Revamping of CCTNS - ICJS
The Cabinet Committee on Economic Affairs (CCEA) in its meeting held on
18th November 2015 has approved the proposal of the Ministry of Home
Affairs (MHA) for extension and revamping of the Crime and Criminals
Tracking Network and Systems (CCTNS) project. The CCEA approval
includes the following:
I. Total outlay of Rs. 2000 Crores to complete the project by March
2017.
II. Computerization of all prisons and provision of necessary
hardware, software etc.
III. Implementation of Integrated Criminal Justice System (ICJS) by
integrating Police (CCTNS) with Courts, Prisons, Forensics and
Prosecution, including hardware requirements for the purpose.
Role of NIC in ICJS
CCTNS Empowered Committee Assigned the following responsibility to NIC on 17-02-2016

 Provide Date Centre, cloud based servers and connectivity from State to
national data centre and disaster recovery centers
 Implement Dashboard based ICJS application

 Develop Forensic lab software and integrate with CCTNS

 Develop Prosecution module and integrate with CCTNS


 Integration of existing Prisons and Courts application with CCTNS software
 Roll out Prisons application in remaining States
 Integrate Finger Prints and facial recognition solution with ICJS
 Submit a connectivity plan
 Provide connectivity back bone for the project

1. An immediate attempt should be made to


prepare a dash board to integrate Police, Prison
and Court.
2. An web enabled Central System would be
developed in open source technology to
integrate data matrix among all the pillars of ICJS
(Court, Police, Prison, Prosecution, Forensic,
Finger Print, Juvenile Justice).
