Honda Beat Organization “Kabeatenyos” is a motorcycle club and a non-profit organization.

President, Vice President, Secretary, and Treasurer are all elected officers, along with two
additional elected members, who are not club officers for the Executive Board. All others
appointed by the President with a confidence vote from patch-holders in good standing is
required.

Club Constitution
ARTICLE I
Name
The Club shall be named HBO KABEATENYOS RIDERS Club, Inc. herein after referred to as ”The
Club”.

ARTICLE II
Address
The registered office of the Club shall be in block 4 lot 60 Camella Pristina Subdivision, Buhay
na tubig, city of imus. The club may also have offices at such other places as the Officers may
from time to time appoint of the club may require.

ARTICLE III
Mission
To produce a law abiding motorcycle riders and to become HPI(Honda Phils.,Inc.) Core Riders
Club that will unite Honda Motorcycle owners in the Philippines through H-Humanitarian, F-
Friendship, R-Responsible motorcycle ownership and C-Camaraderie.

ARTICLE IV
Vision
The club that the public desires to exist in order to help fellow riders enjoy their Honda
motorcycle by providing them ideas in handling, maintaining and modifying their motorcycles in
a way that would not conflict the safety standards and public order set forth in the community.

ARTICLE V
Objectives

Objectives of the Club are as follows;


• To encourage all aspects of motorcycling.
• To foster a friendly and sociable environment throughout the membership and encourage
new members.
• To produce a website and regular updates and information for all members.
• To provide an annual calendar of trips/events this varies and is interesting in order to fulfill
the requirements of the membership and their guests.

ARTICLE VI
Club Rules
The Rules and any part thereof may be amended or deleted from time to time in consultation
with and the agreement of members during club meetings. Members should approach the club
officers, if he/she wishes to raise a matter concerning the club Constitution and Rules. The club
officers will raise the issue as an agenda item at the next available club meeting for discussion
with those members present. Any proposed changes to the constitution must be agreed at this
meeting by a majority decision. The Club officers will have the final casting vote.

