C. Background
Brief abstract and introduction of the proposal in connection with the current
social and economic situation related to the geographic region and beneficiaries
of the project. The background should also describe:
i. The problem or critical issue which the proposal seeks to resolve
II. How the proposal relates to other relevant national development strategies and policies.
Our proposal is in line with the “Philippine Developmental Plan of 2017- 2022”(PDP)
created by the National Economic and Development Authority in line with the aspirations of
Filipinos by 2040, in which Filipinos wish to enjoy a “matatag, maginhawa, at panatag na
buhay”
Such is the AmBisyon Natin 2040 – it is our collective ambition. At the same time, we want it
to be the Vision for the country, for which government will formulate policies and implement
programs and projects to enable all Filipinos to attain this AmBisyon. On October 11, 2016,
President Rodrigo R. Duterte signed Executive Order No. 5, s. 2016 approving and adopting the
25-year long-term vision entitled AmBisyon Natin 2040 as a guide for development planning.
Chapter 20 of the PDP deals with “Ensuring Ecological Integrity, Clean and Healthy
Environment” with the primary purpose of improving the welfare of resource dependent
communities as they take on the role of primary stewards of the environment and natural
resources (ENR)

With the primary goals in line with our proposal stated in the PDP:

 Enforce the compliance of LGUs to RA 9003 in relation to the establishment of material

recovery facilities and treatment facilities; closure and rehabilitation of remaining
dumpsites; and formulation of local solid waste management (SWM) plans
 Promote the practice of 3Rs (reduce, reuse, and recycle) and proper waste management
 Promote strategic clustering of sanitary landfills and SWM technologies to address their
large capital requirement, and allow low-income LGUs to pool their resources to finance
such facilities
 Provide alternative livelihood activities for waste pickers in the remaining dumpsites
identified for closure
 Improve the management and disposal of electronic, hospital and toxic wastes
iii. Whether there are other programmes and activities which will complement the
proposal
iv. How the need for the project was determined

F. Objectives
 Discuss specific national social and economic objectives to which the proposal, if
successful, is expected to contribute, and how this is expected to contribute to
improved well-being of the identified stakeholders and the community at large.
- With our proposal, we aim to provide the best possible potential solutions to the daunting
effects of ineffective solid waste management in our city as of today, our proposal aims to
achieve pertinent change for the better, not only with regards to solid waste but also to concerns
with to waste avoidance, waste minimization, waste re-use and recycling, waste to energy and
the sort, which will ultimately be for the benefit of each and every one of us as we move forward
as a nation, and in pursuance to be a nation of leaders and stalwart purveyors of green, balance
and healthful ecologies.
