Nature of Work: Implementation of ERP and MIS Solution for Maharashtra


State Transmission Company Limited (MSETCL)

Responses to the Request for Proposal (RFP) are invited by Maharashtra State
Transmission Company Limited (MSETCL) by eligible bidders/vendors/system
implementers. The vendors are expected to liason with ERP product vendors,
hardware vendors and hosting partners and provide a turn-key solution and
services to MSETCL taking single-point responsibility of the project.

The RFP document can be purchased from 14:00 Hrs to 17:00 Hrs by paying cash
of Rs. 10,000 (ten thousand) only or by submitting a Demand Draft or Pay Order
in the name of Maharashtra State Transmission Co. Ltd. at the following address:

Qualifying Requirements

For System Implementer (SI) Vendor following qualifying criteria hold good:

1. The primary business of the SI should be Software development and


implementation and should be a registered company under the
companies act in India more than 5 years and should be willing to
commit to serve MSETCL for a period of next 5 years.

2. The SI should have implemented proposed ERP product-based


solution (including in-progress projects), for at least one power
utility with more than 1000 users on a turnkey basis taking
single-point responsibility.

3. The SI should be a company with CMM level 5 certification

4. The SI should have a minimum turnover of at least Rs. 500 Crores in


last three audited financial years. The SI must be profitable in at least
4 years out of last 5 financial years.

5. SI must have a development center/facility in Maharashtra preferable


in Mumbai or Pune so that it becomes easy for the user community to
participate in on-site acceptance process. If SI does not have a facility,
SI should commit in writing that they will set-up the facility before
issue of letter of award.

6. SI must have experience of managing and supporting the production


environment of at least one ERP application for more than 1 year. SIs
are allowed to tie-up with professional hosting agencies to host the
solution built for MSETCL; but will have single-point responsibility
of managing the same.

Following qualifying requirements have to be met by the original manufactures of


the ERP product (from who the system implementer will purchase the product
licenses on behalf of MSETCL):

1. The total turnover of the company should exceed Rupees 500 Crores
only for each of the three last financial year and should be profitable
in at least 4 years out of previous 5 financial years. The company’s
auditors should certify the same.
2. The company’s product should have at least hundred installations in
India.

9. The product should have been implemented at least three energy utility
company’s/organizations. In-progress implementations will also be
considered as part of this clause.

Following qualifying requirements have to be met by the vendors of the hardware


products (from who the system implementer will purchase, on behalf of MSETCL,
the hardware for production and pre-production environment at Main Data center
and one cold-stand by environment at disaster recovery data center):

1. The total turnover of the company should exceed Rupees 100 Crores
only for each of the three last financial year and should be profitable
in at least 4 years out of previous 5 financial years. The company’s
auditors should certify the same.

2. The company can be a manufactures or authorized resellers of servers


and should have supported these products for more than 5 years.

3. The vendor should commit to provide direct support to our servers and
equipments purchased and hosted at centers chosen by the System
Integrators. No channel or franchisee support will be allowed and
acceptable.

4. The vendors should have supplied the hardware of similar value for at
least one project & should have supported same class of hardware for
at least one project in India. In-progress implementations will also be
considered as part of this clause.

5. The vendors should be manufacturers or authorized re-sellers of high-


performance, highly reliable RISC-based computer systems (servers)
based on 64-bit processor with standards based UNIX operating
system certified and complaint to open systems standards.
High Level Scope of Work
• Select ERP product that meet qualification criteria for meeting the
requirements mentioned and procure it in the name of MSETCL
• Implement ERP by configuring and customizing the ERP to meet the
solution requirements
• Implement MIS requirements to meet the information access needs
of the management at all levels
• Following business areas should be addressed by the solution (please
refer to details)

• Following technical areas should be addressed by the solution
o System Security
 Authentication and Secure Access to solution

o Web-based secure access over the internet
o Acceptable response times over the PSTN dial-up usage
o Support Workflow for various requests, review and approval
required within various business processes
o Support ability to attach documents, spreadsheets, drawings,
etc. at specific places on needs basis
o Alerts and Business Event Notifications that can be
configured by system administrator and subscribed by end
user
o Implementation of Microsoft Exchange Mail Server with web
access
o Integration of mail server for notifications and alerts sent by
the system
o Web based System Administration of entire application

• Provide seamless integration of all the modules/ components
• Provide a system that delivers reports in the prescribed formats
• Provide the system that gives a hierarchical view of all type of
information so that each officer can have its own view of data at
each level of hierarchy. The level is defined as any of MSETCL’s
operational unit, namely subdivision, division, circle, zone, load
dispatch center or head office.
• Provide the system that gives complete “drill down” of information
is required up to subdivision level for concerned business processes
• Provide users tools to do effective analysis based on information
available in the database in order to meet the requirements
mentioned
• Assess the hardware requirements to host the entire system and
provide the same as per details given (local desktops and printers
required by the users are not included in the scope of work)
• Host the system in a professionally managed data-center that is also
supported by disaster recovery center. In the main site, the hardware
for production as well as pre-production environment will be hosted
by the vendor and in the DR site only one cold-standby replica of the
production environment will be hosted.
• Work with network implementation vendor appointed by MSETCL
to connect the data center and disaster recovery center into the
MSETCL network accessible by all offices. The hardware
procurement and bandwidth charges for the period of operations and
support required for the same have be borne by implementer of this
project
• Data Migration/data setup from legacy formats (paper or MS-Excel
sheet) for each area of business as specified in the scope of work
• Conduct Training of users as specified
• Make system available in 24x7 manner and support its operation and
maintenance for the specified period with acceptable downtime
parameters as defined in the scope of work
• Set-up field level assistance units for user handholding and
troubleshooting as specified by service levels
