SUBJECT : Revised Qualification Standards for Legal Assistant |
and Legal Assistant I Positions and Qualification
Standards for Legal Assistant Ill (SG 14) Position
Pursuant to CSC Resolution No. 1600501 dated 16 May 2016, the
Commission amends the existing qualification standards for Legal Assistant | and II
positions and adopts the qualification standards for the newly created Legal
Assistant Ill position, as follows:

Education : BS Legal Management, AB Paralegal Studies, Law,
Political Science or other allied courses
Experience None required

Legal Assistant Il (SG 12)

RESOLUTION
WHEREAS, Section 3, Article IX-B of the 1987 Constitution provides that ‘the Civil
Service Commission as the central personnel agency of the Government shall establish a
career service and adopt measures to promote morale efficiency, integrity xxx. It shall
strengthen the merit and rewards system, integrate all human resources development
programs for all levels and ranks, xxx’
WHEREAS, Section 12(1), Chapter 3, Title | (A), Book V of Executive Order No. 292
(Administrative Code of 1987), provides that the Commission shall administer and enforce
the constitutional and statutory provisions in the merit system for all levels and ranks in the
Civil Service;
WHEREAS, Republic Act No. 6758 or the ‘Compensation and Position Classification
Act of 1989" directed the Department of Budget and Management (DBM) to establish and
administer a unified Compensation and Position Classification System among others;
WHEREAS, the same law provides that the Compensation and Position
Classification System shall be applied to all positions, appointive or elective, on full or part-
time bases, now existing or hereafter created in the government, including government-
‘owned or controlled corporations and government financial institutions;
WHEREAS, Undersecretary Richard E. Moya of the DBM, in his letter dated
February 3, 2016, informed the Commission of the creation of the new class title of Legal
Assistant (LA) Ill, SG-14 under the Legal Counseling Group, Legal and Judicial Service, as
part of their continuing effort in strengthening the corps of professionals in the government;
WHEREAS, the comparative matrix of the duties and responsibilities for the Legal
Assistant series of positions according to DBM is, as follows:

WHEREAS, in the 1997 Revised Qualification Standards Manual, the approved QS
for the Legal Assistant | and Legal Assistant Il positions are as follows

WHEREAS, Section 4, Rule IV of the Omnibus Rules Implementing Book V of
Executive Order No. 292 and other pertinent Civil Service Laws provides that the
Commission shall adopt qualification standards for service-wide positions in the first and
‘second levels and shall review and update, whenever necessary, those already established;
WHEREAS, the Commission deems it necessary to review and update the existing
qualification requirements of the Legal Assistant | and Legal Assistant II positions in the light
of the duties and responsibilities of the Legal Assistants series of positions as determined by
DBM, such that the education requirements are made specific and appropriate to the field
and that the training requirements observe proper gradation;
WHEREAS, an evaluation of the duties and responsibilities of the Legal Assistant |, |
and III positions shows that subject positions require basic knowledge of the Philippine laws,
rules, and jurisprudence, as well as legal management. The positions also require general
know-how in legal research and legal procedures; familiarity with prescribed legal forms andRevised QS for Legal Assistant Positions; page 3
legal terms; and good file management and retrieval system. In the aspect of work difficulty,
the following are its marked progression:
Legal Assistant | Performs routinary filing and retrieval of legal documents, assistance in drafting legal
correspondences and conducts simple legal research
Legal Assistant I Performs legal research of complicated nature and prepares legal drafts and
correspondences
Legal Assistant Ill Prepares case summaries and materials, drafts court notes and establishes client
rapport and relationship necessary in resolving assigned case
WHEREFORE, the Commission RESOLVES to AMEND the existing qualification
standards for Legal Assistant | and Legal Assistant II and ADOPT the qualification standards
for Legal Assistant III position, as follows’

bases of the Civil Service Commission in attesting appointments to subject positions in the
government.
This Resolution shall take effect after fifteen (15) calendar days from its publication in
the Official Gazette or in a newspaper of general circulation.
