Justice Hilarion L. Aquino was born in Camiling, Tarlac on
October 21, 1932 and raised his family in Tuguegarao City, Cagayan which is now his domicile. He finished law at the MLQU School of Law in 1955, became a fellow of the Commonwealth Judicial Education Institute, Dalhousie University, Nova Scotia, Canada in 2000 and earned his Diplomate in Juridical Science from the San Beda College Graduate School of Law in 2005. He served as an RTC Judge in Tuguegarao City from 1987 to 1995, in that year, he was promoted to the Court of Appeals where he retired in 2002. Presently, he is the Chairperson of the Legal Education Board, Chairperson of the Department of Ethics and Judicial Conduct and Professor II of the Philippine Judicial Academy. He co-authored the Benchbook for Judges, 2000, a member of the Sub-Committee of the Supreme Court Committee on Rules which formulated the Rule on Electronic Evidence, 2001, Chairperson of the Editorial Staff and co-writer of the Revised Internal Rules of the Court of Appeals 2002, authored Doctrines in Remedial Law Ponencias 2002, Project Director and co-writer of the Judiciary Media Relations Manual, PHILJA, 2006, co authored the Annotated New Code of Judicial Conduct for the Philippine Judiciary, SC 2007, Project Director and Editor of the Annotated Code of Conduct for Court Personnel, SC, 2008 and co-writer of the Benchbook for Philippine Trial Courts, 2011.
His experiences include the following: practicing lawyer for 26 years,
professor of law for 16 years, member of the Bench for 17 years, Dean of a College of Law for 2 years, bar examiner in Remedial Law for two times, 1998 and 2003 and COMELEC Consultant for 2 years. His awards include the following: Best decision in Remedial Law (nationwide), CJ Fred Ruiz Castro Memorabilia Commission, 1994, Outstanding Judge of the Philippines, Foundation for Judicial Excellence, 1995, Most Outstanding Cagayano, Sangguniang Panlalawigan of Cagayan, 1997 and Outstanding Alumni of MLQU School of Law, 2007.
