Last week, before a gathering of
members of the Philippine Military
Academy Alumni Association,
President Rodrido R. Duterte said: “I do
not mean to offend the lady, she’s very
good, she’s gentle pero mahina talaga
si Leni. Hindi mahina ang utak, pumasa
sa bar, eh. Mahina sa diskarte.”
Quick to the draw, Vice President
Leni Robredo answered: “Wala
namang may gustong magkasakit ang
Pangulo. Pero hindi dahilan ang sakit
para maliitin na naman ako.”
The President’s statement is
preceded by a qualifier, “I will not
resign to give to..” in obvious reference
to Robredowho by law is his successor
under Article VII, Section 8 of the 1987
Constitution.
Clearly, the President was reacting
to the backlash on his disappearing
act which caught two of his closest
apologists unaware they had to resort
to their usual bags of explanations. He
eventually explained he underwent a
routine medical check-up.
It was strength on the part of the
President to have divulged so himself,
although he should have informed his
men earlier so that the eventual trouble
could have been avoided. It is the
public’s right to know the state of the
President’s health.
It was weakness on his part, as
both a leader and a gentleman to have
vilified a woman before a mostly male
audience.
Because the President doesn’t
want Robredo to be his successor,
this doesn’t give him the right to, nor
maligning a woman’s strength, the right
answer to the question of succession.
Perceived weakness is deceiving.
Too often, the loudest bark are to quote
the bard, “all sound and fury, signifying
nothing.”

DOLLAR LOANS: Local borrow-
ers took out fewer dollar-denominated
loans from Philippine banks in the 2ndQ
2018, wary of the prospect of balloon-
ing liabilities which the weakening peso

might be affected by the bill. It is
called the structural adjustment fund.
The 2nd tax package now dubbed
“Trabaho” law will lower the corporate
income tax in the country, which today
is still highest in Southeast Asia even
as it rationalizes tax incentives offered
to investors. The compensation was
inserted in the bill despite claims from
lawmakers and some government of-
ficials that Train 2 would create jobs
and not lose them. According to the
house bill, a total of P5B over the next
five years would be allocated for dis-
placed workers and companies in the
form of cash grants and training pro-
grams.
ELECTRICITY SUBSIDY: The big-
gest business group in the Philippines
called on the government to subsidize
electricity for businesses, claiming this
was needed to enable local industries
to compete with those in neighbor-
ing countries where such benefit was
available. The PCCI’s energy and in-
frastructure committee said in a forum
that a power subsidy was needed to
expand domestic markets and encour-
age business activities, to help sustain
economic growth.
PCCI said that in neighboring Asian
countries, growth in gross domestic
product is rising and and power cost
is going down.

now bread – all going up, house-
holds are now drowning in inflation-
ary problems.

TWO RISING RINCONADA FILM DIRECTORS
Both are young and natives of Rinconada, but even
this early in their careers, they have already chalked up
several film credits to their names.
For instance, Alec Figuracion’s The Eternity
Between Seconds is among the films featured in the
23rd Busan International Film Festival now ongoing till
the 13th of this month in the South Korean city. The film
had earlier won the top prize at the 2018 CineFilipino
film festival where Nabua-born Figuracion, also got
the best director and editing awards, along with best
cinematography and best sound design.
A Philippine/South Korean co-production, the film is
set at the Incheon airport and tells of two travelers who
found connection and comfort in each other even for

very brief moments that certainly are fleeting. In Busan,
the city made famous by a movie about a train where the
passengers were transformed into zombies, Figuracion
joins veteran Filipino filmmakers, Kidlat Tahimik, Mike

His other films include Bitukang Manok (2014), and
1st Sem. (2016). He also served as assistant director
to Irigueno poet and filmmaker, Kristian Cordero’s
Angustia.
Another rising Rinconada director is Hubert Tibi of
Iriga, whose film, 1957 was one of the finalists in the
2018 ToFarm Filmfestival. The film traces the story of
a farmhand family who pins their hope for genuine land
reform to the arrival of President Ramon Magsaysay in

their area. The eponymous title gives the answer to
their hope.
A reviewer calls it “a truly Filipino movie down
to its core: the final shot, a vivid silhouette of a
community who pull through for one another in the
face of adversity, is a striking image, one whose luster

plot that precedes it.”
The brainchild of Dr. Milagros How, executive vice
president of Universal Harvester Inc., ToFarm aims to
uplift the Filipino farmer through film.

