Francisco Gold Condominium II, EDSA corner Mapagmahal Street, Diliman, Quezon City OFFICE OF THE SECRETARY MEMORANDUM CIRCULAR May 9,2011 No. 2011-68 To : ALL PROVINCIAL GOVERNORS, CITY MAYORS, MUNICIPAL MAYORS, PRESIDING OFFICERS OF THE SANGGUNIANG PANLALAWIGAN, SANGGUNIANG PANLUNGSOD AND SANGGUNIANG BAYAN, PUNONG BARANGAYS, REGIONAL GOVERNOR OF THE ARMM AND DILG REGIONAL DIRECTORS SUBJECT REITERATION RE: OPERATING CONDITIONS FOR TRICYCLES AND PEDICABS It has come to the attention of this Department that tricycles are still operating along national highways in spite of the issuance of DILG Memorandum Circular No. 2007-01, dated January 2, 2007, entitled “Basic Considerations in the Preparation of City or Municipal Tricycle and Pedicab Franchise and Regulatory Ordinance or Code”, declaring: For safety reasons, no tricycle or pedicab should operate on national highways utilized by 4-wheel vehicles greater than 4 tons and where normal speed exceeds 40 KPH. In this connection, all local authorities are reminded to strictly adhere to the guidelines and standards provided by the above-cited issuance, including banning of tricycles and pedicabs operations along national highways. However, tricycles may be allowed to operate along national highways, if there is no other alternative road network available e.g,, routes beyond the town proper, subject to the prescribed guidelines of the Department of Transportation and Communication. All DILG Regional Directors and the Regional Governor of the ARMM are hereby directed to cause the immediate and widest dissemination of this Memorandum Circular and ensure that this Circular is effectively communicated to concerned local authorities.
