NOTICE OF PRE-QUALIFICATION

The Upgrading of Berawan Water Treatment Plant, Limbang involves the upgrading of the existing facilities for Berawan Water Treatment Plant to increase the capacity by another
20mld to 40mld. The scope of works include the site preparation work; upgrade, modify the existing processing plant and associated facilities or construct new processing plant
(including new flocculation and sedimentation tanks and filters) to deliver additional 20mld (up to 40mld) of treated water; chainlink fencing, drains and necessary access road;
modification of Chemical Building, Control room and pipelines to accommodate additional 20mld; upgrade exsiting aerator or construct new aerator, whichever is necessary; and
upgrade, modify existing pipelines or construct new pipelines whichever necessary to upgrade the plant capacity to 40mld.

Jabatan Bekalan Air Luar Bandar Sarawak wishes to invite prospective applicants to participate in a Pre-Qualification exercise. Applicant is required to submit a duly completed Pre-
Qualification Document with comprehensive supporting information. Applicants to take note that participation in this Pre-Qualification exercise does not guarantee invitation to the
subsequent stage of Tender Submission. All Pre-Qualification document submissions will be reviewed and scored on the basis of content, completeness and quality. Only pre-
qualified applicants will be notified to proceed to the subsequent stage of Tender.

Applicants are required to submit the following:

a) A duly completed Pre-Qualification Document with all comprehensive supporting information;
b) One (1) original hardcopy and one (1) copy of the hardcopy in an arch file ( type 2 rings ) with properly indexed dividers for each section; and
Request for Pre-Qualification Document must be accompanied by a Bank Draft, Money Order or Postal Order at the amount of RM 50.00 (excluding GST) under the name of
Sarawak Government and non-refundable.
Completed Pre- Qualification Document shall be submitted in a plain sealed envelope marked as:
i) Pre-Qualification for UPGRADING OF BERAWAN WATER TREATMENT PLANT, LIMBANG
The title is to be written / printed at the top centre of the envelope and placed in the Pre-Qualification Box at the address above not later than 12:00 pm, 3rd July 2018.

In addition to the ahove Pre-Qualification requirements. Applicant MUST also fulfil the Mandatory Criteria as follows:

MANDATORY CRITERIA
Prospective applicants that meet the following criteria and wish to be prequalified for the above works are invited to submit duly completed Pre-Qualification
documents.
Financial Capacity Requirements Track Record

a) Working Capital exceeding RM 1.5 million. a) Having past experience of at least one (1) water-related works, within the past
five (5) years.

b) No unsatisfactory performance records in the last five (5) years in respect of

(1) completion period
(2) quality of work

c) Registered contractors who are barred by CIDB or UPKJ from tendering are not
eligible to be prequalified.

Notes :
1. Pre-Qualification is invited from experienced Contractors having specified registration details as per the above table, which is still valid.
2. The Pre-Qualification is opened to experienced and qualified :-
a) Company with UPKJ Class A and both Heads as per table above; and related experience;
b) Joint venture of companies, with UPKJ Class A that fulfil the registrations requirement as per table above; and related experience.
A JV or Consortium must not exceed 2 individual company subject to the individual company is not be made up of JV company.
3. The Pre-Qualification Document will be displayed and made available for purchase from the date. time and location in the above table, Applicants may view the Pre-
Qualification Document prior to purchase.
4. All Applicants shall observe and comply with statutory requirements, rules and regulations. including any modifications to it or reenactment that is enforced by the Government
of Sarawak.
5. Jabatan Bekalan Air Luar Bandar Sarawak SHALL NOT entertain any requisition for the purchase of Pre-Qualification Document before and/or after the time as stipulated.
6. The Pre-Qualification Document will only be sold to a “bona fide” representative of the Applicants. For this purpose, a Letter of Authorisation to purchase the Pre-
Qualification Document MUST be produced by the Applicants representative together with valid ‘ORIGINAL’ and ‘CERTIFIED TRUE COPY’ [certified by the Company
Secretary or the Government Grade A Officer] of the relevant registration documents to confirm the Applicants qualification.
7. In line with the instruction by the Mahkamah Persekutuan Malaysia [Ruj.(44) dlm JK/MP 53NVP(140/97), 23 June 2005], applicants are reminded that certificates which are
certified true copies by the Commissioner for Oaths will NOT be accepted.

9. Jabatan Bekalan Air Luar Bandar Sarawak reserves the right to accept or reject any application, request to further information from any applicant, annul the Pre-Qualification
process and reject all such applications at any time without assigning and reason, and further without thereby incurring any liability of whatsoever nature to the affected
appIicant(s) or any obligation to inform the affected appIicant(s) of the grounds for such decision.
