2 Overview
The Linear Predictive Coding with Regular Pulse Excitation (LPC-RPE) codec algorithm
is adopted in GSM systems. As a basic coding scheme used in GSM systems, the Full
Rate (FR) speech coding uses a coding rate of 13kbit/s in the transcoder.

This feature and the following features form a GSM speech coding algorithm set. A call
can adopt only one of these coding schemes at a specific moment, but may switch
among them in a calling flow.
3 Technical Description
During a call setup procedure, the Base Station Controller (BSC) receives an
Assignment Request message from the Mobile Switching Center (MSC). This message
contains the speech version supported by the current MSC. Then the BSC determines
whether to adopt FR speech coding in this call based on the local resources such as Abis,
A, and Ater interface resources. FR speech coding is adopted only when EFR or AMR
speech coding is unavailable. If EFR or AMR speech coding is unavailable, an FR call
setup procedure is initiated as shown in 错误!未找到引用源。the following figure. If the
MSC supports FR speech version 1 and the local resources support FR calls, an FR call
is established; otherwise, the call setup fails.

2. The MSC sends an Assignment Request message carrying the speech version
information of this call to the BSC based on the call type.
3. The BSC determines whether to adopt FR speech coding in this call based on the
local resources. If yes, the BSC sends a Channel Activation message to the BTS,
informing that the current channel mode is FR speech version 1. Upon receiving the
message, the BTS returns a Channel Activation Ack message.
4. Upon receiving the Channel Activation Ack message from the BTS, the BSC sends
an Assignment Command message to the MS, informing that the current channel
mode is FR speech version 1.
5. The BSC returns an Assignment Complete message to the MSC, and the FR call
setup completes.
The FR coding mechanism adopts the Regular Pulse Excited-Long Term Prediction
(RPE-LTP) algorithm. FR coding refers to the mapping from input blocks of 160 speech
samples (20 ms, at a sampling rate of 8 kHz) in 13-bit uniform PCM format to encoded
blocks of 260 bits. FR decoding refers to the mapping from encoded blocks of 260 bits to
output blocks of 160 reconstructed speech samples. The speech coding rate is 13kbit/s.

click GSM Logical Configuration, and set Preferred speech version for FR, see the

Note: The static HR channel or dynamic HR channel must be supported in the cell if both
the features are disabled.
FR speech codec can provide better speech quality and user experience than HR codec,
but lower quality than EFR codec and AMR codec.
This feature does not affect the capacity of the BSC and BTSs.
