shooting at Applewood Apartments
on Yorkville Road.
Bennie Will Harris Jr., 24, has
been charged with aggravated as-
sault for shooting at an occupied
vehicle at the apartment complex
Sunday. One of the victims who
spoke to investigators, Edwin Da-
vid Williams, 29, has been charged
with possession of a weapon by a
felon.
According to the LCSO inci-
dent report, deputies received a
call about the shooting and found

Longview Road work to start in spring

county supervisors ap-
proved a board order for it
Monday evening.
County Engineer
Clyde Pritchard, who up-
dated supervisors on the
project’s status, said the
county can pave about
two miles combined from
the east and west ends of
Longview Road. He said
that will let the paved sec-
tion extend on the west
side from Highway 12 to a
bridge over Talking War-
rior Creek, and on the
east side from Highway
25 to about 1,000 feet past
Horsely Lane.
Pritchard said the Of-
fice of State Aid has al-
lowed the county to move
ahead with a partial pav-
ing of the road, which is
an unusual permission.
“We’ve actually got
State Aid to say, ‘Hey we
agree with what y’all are
trying to do,’” Pritchard
said. “If our numbers
come in good, if our bids
are good, we’ll extend it a
little further if we can.”
Oktibbeha County
has allocated about $1.8
million for the project,
split between $886,000
in State Aid money,
$255,000 in county mon-
ey and $750,000 in BP oil
spill settlement money
the State Legislature re-
cently approved for the
project.
Pritchard said the road
was initially supposed to
be 33 feet wide, with a
safety shoulder, when it
was going to be federally
funded. However, he said
the county can’t afford to
build a road that wide, and
the Office of State Aid al-
lowed the county to move
ahead with a 22-foot-wide
chip seal county road
without jeopardizing fu-
ture federal funding. He
said the road will include
drainage suitable for if
the project gets federal
funding and is widened in
the future.
“If the federal dollars
become available, we’ve
already got the drains in
place,” Pritchard said.
“We don’t have to decon-
struct anything we’ve
done right now. We’ll
come back on top of that
with an asphalt overlay,
widen it out and we’re
good to go.”
District 1 Supervisor
John Montgomery, who
shares jurisdiction of the
road with District 4 Su-
pervisor Bricklee Miller,
said he was pleased to
see the project could go
ahead without jeopardiz-
ing future work.
“That’s the beauty of
this,” he said. “When we
started this, I didn’t want
to start with something
we’d put down and have to
pull up. That’s something
you’d have to, in essence,
tear up and cost you that
much more.”
Supervisors approved
the board order for the
project 4-0, with District
3’s Marvell Howard ab-
sent from Monday’s meet-
ing. With the approval,
Pritchard said, the coun-
ty can start work in the
spring.
“If we execute this or-
der tonight, we’ll bid this
job in the spring,” Clyde
said. “We’ll go to con-
struction in the spring.”
Longview Road has
been a target for paving
for several years. Super-
visors had intended to
pave the road this term,
and the project received
approval from the Office
of State Aid in July 2016.

JACKSON — About a half-dozen pro-
testers disrupted a state budget hearing
Monday by unfurling a banner accusing
the Mississippi Department of Correc-
tions of killing inmates.
One protester yelled: “MDOC kills!”
Another yelled: “Fund restorative jus-
tice!”
“Sir, this is not the time nor the place.
This is a budget hearing,” state House
Speaker Philip Gunn said, gaveling for
order.
The protesters continued yelling as
state police officers escorted them out of
the budget hearing in the Woolfolk state
office building near the state Capitol.
Sixteen people died in Mississippi
prisons in August.
Corrections Commissioner Pelicia
Hall told lawmakers she thinks two of
those were inmates were killed by other
prisoners. She said many of those who
died had chronic conditions, including
heart problems or cancer.
“There’s nothing sinister about those
deaths occurring,” Hall told members of
the Joint Legislative Budget Committee.
Gunn asked if 16 deaths for one
month is normal. Hall said the August
numbers were “abnormally high.” The
Mississippi prison system had 78 deaths
in 2017 and has had 57 or 58 so far this
year, she said.