ARTICLE VII
Ride Rules
1. No unofficial rides – members can have their own ride, HFRC do not hold any responsibility
or jurisdiction over it.
2. Official ride will be at least twice a year. It will be planned at least several months ahead.
• The proposed ride(s) and its details (date, meeting place, time) should be published on the
site for the awareness of the members and should also be open for voting or suggestions from
other members/participants. Other member's/participant's suggestion if for the benefit of the
ride/event should be taken into consideration.
• There should be at least 3 meeting place and time options per ride for the members to
choose from
• Final official Ride plan should be signed by the officers present during the meeting.
• Official Ride plan should be signed by the officers present during the meeting.
• All official rides of the Honda Beat Organization “Kabeatenyos” Riders Club will be the
responsibility of the Spearhead. He will designate the route, the stops, length of stops, and
make sure that all participating riders have been briefed. The Spearhead, Sweeper(s) and
appointed Road Marshal(s) are in charge. Disclaimer statements will be explained and each
rider will be required to sign one, before they will be permitted to participate in any sanctioned
event, function, or gathering.
3. No Safety Gears, No Ride. (Gloves, Knee guard, padded jackets, shoes and helmet). Assigned
Officers or Members should check the gears of each rider prior to ride departure. This will apply
for all participants and first time participants will be exempted.
4. Riders should wear the official HBO Kabeatenyos Vest. This will also apply for all participants.
First time participants will be exempted specially those who are not yet able to acquire the said
uniform because of availability.
5. Headlight should be always turned on during the ride.
6. There should be a banner for the ride and a marker on each motorcycle during the ride. It will
be provided by officers or members appointed to do such task.
7. A minimum of 2 marshals per ride.
• Marshal's will be assigned by the coordinator or experienced rider member or the highest
ranking officer(s) that is/are present.
• All marshals shall wear 1 colored reflectorized vest. No other members are allowed to wear
the same color of the marshals’ vest.
8. All members are encouraged to wear their reflectorized vest (if any) during the ride.
9. Members are required to attend the pre-ride rules briefing one week before the ride. Each
member is required to obey the rules at all times during the ride.
10. No one is allowed to catch up with the group once the group has already left the designated
meeting place. However, there will be a 15 minute grace period in consideration for the other
members.
11. Pray before the riders take off. Quick safety reminder/talk done by Spearhead and/or
sweepers prior take off.
12. Should the ride pass thru multiple regions, there should be only one meeting place per
region.
13. During the ride, riders are required to follow all traffic rules. The club is not above the law.
Follow the marshals.
• Riders must be familiar with the rules of the road and all hand and arm signals. Any
participating riders must arrive early, with a full tank of gas and ready to ride in the day’s event.
The Spearhead will lead the group with the members running in a staggered formation, closing
to two abreast at a stop. An interval of 1-2 motorcycles should be maintained between you and
the rider on your right or left. You may need to increase your interval based on riding
conditions. On two-lane road, do not leave enough space for a vehicle to separate us. Tail riders
must keep the group tight.
• Oral communication will be kept to a minimum. Arm and hand signals will be used. It is the
responsibility of the Spearhead to make sure all riders know and understand the arm and hand
signals. The HFRC will start as a group and ride as a group. The Spearhead is the only authorized
person to release a participant from a ride. If you have to break from the formation, due to
mechanical problems, inform the Spearhead, Sergeant(s)-at-Arms or Road Marshall(s).
• At the Stop, this is where we socialize, announce changes, refresh ourselves and fill our tanks.
The Sergeant(s)-at-Arms and Road Marshall(s) will notify the Spearhead of any problems, safety
violations or mechanical breakdowns. If asked to change your position in the group, do so
without any complaints.
• We are not in a hurry. In the city limits we will ride at or below the speed limit. On the
highway, we will ride the speed limit. If splinter groups occur, a Road Marshall or Sergeant-at-
Arms will ride with the separated group. The Spearhead will decrease speed, slow down, or pull
over and wait, until the splinter group(s) have caught up.
• Our main concern while participating in any function is safety. If a safety violation is observed,
do not approach the individual; advise someone who is in charge. During a ride, safety
violations and infractions, or conduct unbecoming a member, are subject to disciplinary
actions, as decided by the Spearhead and/or Executive Committee.
14. Riders should be sensitive to any changes during the ride.
• The rider should be able to see the rider following him at his side mirror(s).
• Should any problem arise, rider should sound his horn 3 times to relay it on the rider in front
of him.
• Riders should stop and respond to the problem. No rider should be left behind.
15. Riders should text the HBO Kabeatenyos Secretary to account all riders got home safely.
ARTICLE VIII
Responsibilities of Members
Members have a responsibility to conduct them so as to uphold the good reputation of the Club
and promote the goodwill of the Club and motorcycling in general, at all times.
Members attending Club events must ensure their vehicle is duly registered and insured and it
must be in a roadworthy condition having a related certification where required.
Members must have a valid motorcycle license to ride in the Philippines and must ensure that
their guests are aware of these obligations when attending Club events.
A member may be deemed to have left the Club for a reason that he/she:
• Informed the Board of Incorporators or Club Officers or other member they have left the club,
or
• Having brought the Club into disrepute; or
• Having endangered the life or property of another member, guest or other road user whilst
on a Club event.
In cases of 2 and 3, members will expelled from the club following a discussion with all
members at the next available club meeting and where it is agreed by the majority vote.
In any case that those members who have already left the club decided to return, they will be
considered as applicants and all requirements stated in the membership guideline must be
comply.
Any member can be expelled for unsafe riding practices and/or inappropriate conduct
unbecoming a member, as determined by the assigned Marshals under the guidance of the club
officers.

Contribution of Members
- NO Membership Fee will be collected to the New member/s of the Club
- Contribution is only depends on what the members will afford to give during EB’s but it is not
mandatory
- Members will give him/her contribution only to the Club Treasurer.
- Changes to club fees will be agreed by all club Officers and official members during the club
meetings.
- No monthly dues will be collected to any members of the Club
- Any member who gives notice to leave the Club after paying the contribution will not be able
to refund any portion of his/her said contribution.

ARTICLE IX

Guests (only Honda Owners are allowed)


Through its membership, the Club encourages guests and visitors to attend events/trips. This
will give prospective members a chance to enjoy the convivial and social scene before giving
consideration to join. Guests will be permitted to attend up to two Club events. Thereafter
should they wish to attend any Club functions or event they must join the Club. Members
should inform their guests of this rule.
ARTICLE X
Honorary Membership
Any member may propose that a club member is appointed honorary membership in
recognition of meritorious service to the Club or to motorcycling.
This will be then be discussed and voted upon during official club meeting.

ARTICLE XI
The Club will consist of the following officers:
President, Vice-President, Secretary, Treasurer, Auditor and executive board, Sergeant at arms
and Marshal/s
The officers must be current official club members.
The officers as agreed at a club meeting, may co-opt another member to hold an additional
post, temporary or permanent.

