Subject: Transition Alert No. 3 – Quality Management

Dear Sir,

With the imminent merging of the HPD Projects and the Expressway Programme to be managed
collectively by the HPD, we have issued a transition alert regarding the key functions for providing
Quality Management oversight and the QA/QC Organization Structure.

As a first step, the HPD QA team and the Pavement Team will be holding Workshops with the
Supervision Consultants and Contractors Quality Representatives, to have a consistent and
common approach on QA functions to be implemented on the projects. The intend of the QA
Workshop is to provide:-
 An Overview of the Quality Functions
 Quality Audits and Audit Programme
 Implementation of Performance KPIs and QC KPIs
 Continual Improvement & Lessons Learned
 Pavement Quality & Asphalt Quality Tracker
 QA/QC Communications & Reporting
 Monthly reporting templates