Budget Committee held public hearings
Monday to ask questions of a few state
agency directors about their requests
for the 2020 budget year, which begins
July 1.
Mississippi’s current budget is just
over $6 billion. The budget office says
that for first two months of the fiscal
year, state revenue was $17.8 million, or
2.6 percent, higher than predicted.

A community conversation becomes community action

When the Lowndes County
Foundation held a “community
conversation,” at the Trotter
Center in March, there were
two competing perceptions —
hope and skepticism.
There was no doubt that the
200 residents who turned out
for the event, representing a
diverse cross-section of our
community, had the very best
intentions in trying to identify
the challenges our community
faces — everything from pov-
erty and crime to education
and community engagement
to leadership and vision.
That so many gathered to
participate was encouraging.
But, of course, we had
heard it all before, many times
in fact.
It is not enough to identify
a problem. Practical, measur-
able steps toward solutions
must follow.
Now, six months after that
meeting, we have solid rea-
sons to believe what started
as a conversation will result in
actual change.
Wednesday, the LCF took
its next practical step, assem-
bling a steering committee of
44 citizens from all walks of
life to begin to address each
of the issues identified in that
spring meeting.
While it is true that there
has never been a statue
erected of a committee, we
are encouraged by the stated
focus of this group, which
will feature subcommittees
to address each of the five
challenges identified in that
first meeting.
There are two ideas that we
find particularly promising.
First, there is an understand-
ing that you can’t eat an
elephant in one bite. All of
the five challenges are large
and complex. What the LCF
proposes is to focus on small-
er, more manageable com-
ponents of each problem and
devote resources toward each.
There are resources available
— since 2005, the LCF has
awarded $109,000 in funding
to 37 organizations in Lown-
des County. Using those funds
to target specific aspects of
these problems represents a
coordinated, practical ap-
proach.
How do you eat an ele-
phant? One bite at a time. This
is what the LCF proposes to
do.
The other idea is to change
how we think about our
community, ourselves and our
issues.
We put special emphasis
on the word, “our.” When the
community sees all of these
issues are “our issues,” we
are far more likely to seek
solutions rather than ascribe
blame.
For too long, our attitude
about our challenges has
focused on pointing fingers,
which has created an almost
palpable sense of defeatism in
our community.
It’s time, past time in fact,
to dispense with that nega-
tivity. That does not mean
ignoring or minimizing the
challenges we face, of course.
Nor does it suggest that any
of the problems can be solved
quickly or easily.
It will take persistence, and
a positive, can-do attitude is
the food that nurtures per-
sistence.
Our community faces many
challenges.
But we also have great
assets.
All the raw materials re-
quired to meet our challenges
are at our disposal.
As Robert Frost wrote, “But
I have promises to keep, And
miles to go before I sleep, And
miles to go before I sleep.”
The LCF has started us
on that long journey toward a
better community for future
generations.

Remembering a successful Tennessee
Williams Tribute
I just last week was in Columbus as the
featured guest of the 17th Annual Tennessee
Williams Tribute. It was heart warming to see
that this important festival in the hometown
of America’s greatest playwright continues to
entertain, inform and inspire.
Events began on Friday, September 7th,
at the beautiful Three Sisters Pie Company.
This intimate venue was the perfect site for
talented local readers to share poems, not only
by Williams but also their original work. The
quality of the writing and the performances
was remarkable, and host CJ Salazer did a
remarkable job. The poetry event was followed
by the Annual Stella Shouting Contest. Host-
ed by Gloria J. Herriott at her beautiful store,
Hollyhocks, contestants ranged from toddlers
to adults. Shouters called out “Stella” to a local
woman dressed in a red vintage slip perched
on the ornate wrought iron New Orleans style
balcony above the entrance of the store. Judges
for this event even included Columbus Mayor
Robert Smith. Noah Taylor was this the winner
of the event.
A free showing of the classic film, “A Street-
car Named Desire” followed at the Rosenzweig
Arts Center. Saturday morning began with a
free breakfast and a lively discussion hosted
by arts writer Christopher Blank. The 2018
Scholars Award was presented to Dr. Stuart

