DCABP GENERAL ELECTION ENDORSEMENTS
The DCABP, on the recommendation of its Political Committee, voted to endorse Anita Earls, Dawn
Baxton, Zack Hawkins and several democratic candidates for the 2018 General Elections. The endorsed
candidates represent a combination of progressive leadership, professionalism and a commitment to
civility and equity in government. All candidates met the following criteria for endorsement:

NC CONSTITUTION AMENDMENTS Vote AGAINST ALL

AMENDMENT I Right to Hunt, Fish, and Harvest Wildlife

Constitutional amendment protecting the right of the people to hunt, fish, and
harvest wildlife.

North Carolina residents can already hunt, fish and harvest wildlife. The
Legislature can repeal any law that requires hunting licenses and it can
restrict local government from enacting any such laws. A constitutional
amendment is unnecessary, irresponsible and should be rejected.
AMENDMENT II Rights of Victims of Crime
Constitutional amendment to strengthen protections for victims of crime; to
establish certain absolute basic rights for victims; and to ensure the enforcement
of these rights.
North Carolina has one of the most comprehensive set of victims’ rights laws
on the books. There is no further need for improvement here. There is a
need for criminal justice reform that includes equity in administration of
justice. Amending the constitution to write laws that already exist is
irresponsible and should be rejected.
AGAINST
AMENDMENT III Bipartisan State Board of Ethics and Elections Enforcement
Constitutional amendment to establish a bipartisan Board of Ethics and
Elections to administer ethics and election laws, to clarify the appointment
authority of the Legislative and the Judicial Branches, and to prohibit legislators
from serving on boards and commissions exercising executive or judicial
authority.
This amendment will create a new government bureaucracy and make more
bad regulations. This amendment will remove accountability from the
Executive Branch and should be rejected as irresponsible.
AMENDMENT IV Selection for Judicial Vacancies
Constitutional amendment to implement a nonpartisan merit-based system that
relies on professional qualifications instead of political influence when
nominating Justices and judges to be selected to fill vacancies that occur
between judicial elections.
Judges are elected. The legislature made Judges partisan. Filling vacancies
by the Governor is the law. This Amendment will give the Legislature
authority to select partisan candidates for judicial appointment. Tinkering
with the Constitution in this way is irresponsible and should be rejected.
AMENDMENT V Cap on Income Tax Rate
Constitutional amendment to reduce the income tax rate in North Carolina to a
maximum allowable rate of seven percent (7%).

A good idea with no good outcomes. It restricts state government from
acting in time of need, it obligates local governments to increase property
taxes on families, and it invites reliance on the federal government to fund
local projects. This is irresponsible and should be rejected.
AMENDMENT VI Voter ID
Constitutional amendment to require voters to provide photo identification
before voting in person.
There was only ONE Voter Impersonation case in North Carolina since
2016. Voter suppression has a long and storied past in North Carolina.
Amending our constitution to increase State Government bureaucracy to
prevent one voter impersonation is irresponsible and should be rejected.

The Durham Committee on the Affairs of Black People was established in 1935 as The Durham Committee on
Negro Affairs. Its purpose is to serve as a public forum for discussion of community affairs, and, especially, the
affairs of the Black community. The Durham Committee seeks to arrive at a consensus for the general
improvement of African Americans and their communities.