Appointment and function of Club Officers


The Club Officers will be expected to serve for a minimum period of one(1) year only.
PRESIDENT
The executive duties of the president are as follows:
1. To preside over meetings of both the Executive Board and the club as a whole.
2. To judge items not covered in the constitution or in the rules regulations.
3. Directorship gives the president authority to judge items not in the constitution.
4. To act as the personal representative of the club in the area of public relations; to represent
the club in any club business contacts and to supervise major economic transactions.
6. To assist HBO Kabeatenyos officers in the interpretation of their club responsibilities, and to
promote club life among members in general.

VICE-PRESIDENT
The executive duties of the vice president are to assume the responsibilities of the presidency
when the president is unable to do so.

SECRETARY
The executive duties of the secretary are as follows:
1. To record and safeguard the minutes of the club meetings.
2. To maintain the Club Constitution, recording any additions, deletions, or modifications.
3. To handle any club correspondence.
4. To assist the President and Vice President of the Club
5. To stand as the coordinator of the club in any activities it may have
6. To ensure and keep the communication alive between the officers and members of the Club

TREASURER
The executive duties of the treasurer are as follows:
1. To monitor and record the club's income and expenditures.
2. To collect the dues and fines owing by members.
CLUB AUDITOR
1. To check the accounts and balances sheet and verify the financial state of the Club.
2. To prepare a written report for the annual General Meeting, this will be sent out with the
Agenda.
3.To act independently of the other and in the event of irregularities either.
4. Auditor has the right to request that an Extraordinary General Meeting be called.

EXECUTIVE BOARD
The executive board consists of those members who were elected as officers of the club along
with two additional elected members who are not club officers. The board holds scheduled
meetings every two weeks. Emergency meetings can be called if a situation arises that demands
immediate attention. The executive board is responsible for:
1. The monitoring of conflicts within the club.
2. The application of disciplinary procedures.
3. The evaluation of prospects and their progress.
4. The presentation of summarized assessments of the overall club situation to the
membership (court).

MARSHALL
The executive duties of the road captain/MARSHALL are as follows:
1. To plan the travel routes and organize the basic itinerary of the club prior to going on a 'run'
(tour).
2. To lead the club in formation while riding on tour.
3. To enforce club rules and procedures for group riding.
4. Designate a maintenance supervisor for all club vehicles. SERGEANT AT ARMS
The executive duties of the sergeant at arms are as follows:
1. To maintain order at club meetings in particular, and club activities in general.
2. To ensure that members adhere to club rulings, policies, and expected models of conduct
when dealing with other members or outsiders.
3. To defend club members, property, or territory from outside threats.

MEMBERS
Members will consist of all patch holders that are eligible to vote. ELECTIONS OF OFFICERS AND
EXECUTIVE BOARD NON OFFICER MEMBERS Officers of the club serve a twelve-month term of
office, annual elections are held at the last regular meeting of the year, in December.
1. In order to be eligible for office, a patch holder has to have been an active member in good
standing for a minimum of one year.
2. Patch holders who aspire towards a particular position will campaign informally for one
month prior to the elections.
3. Electioneering is conducted on an interpersonal face to face basis.
4. Hopeful candidate will approach a member, inform them what he is willing to stand for office
if nominated, ask for member's opinion of his qualifications, and solicit the member's support.
Article XII
Meetings
1. One organized meeting per month.
2. Majority rules.
3. If a vote is taken at a meeting and a member is not there, his vote is void.
4. Meetings will be closed except for prospective members and anyone there on business.
5. All meetings will be run on a parliamentary basis. Members will be evicted for unruly
conduct.
6. Quorum for a meeting is sixty percent of membership and eighty percent for membership
votes.
7. Everyone will attend the meeting on his bike if it is favorable weather, unless his bike is
broken down or not running at the time. If the club calls a ride/meeting, all members will
attend. If a member is working, sick, bike not running, he will be excused. However, if a KA-
BEAT-ENYOS repeatedly uses work as an excuse for not 'being there,' he will be 'talked to'.
8. Members must have colors with him when attending meetings.
9. Members must be of sound mine (straight) when attending meetings.
10. If a member attends a meeting and is fouled-up, he will be FINED.
11. There will be absolutely no booze or drugs consumed during meetings.
12. During a meeting there will be no talking among members until they get the floor through
the president. A sergeant-at-arms, if not present, will be appointed and anyone not abiding by
the above will be evicted.
13. Miss FIVE (5) meetings in a row and you're out of the club.
14. Members must attend meetings to leave club and turn in his colors and everything that has
the name KABEATENYOS on it (T-shirts, wrist bands, mugs, etc.).
15. If a member is thrown out of the club or quits without attending meetings, he loses his
MEMBER’S OFFICIAL NUMBER, VEST TO BE SURRENDERED (depends on the agreement with
HBO Kabeatenyos Officers), STICKERS, PATCHES and anything else that says KABEATENYOS on
it, and probably an ass kicking.