Large ‘something for nothing’ crowd

Society and instructor at Georgia State Uni-
versity. Four scholars honored in earlier years

were in attendance which resulted in a very
entertaining and lively discussion. Dr. Noel’s
good friend, Princess Tina Radziwill, also
contributed to the event, sharing stories of her
mother, Lee Radziwill, and their very good
family friend, Truman Capote.
The breakfast ended in time to allow people
to head over to the beautiful historic home,
Whitehall, owned by Dr. and Mrs. Joe Boggess,
to watch scenes from Tennessee Williams
plays performed on their lovely front porch.
Local actors, overseen by Laura Beth Berry,
gave wonderful performances. A free showing
of the movie “Boom” was shown once again
at the Omnova Theatre. This rarely-seen film
starring Elizabeth Taylor, Richard Burton and
Noel Coward based on Williams play “The Milk
Train Doesn’t Stop Here Anymore,” was both
entertaining and bizarre.
The Moon Lake Gala on Saturday night was
the highlight of the Festival. The entertainment
in the began with a powerful scene from a
recent production at Le Petit Thetre du Vieux
Carre in New Orleans of “A Streetcar Named
Desire.” This was followed by my own produc-
tion of “Truman Talks Tallulah and Tennessee,”
which tells the story of the wild friendships
between Capote, Tallulah Bankhead, and Wil-
liams. The packed house gave the evening’s
entertainment a rousing standing ovation. Sun-
day morning, a special sermon was delivered
by the Very Reverend Anne Harris at St. Paul’s
Episcopal Church. This church was the place
Tennessee Williams was baptized by his grand-
father, Reverend Walter Dakin of St. Pauls Epis-
copal Church. A final festival event allowed
people to tour two beautiful apartments, owned
by Ruth Berry, which have been renovated in
downtown Columbus’s historic buildings.
My only wish list for future festivals would
be to have some events happen, as they did in
years past, on the beautiful W campus, perhaps
including a full length Tennessee Williams
play.
This was a Festival that the whole town of
Columbus can be very proud of. My congratu-
lations to Jerry Fortenberry, Marthalie Porter,
Dr. Keith Gaskin, Christopher Blank, and all
the terrific volunteers for their splendid work
in carrying on this festival founded by Brenda
Caradine and others over 17 years ago.

Columbus, MS, to the late Newell William and
Billie Leggett Brigham, Jr. He was a graduate
of Heritage Academy and attended Ole Miss,
where he was a Sigma Chi, and later graduated
from MUW. Mr. Brigham was an appraiser and
real estate broker while living in Columbus. He
was a member of St. Paul’s Episcopal Church, Co-
lumbus Rotary Club and Main Street Columbus.
He later moved to Tupelo, where he was Chief
Appraiser and Chief Environmental Officer at
BancorpSouth. Mr. Brigham served on the Mis-
sissippi Real Estate Commission and was a mem-
ber of The Appraisal Institute. He was a Certified
USPAP Instructor and was an Adjunct Appraisal
Instructor at Mississippi State. He was a member
of the North Mississippi Emmaus Community
and enjoyed golf, the outdoors and Ole Miss Ath-
letics.
Survivors include his wife, Karol Crowder
Brigham; daughter, Kelly Elizabeth Brigham;
sons, Barton Manship Brigham and Peyton
Brooks Brigham; sister, Lee Brigham Alyward
(Don); and nephews, Andrew Brigham Alyward

