EXPLANATORY MEMO

1. Metro Bus Project, Multan, from Vehari Road to Chowk Kumharan, (Pakage5) with Chainage
from RD 12+600 to 18+523 (length 5.584 km), was originally administratively approved for Rs.
3594.132M vide Secretary HUD & PHED Department No. SO(UD)5-8/2014(Pkg-5) Dated
11/03/2015. The said project was revised administratively approved for Rs. 4267.038M vide
Secretary Transport Department Government of the Punjab Notification No. SO(NTS)2-104/2014
Dated 27-11-2015.

2. The 1st revision was necessary primarily due to the public requirement for construction of under-
pass for Metro track at Sabzi Mandi which being in the large interest of the public and road users.
According the work was executed as site.

3. During the course of execution of the work as per approved scope, some additional works and
other related items to the station were essentially required, being essential design and site
requirements, thereby, necessitating the second revision of the PC-1/rough cost estimate. The
major factors contributing towards the second revision of the scheme are broadly elaborated as
below:

a) Construction of Motor Bike bridge at Madni Chowk

The existing newly constructed metro track at grade at madni chowk, divides the thickly
populated dwellings of new Multan and Gulshan-Market into two parts. The Gulshan-Market is a
commercial hub of this local area, thereby, a sizeable traffic volume significantly in the shape of
motor bikes have to negotiate U-turns from Sabzi Mandi under-pass and Chowk Kumharan for
accessibility. In wake of several meetings with the residents of these adjoining areas and the
stressing demands of the public at large and the shopkeepers/traders of Gulshan-Market, it has
been decided to construct a motor bike bridge with a clear roadway of 4.00Meter. This
intervention will facilitate the crossing of the inhabitants of the local areas and the financial
implication is for Rs. 106.027 million for the execution of this bridge.

b) Provision of Aluminum Composite Panel (ACP) on Canopies of Landings/Stair and


Pedestrian Bridges

As per original revised scope of work, the canopies of landings/stairs and pedestrian bridges
were designed to be covered with fibre-glass. Later on, keeping in view the past experience of
other Metro Bus System where installed fiber-glass has faded out, and even deteriorated with
the passage of time, the application of some other materials was considered. Therefore keeping
in view the durability aspect and the aesthetic of the project, it was decided to install double tone
aluminum composite panel (ACP) with Ferrari red on the top and sparkling white on inner side.
This change in design having a considerable financial impact necessitated the revision of the
scheme.

c) Provision of Aluminum Louvers on Stations sheds

During the execution/construction of finishing works of stations sheds, and keeping in view the
prolonged summer season with mercury even rising up to 50o and even more, it was necessary
to provide some arrangement for cross-ventilation and circulation of the air of the station sheds.
Considering this hot climatic condition and to avoid suffocation in the station sheds, it was
decided to install louvers on the upper portion of the walls above the glass, so that the hot air
accumulated on the top is circulated and cross-ventilation effect is provided, thereby keeping the
inner atmosphere comfortable. For the durability and aesthetic purpose, aluminum louvers were
considered with powder coated paint (off white color). This change in design having a
considerable financial impact, again necessitated the revision of the scheme.

d) Provision of Aluzinc Sandwich Panel Roofing System of the Stations/sheds

As per original design and approved scope of work, the roofing of station shed were covered with
alu-zinc sheets of Ferrari red color. During the execution of the work, and keeping in view the
prolonged summer season with mercury shooting even rising up to 50o and even more, it was
necessary to provide that thermal insulation material of the roof to prevent direct penetration of
heat from the roof. After considering the different thermal insulation materials for roofing, it was
decided to adopt alu-zinc sandwich panel with top of 0.7mm Ferrari red alu-zinc, and bottom of
0.5mm white alu-zinc sheet, sandwich with polyurethane from being an effective material for
thermal insulations. This change in design having considerable financial impact, again
necessitated the revision of the scheme.

e) Change in design of Stations, Structural Steel, Reinforcement Steel of Concrete

Due to improvement and changes in architectural designs of the station sheds, and pedestrian
bridges, which were necessary due to site constraints varying for each stations, necessitated the
revision in the structural design of the station. Such changes in design, addition/alterations
architectural changes, which being an essential site requirements, resulted in changes/addition
of structural steel/mechanical components both for station shed, and pedestrian bridges.
Similarly the supporting concrete structures both sub-structure and super-structures due to
changed architectural design, necessitated the changes excess in structural design comprising
both of concrete, and structural steel. This architectural, and structural design changes, having
a considerable financial impact, necessitated the revision of the scheme.