Article XIII
Membership qualifications/ Prospects
1. Prospects must be at least 18 years old.
2. Prospects must have a HONDA BEAT CARB TYPE,FI VERSION 1 OR VERSION 2.
3. Prospects cannot do or use any drugs or liquor either during rides or meeting unless bike is
not around
4. Prospects must show a sincere interest in club and bikes.
5. Prospects on the road with bike equipped for the road.
6. Sponsor is responsible for prospect.
7. Sponsor can pull a prospect's rockers at his discretion.
8. Prospects must attend all meetings and club functions, unless not available with a valid
reason
10. Prospects must do anything another member tells him to do, that a member has done or
would be willing to do himself.
11. Prospect will stand behind club and members.
12. No stealing from prospects.
13. Prospect must ride his bike to meeting at time of being voted into club.
14. Prospect must pay that day 50 for his stickers before receiving them. Prospect fee is not
mandatory, it would be willing for donations as club funds, for the vest is 600 and it will be
given for those who completed the requirements. This amount is not refundable.
15. Prospect members must be voted in. Two 'no' votes equal a rejection. One 'no' vote must
be explained.
16. Prospective member's prospecting period is at the discretion of sponsor and the club.
Directorship shall decide when vote is necessary.
17. Every patch holder must vote for prospect to make center patch. Vote must be unanimous.
18. No prospect will be voted for center-patch with outstanding loan.
19. Only the sponsor or an officer may hand out a patch to a prospect. This will be done at a
meeting with only patch holders present.

Article XIV
CLUBE GENERAL RULES AND REGULATIONS
The rules of the club will be strictly enforced. If anyone breaks them, executive board will deal
them with. If these rules and regulations are broken, it could mean either immediate dismissal
or suspension, whatever the executive board sees fit. Breaking any of the following Rules will
be reason for immediately kick-out from club:
1. Failure to pay his dues according to the section dealing with the paying of dues.
2. No hype. No use of heroin in any form. Anyone using a needle for any reason other than
having a doctor use it on you will be considered hype. (Automatic kick-out from the club)
3. If any brother gets hooked on any drug that is dangerous to the club he will be helped first.
Then he will be dealt by the executive board.
4. No narcotics burn. When making deals, persons get what they are promised or the deal is
called off (Automatic kick-out from the club).
5. If you're selling dope you, don't do it as a club member, you don't wear your numbers, you
don't wear your club T-shirts/vest (Automatic kick-out from the club).
6. There will be no stealing among members. Anyone caught will get an ass kicking and be
kicked out of the club (Automatic kick-out from the club).
7. If a patch holder or prospect throws his colors or quits, colors are pulled (Automatic kick-out
from club).
8. Members can belong to any other clubs as long as he can handle all of them.
9. If a group or individual attacks any member, the whole club shall stand behind him and fight
if necessary. If, however, the member is drunk and aggressive and purposely starts an
argument, the rest of the members will escort him away, or step between before trouble starts.
10. No member will disgrace the club by being yellow. (The above rules will be put forward to
applicants. If they cannot abide by these rules and are not in favor of them, they will be denied
membership to the club.)
11. No member will destroy club property purposely.
12. No member will take the attitude that he doesn't have to help other members and other
members don't have to help him
13. No member will go against anything the club has voted for and passed.
14. No member will get together on their own and plan something for themselves on club rides.
It will be brought up to the whole club and the whole club will participate in anything that is
decided upon.
15. The club will always stay together on rides, runs, parties, field meets etc. and will not
fraternize with club's rival clubs. The only way a member will be permitted to leave the main
group will be to notify the president or whoever is in charge. When the time comes that the
majority feels it is time to leave, we will all leave together. Anyone staying behind for a good
reason will do so in his own risk and can expect no help.
16. Members will have good attendance. Members must have a good reason for not attending
meetings or rides, such as working, sickness, no transportation, and bike not running.