Director speaks of
department’s recent
successes, future plans

Starkville Parks and Recreation
Director Gerry Logan sees his de-
partment’s role as being about more
than just cutting grass to keep the
parks looking nice.
Logan, who was recently ap-
pointed the department director,
spoke to the Starkville Rotarians
on Monday in Starkville Country
Club. He said parks and recreation
play a crucial role in generating
an economic impact for the city.
To emphasize that, Logan pointed
to recent tournaments that have
attracted hundreds of teams and
thousands of people to Starkville.
He added Starkville’s parks and
recreation department recently
won bids for the Mississippi Soc-
cer Association Premiere Cup and
the Mississippi Tennis Association
Tri-Level tournaments. The soccer
tournaments will fall near Memo-
rial Day 2019 and 2020, which is
Logan described as a “high need”
time for Starkville’s hotels. The
tennis tournament will fall during
an away game football weekend for
Mississippi State.
“Parks and rec is an economic
impact driver,” Logan said. “We
host tournaments. We host events.
We contribute to the economic de-
velopment of the community. We

deal with quality of life issues. We
have sidewalks and areas for peo-
ple to walk. We have a free walking
track at the Travis Outlaw gym.
“It’s not just about cutting grass
and going to the parks late at night,”
he later added. “It’s about contribut-
ing to the … soul, if you will, of the
community.”
Starkville Parks and Recreation
operates about 200 acres spread
across seven parks. Logan said the
department has recently pushed for
facilities upgrades, such as the in-
stallation of a new playground and
disc golf course at J.L. King Park
and new soccer goals for the Sports-
plex.
With Starkville’s board of alder-
men recently a more than $400,000
budget increase for the parks de-
partment for 2019, Logan said more
projects are on the way for his de-
partment. He said, in response to
a Rotarian’s question, the depart-
ment is starting to look toward fu-
ture needs laid out by its compre-
hensive plan.
“What the comprehensive plan
said we needed is certainly some
additional field space,” Logan said.
“That’s proven. We are certainly
short on field space, particularly di-
amond field space — baseball and
softball fields. It also noted we have
a lack of multi-use trail. Those are
things we need and it’s certainly
our goal to get there.”
In response to another question,
Logan also mentioned the city has,
for now, stopped pursuing an ac-
quisition of 50 acres south of the
Sportsplex in favor of looking at a
new tournament facility at Corner-
stone Park on Highway 25. Howev-
er, Logan said the city is aware of a
need for efficiency improvements at
the Sportsplex.
“As part of this new process,
with any new facilities that come
on we’re also going to look at ren-
ovating the Sportsplex,” he said.
“A second entrance has certainly
been talked about. It’s challenging
because of the creek and overall
layout of the land, but with any po-
tential discussion of new facilities
and a new park, the second part of
that is renovating the Sportsplex to
make it as efficient as it can be —
parking, access roads, things like
that.”

