The Participatory Governance Cluster
The Participatory Governance Cluster is tasked to pursue the following:
• To enable public to understand, rationalize and implement national government
programs and projects based on area-specific realities;
• To strengthen consultation mechanisms to ensure effective implementation of
programs and projects; and
• To propose policies, programs and projects that would foster participatory
governance and build the capacities of local government units for such purpose

Monitoring and Reporting
The DBM, as the Secretariat of the PGC, will undertake the
monitoring of the Roadmap. Specifically, the Secretariat will
perform the following functions:
1. Assess the progress of Plan implementation;
2. Facilitate sharing of information among cluster
members;
3. Undertake necessary measures to fast-track project
implementation, where possible;
4. Conduct or manage external assessment or validation
studies, as needed; and
5. Provide report on Plan status to the Cluster members
and to the President

People’s Broadcasting Creation of the People’s Broadcasting Corporation (PBC) which HB 2143