mark in pension loan dis-
bursement with just one
month of implementation
of the Pension Loan Pro-
gram (PLP).
SSS President and Chief
Executive Officer Em-
manuel F. Dooc said he was
overwhelmed that the pen-
sion fund was able to help
4,341 pensioners with their
short-term financial needs
with pension loan disburse-
ments reaching P107.77
million as of October 03.
“It is really overwhelm-
ing that we were able to
help our dear pension-
ers thru this program. We
hope that as soon as all our
branches are ready to ac-
cept PLP applications, there
will be higher number of
pensioners who will avail
of the program,” Dooc said.
Among the 70 branches
receiving PLP applications,
Diliman branch has the
most number of approved
PLP applications at 696,
with P17.87 million in pen-
sion loan releases.
Also included in the list
of top five branches with
the most number of PLP
releases were Cebu branch
with 360 approved applica-
tions and P8.99 million dis-
bursement, Bacolod branch
with 350 approved appli-
cation sand P7.26 million
disbursement, Bacoor and
Zamboanga branches with
227 and 220 approved ap-
plications and P5.88 mil-
lion and P4.99 million loan
releases, respectively.
“In line with the cel-
ebration of Elderly Filipino
Week, we would like to an-
nounce that more pension-
ers will have the privilege
to avail of the PLP as all
170 branches of the SSS
will be receiving PLP appli-
cations starting October 8,”
Dooc said.
“We would like our pen-
sioners to know that the
SSS is always here to help
and assist them. They had
spent a large amount of
time of their lives working
and dedicatedly contributed
a portion of their monthly
salary to the SSS,” Dooc
added.
SSS launched the PLP on
September 3 in line with the
pension fund's 61st anni-
versary. The program is an
answer to the clamor from
senior citizens to put an end
to the growing incidence of
pensioners falling victims
to loan institutions that of-
fer steep interest rates and
to help them with their
short-term needs like emer-
gency medical expenses.

Heroes aren’t the one who wear capes, not even those
who can fly and possess special powers. For me the real
heroes are the teachers, you may be a teacher but to your
students you are a hero.
They say that being a teacher here in the Philippines,
does not make you rich like our politicians, engineers, or
even doctors, it does not make us popular like artist, singers
or reporters, but at the end of the day being a teacher gives
us the happiness and fulfillment.
Educators don’t have the “distractions” fame and fortune
to cloud their thinking about why they are here? So there
must be another reason – a more profound why that leads to
all the hours of toil, the deep concerns for success of young
people.
A high quality public school system is essential, not only
for parents who send their children to schools but also for
the public as a whole. Moreover, it appears that public policy
itself is harmful to public educators; although public officials
call for “leaving no child behind” they rarely accompany that
call with adequate resources to meet the challenge. A great-
er level of courage and commitment are needed now.
Perhaps more than in any other professions educators
have pursued their calling for a noble profession, indeed,

We built the bridges over which they must cross if they are to

• We help them to build the bridge of delinquency
• We help them to build the bridge of poverty
• And we help them to bridge the excellence
Looking at our young generation especially our pupils to-
day, staring them, you can see the vision in their eyes. How-
ever, they can never do it alone; they need help and guid-
ance-they need support from their teachers and parents-they
need us. We teachers and parents should always bear in
mind that in our hand lays the making or destroying of these
young minds. We have the mission to fulfill, the mission for
these students to achieve their vision.
And our vision is more than just the end goal of a plan. It
is a dream, a wish, a prayer, of what we fervently hope for
and what we diligently work towards by envisioning the 21st
century skills. We want to develop learners who are good
citizens and patriots and who have a strong desire to save
our country and work for its betterment.

Read: God created man and woman to be helpers to each other,
on equal footing. It has been God’s will, from the beginning of creation,
that man and woman make a commitment to belong to each other for
good. Everything that exists does so through God and for His glory – so
do human families.
Reflect: Isn’t it more than sheer coincidence that Mark discusses the
indissolubility of marriage following it up with Jesus welcoming children
and rebuking those who prevent their access to him, the source of life?
Of late, marriage has become a private affair between two individuals
focused on furthering their own pleasure and selfish ends to such an
extent that having children within marriage becomes unthinkable and
an aberration. At best, they are open to having one child, and no more.
Whereas Catholics don’t have to breed like rabbits, as Pope Francis
rightly pointed out, they must definitely be open to welcoming children
as the necessary and noble fruit of their marital bond.

nor Rosalie Alberto Estacio
died from cardiac arrest at
her residence in Moonwalk
Subdivision, Parañaque
City in Metro Manila on
Tuesday, Oct. 2. She was 65.
The late official is sur-
vived by her husband Ro-
lando, Sr., daughters Maria
Cristina, Maria Regina, Ma-
ria Victoria, Maria Margarita,
and only son Rolando Jr.
In a telephone interview,
Rolando Jr. told the Philip-
pine News Agency that his
mother suffered a heart attack
around 5 a.m. and responding
paramedics failed to revive
her.
He recalled that she un-
derwent a coronary angio-
plasty procedure in 2012.
Estacio’s political career
goes back to 1989 when she

LEGAZPI CITY -– The
Department of Labor and
Employment (DOLE) in
Region 5 said a total of
11,800 workers across the
Bicol region gained regular
employment in their com-
panies from January to
September 2018.
Of this number, 6,467
were regularized after inspec-
tions conducted by the Labor
department while, 5,333 were
regularized voluntarily by
their respective employers.
DOLE-Bicol data showed
that 326 establishments in all
Bicol provinces regularized
their workers from January
to September 2018. Also, at
least 226 companies regular-
ized their employees upon
visit by the agency’s inspec-
tors, while 100 establish-
ments voluntarily regularized
their own workers.
“We want to stop the prac-
tice of illegal contractualiza-
tion by means of promoting
voluntary regularization of
workers in Bicol as our de-
velopmental approach/strat-
egy that we employ in the
region in response to govern-
ment’s call to end contractu-
alization,” said lawyer Alvin
M. Villamor, DOLE regional
director.
“They have to welcome it
as a chance and capitalize on
it to regularize workers,” he
added.