Lowndes County since
2005.
These task forces are
the next step in a plan
that began in March
when LCF hosted a
community conversa-
tion at Trotter Conven-
tion Center. About 200
community stakeholders
attended that event, and
their input helped shape
the task force focuses and
hopefully will help LCF
find the most impactful
ways to invest its funds.
“We’re business own-
ers, people who work and
teach in the community,
people who live here.
Our kids play ball in the
parks,” Bogue said of
the task force members.
“Organizations are work-
ing on these problems
and get hung up. What
we’re saying is, you tell us
where you’re running into
dead ends and let us see
where we can help you.”
Interlocking issues
For Bogue, it’s critical
for the effort to recognize
its mission as one that
takes on the challenges
ahead by creating a series
of small wins, rather than
trying to attack a broad
issue all at once and get-
ting overwhelmed.
“(For example) I think
‘How do we solve the pov-
erty problem?’ is almost
the wrong question,” he
said. “It’s too big of a
question. Instead, how
do we take action in ways
that reduce the impact
of that issue? There are
great organizations in the
community trying to ad-
dress poverty in Colum-
bus. How does this task
force plug in with those
and bring those together
instead of duplicating
those efforts. … That
takes coordination.
“You can’t look at the
problems of crime or
educational proficiency
in Lowndes County as
‘I’m going to address this
(broad) problem,’” he
added. “Let’s drill that
down a little bit.”
None of the issues
exist in a vacuum, either,
Bogue said.
Education, for in-
stance, was by far the
area of highest concern
in the March community
conversation. But he said
poverty and community
engagement often influ-
ence a student’s perfor-
mance at school, outside
of what the teachers,
administrators or school
board members can
control.
“We can look at things
like making sure all the
students have computers
so they can learn in a
technology age,” he said.
“However, when those
students go home, if they
don’t have internet be-
cause they are in poverty,
that’s a problem because
then that student can’t
access the tools using
that computer they were
sent home with.”
One idea to combat
that problem, which
Bogue said fellow educa-
tion task force member
Jason Spears — who
is also the Columbus
Municipal School District
board president — sug-
gested was possibly mak-
ing CMSD’s bandwidth
available in underserved
neighborhoods during
evening hours.
How exactly to do
that, Bogue doesn’t know
yet. It could be a matter
of equipping buses with
hardware to broadcast
the bandwidth and
finding private property
owners in underserved
areas to agree to let the
school district park a bus
on their land a few hours
each day. In any case, the
task force plans to look at
how other cities deal with
that issue.
Crime, addiction and
education often overlap,
as well, said Columbus
Police Chief Fred Shel-
ton, who is serving on
the crime/addiction task
force.
Drug addiction most
often leads to crime, Shel-
ton said. So, he would like
to see stronger emphasis
on drug courts for first-
time offenders. He also
wants to strengthen local
churches who operate
faith-based addiction
treatment programs.
“We’re good at arrest-
ing people for drugs,
but what happens next?”
Shelton said. “We need
to do things that help
get people off drugs and
return them to being
productive citizens.”
An emphasis on K-12
education helps prevent
crime and drug addiction,
too, Shelton said, noting
much of the
state’s pris-
on popula-
tion lacks a
high school
diploma
or general
equivalency
degree. Shelton

these five key areas into
a comprehensive plan, I

Community narrative
When identifying
community challenges,
Bogue said, the conversa-
tion often turns negative.
Narrative surrounding
crime and public edu-
cation in Columbus, he
said, has been negative
for years.
But he hopes LCF’s ef-
fort also highlights what
he believes is a wealth of
potential and assets in
the community.
Some, he said, are
more readily obvious —
Golden Triangle Regional
Airport, Columbus Air
Force Base, the Tenn-
Tom Waterway and close
access to two universities
and a community college.
Even the academically
struggling CMSD, with
its recent hiring of Super-
intendent Cherie Labat,
has more positive buzz
surrounding it than any
time in the last six years,
Bogue said.
“There’s been so much
bad news about education
in this community, right
or wrong, that there’s
been such a negative feel
around it,” he said. “What
we really need is some
good news, some wins.
Let’s get some positive
momentum and I think
the community will get
behind it.”
Some of the negative
community narrative
is earned, Bogue said.
Much of it, though, is
comes form “anecdotes
that aren’t entirely repre-
sentative of reality.”
“We always gravitate
toward the bad,” he said.
“Things aren’t that bad.
We live in a great commu-
nity.”

