The Embassy of Canada in Hungary, with concurrent accreditation to Bosnia and Herzegovina, is
pleased to issue this call for proposals for a contractor opportunity to provide services as a
Coordinator for the Canada Fund for Local Initiatives (CFLI) in Bosnia and Herzegovina.
The successful contractor will assist with the administration of the CFLI program for the 2018-2019
funding cycle (until May 2019), with a possibility of up to four (4) additional one-year extensions,
subject to satisfactory performance.
General mandate
The CFLI Coordinator is responsible for carrying out administrative tasks related to the successful
management of the CFLI in accordance with program guidelines. This includes assisting with
project identification, feasibility studies, project monitoring, and maintenance of files for CFLI
projects (including visits to appropriate groups and clients), preparing appropriate CFLI approval
documents and reports, and undertaking related financial and administrative tasks under the
direction of the Foreign Policy and Diplomacy Service (FPDS) Program Manager (Political
Counsellor). The Coordinator must plan, implement, and administer effective systems and
procedures in accordance with CFLI and Global Affairs Canada regulations, enabling the CFLI to
deliver its goals and objectives successfully.
Specific Mandate
More specifically, the CFLI Coordinator is responsible for:
Remaining familiar with CFLI program requirements and being well-informed on associated
policies, practices and administrative systems;
Adhering to the milestones and timelines for the administration of the CFLI program
throughout the fiscal year and project cycle;
Assisting the Embassy with drafting strategies for the CFLI for Bosnia and Herzegovina,
including suggested program milestones;
Identifying local projects and partner organizations and agencies that could potentially
benefit from the CFLI program;
Drafting calls for project proposals and circulating them to potential project implementing
organizations and agencies;
Advising interested parties on CFLI specificities, as required;
Screening and assessing project applications, according to pre-determined criteria, and
providing recommendations for the consideration of the embassy’s CFLI Committee;
Assisting with the risk assessment for projects that are under consideration for funding;
Preparing project approval documentation and contribution agreements for each project;
Assisting with the calculation and issuance of financial disbursements in accordance with
the project contribution agreements;
Monitoring project progression and liaising with the project’s point of contact during the
implementation and reporting phases, including processing and auditing the interim (if
applicable) reports;
Maintaining regular communication with the embassy on project progression and any
difficulties encountered or anticipated;
Processing and auditing end-of-project reports;
Drafting end-of-program or other program-related reports;
Finalizing end-of-cycle administrative procedures in coordination with the embassy;
Preparing correspondence relating to the CFLI program;
Maintaining related files and documents, assisting with archiving project and related
documents; and
Other tasks related to the CFLI, as required.
Professional Qualifications
Ability to communicate effectively, orally and in writing, in local language(s) as well as in
English.
Familiarity with civil society and non-governmental organizations in Bosnia and
Herzegovina.
Familiarity with the local political and economic context in Bosnia and Herzegovina.
Willingness to travel within Bosnia and Herzegovina to monitor projects and meet
stakeholder groups and partners.
Demonstrated ability to focus on quality and attention to detail.
Experience in managing programs or projects or in providing administrative assistance.
Ability to work independently.
Asset Qualifications
Completion of post-secondary education.
Experience with the implementation of the CFLI or other programs of the Government of
Canada.
Experience in managing development or aid programs or projects within an international
donor organization (e.g. UNDP, USAID, Swissaid, etc.).
Excellent project and budget management skills.
Ability to communicate effectively, orally and in writing, in French.
Ability to conduct research, assess organizations and projects.
Ability to establish and maintain effective and professional working relationships with clients.
Contract
The Government of Canada will sign a service contract with the successful applicant, who will be
engaged as an independent contractor for the sole purpose of providing a service. Neither the
contractor nor any of their personnel (if applicable) will be engaged by the contract as an employee,
servant or agent of Her Majesty. The contractor will be solely responsible for any and all mandatory
payments and/or deductions, including those required for Social Security, Pension Plans,
Employment Insurance, Workman’s Compensation or Income Tax. The Contractor will be paid on
an hourly basis, upon receipt of an invoice submitted at the end of every month, indicating the
number of hours worked and providing details on completed tasks. The maximum total value of the
contract will be between $10,000 and $15,000 CAD per year (pro-rated for the first year as project
cycles usually start and end on June 1st ). The workload associated with the management of the
program fluctuates throughout the year (typically heavier at the beginning of the cycle and in the
reporting period at the end). Past experience shows that approximately 1000 working hours need
to be vested in the management of a full project cycle.
Note
The Canada Fund Coordinator will not be provided office space nor IT or other equipment related
to the undertaking this work. The contract fee is intended to cover labour costs and all materials
used in the provision of services, including, but not limited to, internet, telephone and office
expenses. Travel costs related to project monitoring will be reimbursed in addition to the
contractual fee.

gestion efficace du FCIL, conformément aux lignes directrices du programme. Cela comprend

Se tenir au courant des exigences du programme FCIL et être bien informé des politiques,
pratiques et systèmes administratifs pertinents;
Respecter les jalons et les échéanciers de l'administration du programme FCIL tout au long
de l'année financière et du cycle de projet;
Aider l'ambassade à rédiger des stratégies pour le FCIL en Bosnie-Herzégovine, y compris
les étapes de programme suggérées;
Identifier les projets locaux et les organisations et agences partenaires susceptibles de
bénéficier du programme FCIL;
Rédiger des appels à propositions de projets et les distribuer aux organisations et agences
de mise en œuvre de projets potentiels;
Conseiller les parties intéressées sur les particularités du FCIL, au besoin.
Examiner et évaluer les demandes de projets, selon des critères préétablis, et formuler des
recommandations à l'intention du Comité FCIL de l'ambassade;
Contribuer à l'évaluation des risques pour les projets soumis pour financement;
Préparer la documentation d'approbation de projet et les accords de contribution pour
chaque projet;
Aider au calcul des dépenses à effectuer et faire les paiements nécessaires conformément
aux accords de contribution de chaque projet;
Surveiller la progression du projet et assurer la liaison avec le point de contact du projet
pendant les phases de mise en œuvre et de rapport, y compris le traitement et la
vérification des rapports provisoires (le cas échéant);
Maintenir une communication régulière avec l'ambassade sur la progression du projet et au
sujet de toute difficulté rencontrée ou anticipée;
Traitement et audit des rapports de fin de projet;
Rédiger des rapports de fin de programme ou d'autres rapports liés au programme;
Finaliser les procédures administratives de fin de cycle en coordination avec l'ambassade;
Préparer la correspondance relative au programme FCIL;
Maintenir les fichiers et documents connexes, aider à l'archivage du projet et des
documents connexes; et
Autres tâches liées au FCIL, au besoin.
Qualifications professionnelles
Capacité à communiquer de manière efficace, oralement et par écrit, dans la/les langue(s)
locale(s) et en anglais.
Connaissance de la société civile et des organisations non gouvernementales en Bosnie-
Herzégovine.
Connaissance du contexte politique et économique local en Bosnie-Herzégovine.
Volonté de voyager en Bosnie-Herzégovine pour suivre des projets et rencontrer des
groupes de parties prenantes et des partenaires.
Aptitude avérée à se concentrer sur la qualité et souci de détail.
Expérience dans la gestion de programmes ou de projets ou dans l'assistance
administrative.
Capacité de travailler de manière indépendante.
