SUBJECT PROCESSING OF CITY PAYROLL

Dear city employees,

It is with a troubled heart that I must now report to you that due to the ongoing struggle for
power being waged by the Fairfield City Council, I can no longer assure the processing of the
payroll for city employees. As you all should be aware, the City Council recently took actions
resulting in a discontinuance of service from the Citys’ payroll service provider Paychex. More
specifically the City Council intentionally chose not to fund the August 30, 2018 City payroll.
Paychex, anticipating funding has usual, essentially fronted payroll for the city thereby allowing
all but one city employee to be paid. Despite paychecks good faith actions this city Council
subsequently continue in their refusal to fund the August 30 payroll. Apparently the city Council
simply did not intend for city employees to be paid. If not for paychecks good faith actions City
employees would have gone unpaid for the Labor Day weekend (still to this day funding for the
August 30th payroll period as not been approved by the City Council). The Councils actions
have resulted in paychecks discontinuing their payroll services and has discouraged other
payroll service providers from servicing the City of Fairfield. These action by the City Council
were part of the Councils malicious and misguided efforts to gain more political control over
daily operations to the detriment of the City employees and Fairfield Citizens. President Penny,
Councilman Taylor, and Councilman Carnes, account signatories, have abused their authority
over City accounts to blatantly discriminate against certain City employees within the mayors
the administration department and even further going to use intimidation to unlawfully direct the
City Clerk from completing City payroll. The previously unpaid City employees that were
responsible for processing City payroll are no longer willing to work leaving until they are paid
leaving no one to process payroll at City Hall. It should be noted that the Council did elect to
fund the last payroll for September 15, 2018 which was when the elected officials received their
paychecks and at that time employees received handwritten checks without deductions being
accounted for by a paycheck stub. As mayor, I am even now trying to take action to process
payroll to provide for the pay for City employees, but the restraints placed upon the
administration by the actions of the council has made this task all but untenable. Thus, it
behooves me to inform the City employees of this unfortunate situation and advise you all to
take the necessary legal actions to protect your financial interests. It's important that you know,
despite any statements from the council to the contrary that I have done all that I can do to
encourage the Council to halt their malicious plans and allow this City to function but it has
been to no avail. Please know also that it is not a question of whether or not the City can fund
payroll, because IT CAN! The city Council has simply chosen to sacrifice the City employees as
pawns in a game of chess. I know however, that you are not part of a game and I can only pray
that my efforts will succeed. Absent search success I can only hope and pray that your families
can patiently endure until relief from this siege can be achieved. Please pray for the City and for
one another.