Columbus is a lot better
off than many other
communities,” he said.
“Economically, we’re
growing.”
Community
responsibility
LCF’s effort is not ex-
actly the first of its kind,
Bogue admits.
Other groups over the
years have tried to attack
these problems, individ-
ually or collectively, with
varying success. When
the efforts fail, Bogue
said, it’s often due to an
overwhelmingly broad fo-
cus and a lack of support.
He knows some view
LCF’s task forces with
similar skepticism.
“I understand that
attitude. What often
happens is you try to
get into something with
noble intentions, and
then you realize ‘I can’t
get anything done’ and it
shrivels and dies,” Bogue
said. “So you have people
who are jaded from pre-
vious experience so their
expectations are relative-
ly low.
“There are genera-
tions of brilliant people
who have tackled these
problems, and yet they
still persist,” he added.
“It doesn’t mean they
didn’t do their job or do
a fantastic job. What it
means is these are very
complex issues. Solving
them is an overwhelming
task. But hopefully, we
can leave our community
in a little bit better place
for the next generation
than where it was when
we inherited it.”
Ultimately, though,
these are community
problems, he said, and
the citizens have to take
responsibility for address-
ing them, even in small
ways.
“Maybe, in 10 years,
we’ll look back and say
‘Man can you believe
where we were back
then?’” he said.

EMCC has started strong with a
team built similar to Stephens’ second
and third national championship teams
in 2013 and 2014.
Those teams had good run/pass
balance, quality size along the offensive
line, a front four on defense with size
and speed, and a secondary designed to
create turnovers.
The 2017 national championship
team was built differently. However,
that was a team on a mission after
near-misses at national titles in 2015
and 2016.
The Lions were vulnerable on de-
fense a year ago. That hasn’t been the
case through the first three weeks of
this season.
At quarterback, the Lions are
spoiled. Michigan State transfer Messi-
ah deWeaver is the prototypical pocket
passer. He was set to start after arriving
on the Scooba campus in January. Prior
to the start of the season, Vijay Miller
was granted permission by the San
Diego Padres baseball organization to
come back and play a second football
season in Scooba.
With deWeaver and Miller in uni-
form, Stephens can run his offense to
perfection. The run options are there.
The throw options are there. The re-
ceivers look like a standard EMCC crew
that is deep, fast, and talented.
The Lions are averaging 55 points
and 536 yards per game against above
average competition and after having
running clocks in two games.
The running game is in good hands
with Notre Dame transfer Deon McIn-
tosh leading the way. McIntosh has run
253 yards and seven touchdowns.
On defense, the Lions have forced 11
turnovers. A year ago, the team had 20
turnovers in 12 games.
While we won’t learn anything about
EMCC on Thursday night, the team
will then focus on a critical three-game
stretch at East Central C.C., at North-
west Mississippi C.C., and at home to
Holmes C.C.
East Central C.C. dropped a 28-24
decision to Northwest Mississippi C.C.,
while Holmes C.C. owns an impressive
victory against then-No. 8 Jones County
Junior College.
EMCC will need to continue to
stack style points in the event it loses
at Northwest. A year ago, EMCC beat
three-straight ranked opponents (one in
regular season and two in the state play-
offs) to overcome the loss to Northwest.
This season’s EMCC-Northwest
game is a week earlier, so the loser will
have time to regroup. The loser will
need a state championship rematch and
it will need to win that rematch to play
for a national title.
For now, EMCC can settle for three
game’s worth of very good numbers.

RPO debate
Northwestern coach Pat
Fitzgerald made headlines last
week by likening run-pass op-
tions (RPO) to communism
in the sense that they embody
public enemy No. 1. Few have
pushed the envelope of the
RPO or built more of a personal
brand off them than Moorhead.
The criticism of the RPO
— and Fitzgerald is far from
alone in this — relates to the
illegal man downfield penalty.
Since RPOs are blocked as runs
even when the ball is ultimate-
ly thrown, it stands to reason
that offensive linemen can vi-
olate the 3-yard cushion they
are granted before the ball is
thrown, yet coaches have ar-
gued the rule is too difficult to
enforce and isn’t enforced well.
Fitzgerald said his only way
to change it is to take it to the
rules committee. Until then,
Moorhead isn’t sweating.
“We’re an RPO-based of-
fense, so I believe the rule is
pretty clear based on the legali-
ty of it and the refs enforce it as
they see it,” Moorhead said. “A
lot of people are doing it. That’s
just where college football is.”
