Sub:- Study visit by Parliamentary Committee on subordinate legislation reg:-

This is with reference to your office letter under F.No. V (30) Misc/37/T/08
dated 20 Nov 2008 intimating the study tour of Parliamentary Standing Committee
on Subordinate Legislation.

This Association representatives namely S/s Ravindra Nag, Convener


Mumbai Zone –I, Ajay Kumar, Convener, Mumbai Zone –II, Ramakanth B Ghag,
Secretary, Mumbai-IV will join me to represent before the Hon’ble Committee on
28th Nov at 10 AM at the venue decided by the committee in Mumbai.

We will be taking up the matters, which are related to subordinate legislation,


made for and concerning the administration as well as the service matters of the
employees with the Committee.

Para wise comments on the list of points :-

1. No, The Members of our Association are not satisfied with the provisions
either omitted or the provisions included in the Recruitment Rules framed for
uniformed Group B Executives in CBEC.
2. Yes, all representations are being ignored by the Dept. and no response was
received for a long time now. No responsibility cast in the Rules on anybody.
3. Yes, the wording in the CSMA Rules, LTC Rules, DPC Rules, Recruitment
Rules, Traveling Rules, JCM scheme, Recognition of Service Association Rules,
Allotment of residential and Licence fee accommodation, Seniority and promotion,
Leave Rules, Classification and Control of Service Rules (conduct, discipline ect)
Central Govt Employees Provident Fund Rules, Central Administrative Tribunal
rules for filing OA and MP for in person pleading.
4. Yes, the DPC on adhoc promotions. Denial of TA for travelling within
Mumbai, not conducting JCMs, rejecting LTC claims, delaying in sanction of
Medical bills, charging damage rent for not vacating the residential accommodation
on temporary transfer, relaxing certain provisions for a limited period for allotment.
5. There is no grievance redressel mechanism functioning.
6. For any change in the pattern of work (like manual to computersation),
change of location of office, introduction of new procedures in the working,
transfers and postings, Providing new equipment for working, providing training on
newly introduced working conditions etc require due consultation and negotiation
with the staff associations. However, the same is not being followed in the dept.
