Message
In the rapid changing highly globalized world, there is no alternate of training to update us with the
latest technology, knowledge, management and economic issues. The main objective of the training
is to provide appropriate professional knowledge and skill, broader vision, appropriate management
skills and positive attitude for problem solving to develop rich Human Resource for the organization
to ensure higher quality service to the nation.
Government of Peoples’ Republic of Bangladesh has taken “The Vision 2021” to ensure quality and
reliable power at affordable price to the nation. Bangladesh Power Development Board is the main
generation and distribution organization mainly in urban areas of electricity in Bangladesh. It is very
important to have skilled manpower for BPDB to fulfill the targeted generation and distribution to
implement “The Vision 2021”. At present BPDB has near about 18000 employees including technical
and non-technical officers and staffs. It is never possible for such a big organization like BPDB to
move forward without updated technologies and knowledge and serve the nation with highly efficient
and ethical manner. So providing training for all employees has given the highest priority and it is one
of the Key Performance Indicator (KPI).
Ministry of Power Energy and mineral resource has been recommended providing at least 70hr
training per year for each employee. BPDB has one Training Directorate and two training Academies,
three training centers and one Regional Training Center (RTC) all over the country for residential and
non-residential training for Officers and Staffs.
BPDB training centers are maintaining highest quality training and high class residential facilities to
ensure the positive outcome from each training program. Our training centers are competing with the
other renowned training institutes of the country.
I express my thanks to the training team for their endless effort to achieve the targeted 70hrs training
per year for each employee of BPDB.

Message
The world is changing fast with up gradation and innovation of new technologies. The era of
globalization, development of Human Resource is the prime need of the time. It is the firm
intension of the training wing of BPDB to make the training program more effective, efficient
and appropriate to develop the Human Resources for implementation of „The Vision 2021“ to
ensure quality and reliable electricity at affordable price to the nation. Meanwhile, it has been
advised 70 hours training per year for each employee is required to enhance the skill of the
employees by the Power Division. The Ministry of Power, Energy & Mineral Resource has
also taken into consideration to organize training program for the FY 2015-16 at about 14000
employees of the organization for the said purpose. To achieve the desired objectives, the
significant efforts VIZ, infrastructural change of Training Centers by providing high quality
residential and class room facilities and other support services have also been introduced in
turns. BPDB meanwhile have upgrade the three training center into full placed directorate
with proper manpower. It is worthwhile to state that a new training Academy at Cox‘s Bazar
has also been established where training programs have already been started from August,
2014. The future plan of BPDB is to arrange training in an environment which can be best
suited to individual‘s professional need. It can firmly be highlighted that the training program
prepared for this year may adhere to achieve that goal.
I wish the Annual Training Program arranged for the FY 2015-16 a complete success.

Message
In Bangladesh presently 68% of the total population has access to electricity, which is very low to
other developing countries. Government has taken “The Vision 2021” to ensure quality and reliable
power at affordable price to the nation. Recognizing the fact BPDB has taken a massive capacity
expansion plan to add 10500MW generation capacity in next 5 years. To achieve the goal, it is very
important to have skilled manpower for BPDB to fulfill the targeted generation and distribution to
implement “The Vision 2021”. Now a day, training is considered as an integral function of management.
In today’s globalized world main theme is learning. Training is one of the processes of learning.
Continuous training can ensure one’s survival as a professional in this fast changing world. Only
qualified people can deliver quality service. Training improves the knowledge, skill & attitudes of an
employee needed by his/her job. The objective of the training is specific, well defined & measurable
for the competencies in the job of the trainees. In the perspective, BPDB has adopted diversified
training programs home and abroad including ICT (Information and Communication Technology)
and OJT (On the Job Training) to produce quality service providers. In arranging such programs,
BPDB has ensured that these trainings are commensurate to change demands of the day.
In the training programs planned out for FY 2015–2016, like last few years we have
incorporated etiquette & manner, integrity & Anti corruption and Corporate culture in all the training
courses of BPDB. As you know BPDB is under the reform process toward corporatization, hence
senior staff course is very essential to develop true team leader for the future.
The training program for FY 2015–2016 has been planned for training of about 14000
employees, on the basis of need assessment in line with BPDB training policy.
I believe, the continuous efforts exerted by relevant Directorates in this regard will make our
objective a grand success and enhance skill development of employees.

