Associate Justice, Supreme Court of the Philippines

Justice Lucas P. Bersamin assumed as Associate Justice


of the Supreme Court on April 3, 2009, following his
appointment by President Arroyo. He earlier served as
Associate Justice of the Court of Appeals from March 1-,
2003 until April 2, 2009, following his stint as a Presiding
Judge in the Regional Trial Court in Quezon City
continuously form November 5, 1986 until March 9, 2003.

Justice Bersamin is a Fellow of the Commonwealth


Judicial Education Institute, based in Dalhousie University,
Halifax, Nova Scotia, Canada. He was given recognition in
2000 for writing the Best Decision in Civil Law and the Best Decision in Criminal
Law by the Chief Justice Fred Ruiz Castro Memorabilia Commission and the
Foundation for Judicial Excellence, the first time ever that a trial Judge eon the
awards in the two categories in the same year. In 2002, the Foundation for
Judicial Excellence bestowed on him the Chief Justice Jose Abad Santos Award
for Judicial Excellence. He obtained his Bachelor of Laws from the University of
the East, Manila, in 1973, and was the ninth placer of the 1973 Bar
Examinations. He graduated with a Bachelor of Arts Degree, major in Political
Science, in 1968 from the University of the Philippines in Diliman, Quezon City.
He finished high school in 1965 at the St. Joseph Seminary (Bangued, Abra).

Justice Bersamin engaged for many years in legal education prior to his
appointment to the Supreme Court. He taught Remedial Law in the Ateneo de
Manila University, University of Sto. Tomas, University of Manila, and University
of the East. He was as Bar Examiner in Remedial Law in the 2008 Bar
Examinations. He chaired the Remedial Law Department of the Philippine
Judicial Academy, where he was also a Professorial Lecturer II. He lectured in
the UP Law Center-Institute of Judicial Administration and other MCLE providers.
He represented the Philippines in international conferences and seminars on law,
including the Training Program on the Improvement of Judicial Fairness and
Effective Judicial Administration held in South Korea jointly by the Philippine and
South Korean Supreme Courts on April 15-30, 2008; the Intensive Study
Programme for Judicial Educators conducted in Halifax, Ottawa, Toronto, all in
Canada by the Commonwealth Judicial Education Institute from June 12, 2004
until July 3, 2004; the Seminar Course on Court and Case Flow Management
held at the Research and Training Institute, Ministry of Justice, in Osaka and
Tokyo, Japan, on June 3-24, 2002; the Economic Crimes Seminar conducted by
the FBI at the Heritage Hotel, Pasay City, on August 20-24, 2001; the
International Law Association First Asian-Pacific Regional Conference held at the
Grand Hotel, Taipei, Taiwan, from May 27-30, 1995; and the WIPO Asian
Regional Colloquium on the Judiciary and the Intellectual Property System, at the
Hotel le Meridien, New Delhi India from September 9-11, 1992. He authored
Appeal and Review in the Philippines and other published works on law.
