduct national educational research and studies to the Department.
Hence, the Department of Education (DepEd) has recently strengthened its
evidenced-based policy development and decision-making through educational
research and studies via DepEd Order No. 43, s. 2015, DepEd Order No. 4 & 39, s.
2016 and DepEd Order No. 16, s. 2017 to improve access, governance and quality
of education at the national, region, division and school level of the department; thus,
this “DIVISION RESEARCH POLICY” is formulated:

of action or basic research must be aligned with school/district/section/division
“Banner Project” objectives and utilize problems/issues (e.g. SMEA/DMEA
results/findings, etc.), statistical data, facts, situations, experiences,
documents, and other evidences that show basis on the existence of the
problem/s.
2.5 Schools (clustered or not, with/without Master Teacher/s) shall conduct and
submit at least one (1) action or basic research each year which shall be
spearheaded by the School Head (as main proponent) and two other teachers
from the school. This shall be conducted separate from but with the
collaboration/help of master teachers in order to address problems/issues in
their respective schools.
2.6 Master Teachers shall conduct research in sole/single authorship for
classroom-based research. But they can have team research (maximum of 3
members) for researches with wider scope such community-based,
school/district/region/national-based researches.
2.7 Starting S.Y. 2018-2019, schools and districts shall to conduct research-
related “Activities, Programs, Projects & Initiatives” such as but not limited
to:
2.7.1 Research Writeshops;
2.7.2 Research Caravans;
2.7.3 Research Consultations;
2.7.4 Research Congress;
2.7.5 Research Summit;
2.7.6 Capability Building in Conducting Research;
2.7.7 Research Forum/Conferences;
2.7.8 School Level Evaluation/Screening of Research; and,
2.7.9 Others;
2.8 Schools and districts are required to put-up or establish “Research Corner”
to be displayed in the District/Principal’s Office/s or Bulletin Board with but not
limited to the following contents:
2.6.1 Basic Education Research Agenda (BERA);
2.6.2 Basic Education Research Fund (BERF);
2.6.3 Research Management Guidelines (RMG);
2.6.4 Research Plans, Activities, Initiatives, and Projects;
2.6.5 DepEd Orders, Memoranda & Advisories on Research;

2.6.6 Accomplishments in Research;
2.6.7 Completed or On-going Research Study Titles;
2.6.8 Research Updates;
2.6.9 Research Committee Members;
2.6.10 Others;
2.12 Schools offering Senior High shall prepare their School Research
Journal each year containing all conducted researches by SHS students.

2.14 Personnel of DepEd taking Graduate and Post-graduate studies in
SUC’s shall aligned their master’s thesis and/or doctoral dissertation to
Basic Education Research Agenda (BERA) of DEPED and seek Permit to
Study approved by the Schools Division Superintendent.
2.20 Before end of every school year, all researches should be submitted to
the division to be used for research result dissemination, utilization,
advocacy, evidenced-based policy formulation & decision-making, and
archival, once approved by the division.
2.21 Master Teacher shall have at least one (1) approve research each
year. Approval of all researches and studies shall be done by the Schools
Division Superintendent, evaluated by SDRC and recommended by
school head and district supervisor.