Message
Annual Training Program for the fiscal year 2015–2016 has been prepared in response
to the need of the employees of BPDB. The world is changing very fast with up-gradation and
innovation of new technologies. BPDB is playing a vital role to meet the growing demand of
power, which needs to the end user. It is the firm intension of the training wing of BPDB to
make the training program more effective. I hope that it will be beneficial to all the trainees in
their work place to perform their duties efficiently and successfully.
98 nos of course modules are designed and have been included in the training program
2015-2016. We have a target to provide at least 70 hrs. Training for each employee of BPDB
in this year. I hope, this training program will help the trainees to learn how to do quality
works efficiently.
Efforts have been given to design each training program which can be best suited to
individual’s training needs. I believe that our training programs will develop quality of our
employees. As a result, the country will get better service from BPDB.

Recreation
Study Tours are given to different important project sites & installation under BPDB. Recreational
and as well as sight-seeing tours are arranged at Cox’s Bazaar, Teknaf, Bandarban, Chimbuk,
Khagrachori and other places of tourist interest.
Evaluation System
Participants are evaluated on 100 marks. Questions prepared on the subject matter is the means
to verify the effectiveness of the training.

It introduced computer training program from the year 2000. Here is a well furnished computer
training room. This directorate is always entrusted by Board to organize need based training like
Programmable Digital Meter, Communicative English Course, e-GP and different computer courses
etc.
From the beginning, Directorate of training and career development impart training for the employees
not only in Bangladesh but also create opportunities to develop their skills from different countries
all over the world.

Engineering Academy Kaptai was established in 1964 by the then East Pakistan Water
& Power Development Authority. The main objective of the Academy is to conduct training
for creating skilled manpower in Water & Power Development Board. Training is conducted
in 2:1 ratio in respect of Power & Water Development Board since WAPDA is divided into
two organizations as BPDB &BWDB. But the Administration of the Academy is controlled
by BPDB.
It is located at Kaptai, a place of natural beauty of hills and lakes which is free from
pollution. It’s under the hill district Rangamati. The Academy is 64 km away from Chittagong
city.

Cox’s Bazar Training Academy has been established under Bangladesh Power
Development Board recently. It is situated at Jhilanja, about 4 kilometers from Cox’s Bazar
sea beach, the largest natural sea beach in the world. The main objective of the Training
Academy is to impart training with a view to improve the professional skill of the BPDB’s
Personnel. The training will be given to the participants to carry out their relevant functions
effectively and efficiently.
The activities of the Training Academy are going to start from August, 2014. The
trainees will get available opportunity to make them to cope with the demand of current
situations. The Training will be useful and enjoyable because of the location of the Academy
and the vast natural beauty of the surroundings.

Chittagong Training Centre was established in 1976. First official activities of this Training
Centre were started at Rahmatgonj Sub-station area in Chittagong. The main objective of
this Training Centre is to conduct different training courses for both technical officers /
staffs of Chittagong, Comilla & Sylhet region for continuous development of manpower of
Bangladesh Power Development Board. Training course for Non-technical officers & staff
also conducted. To meet goal of 2021 & 2030 it will be the training centre for super critical
and ultra super critical thermal Power Plant and a Power Plant Simulator will be installed in
this training centre.
So, in near future it will be the most modern training centre for Mega-Power station
in Bangladesh. To cope up with the demand of current age different new courses like total
quality Management, Training of Trainers. Fire Fighting Courses are conducted now a day.

Ghorashal Training Centre is the only training centre in BPDB, intended for training on
Power Station. It is a modern & full placed training centre. Apart from Mechanical, Electrical,
Civil & Instrument Labs there is a simulator capable of creating artificial faults usually
developed in Power Stations and how to combat with such faults practically. It’s located
within the compound of Ghorashal Power Station, which is the biggest one, having generation
capacity of 950 MW. It is 62 KM North East of Dhaka under Narsingdi District.
There are three nos. of full furnished air conditioned officer’s trainees’ hostel with cold
and hot water facilities. There is also a full furnished staff trainee’s hostel at Ghorashal
Training Centre. The important aspect of this training centre is the best available opportunity
to demonstrate practicality the operation & maintenance work of power station due to its
location within the power station compound. Another scope is the availability of experienced
Engineer trainer at the power station. Apart from Ghorashal Power Station the experienced
and skilled trainer officer & engineer expert in the particular subject matter from different
offices of Bangladesh Power Development Board are also invited to conduct training classes.
Ghorashal Training Centre starts it’s journey in 1977 with an objective of giving training to
officers & staffs of all power plants of BPDB to develop skill in operation & maintenance of
Power station.

RTC, Tongi has the best available opportunity to demonstrate the practical repairing &
testing works of Power & Distribution transformers, Calibration & testing of Energy Meter at
CERS, PDB. Moreover, trainees can easily visit nearby 80 MW Power Plant & 230/132/33 KV
high voltages Sub-station with an objective of practical observation of the technical activities
going on there. This facility is nowhere available nearby any Training Centre of PDB.
