SUBJECT: DISPOSITION OF SALVAGED ITEMS FROM THE JACKLING ESTATE

RECOMMENDATION

It is recommended that the Town Council direct staff on the


disposition method for salvaged items from the Jackling Estate.

BACKGROUND

In 2006, the Town Council approved a demolition application and its


associated environmental review for the Jackling Estate, a 1925
Spanish Colonial Revival home located on Robles Road in Woodside and
designed by the architect George Washington Smith. This action was
followed by a superior court legal proceeding that ended in 2009. The
final conditions of approval and mitigation monitoring and reporting
program of the Environmental Impact Report adopted by the Town Council
in June 2009 included the required photo documentation of the
residence, and a list of interior and exterior fixtures and building
materials to be salvaged. Disposition of these salvaged items was
assigned in the following order: the Town of Woodside; the San Mateo
County Historical Association; and the University Art Museum,
University of California, Santa Barbara.

In January 2011, the Town took delivery of the desired salvage items.
Some of the items claimed by the Town were featured in an exhibit at
the Woodside Community Museum. That exhibit is now closed. The
remaining items were placed in a storage container next to the
Community Museum. Demolition of the Jackling Estate occurred in
February 2011.

The Woodside History Committee has now determined that, except for
salvage items that have become part of the permanent collection of the
Community Museum, it would be appropriate to dispose of the remaining
salvage items from the Jackling Estate. The recommendation of the
History Committee is included as Attachment 1.

DISCUSSION

The Jackling Estate salvage items are considered personal property of


the Town. In 2013, following discussion of the disposition of
salvaged items from the Jackling Estate, the Town Council directed
staff to arrange for appraisal of the value of the salvaged items.
The appraisal was completed in 2013 and is included as Attachment 2.
While most of the items are appraised at less than $1,000 in value,
there are three chandeliers that are appraised at over $1,200 in
value.

Pursuant to Woodside Municipal Code Section 34.32, in the event any


single item of property exceeds $1,000 in current market value, the
Town Council may empower the Town Manager to dispose the personal
property by public or private sale, by renting or destroying (with or
without notice, competitive bid or necessity of posting bid bonds) the

same. Alternatively, the Town Council may elect to sell, rent or


destroy in accordance with whatever provision, terms and conditions
the Council may, in its discretion, decide. In short, the Town
Council has wide latitude in the disposition of the salvaged items
from the Jackling Estate.

ANALYSIS

As is presented in Attachment 1, the Woodside History Committee


recommends the following for disposition of the Jackling artifacts:

First, the History Committee recommends offering the artifacts to the


owners of 410 Mountain Home Road, the only remaining home in Woodside
designed by George Washington Smith. A renovation to the property is
currently underway. The History Committee favors 410 Mountain Home
Road because this would retain the bulk of the collection with the
Town and would represent a good opportunity for adaptive reuse of
local, historic material. For the above reasons as well as the
benefit of no longer needing to pay for temporary storage, the History
Committee is not recommending charging the owners of 410 Mountain Home
Road for the salvaged items.

Staff is supportive of finding a local use for the salvaged items and
keeping the collection together but because this would confer a
private benefit to the owners of 410 Mountain Home Road, staff favors
selling the salvage items at their appraised value to the owners of
410 Mountain Home Road.

Second, the History Committee recommends offering artifacts to UC-


Santa Barbara without charge.

Third, the History Committee recommends offering artifacts to the


general public, through a silent auction proceeding that could take
place at Independence Hall.

Fourth, the History Committee recommends sending all remaining items


to salvage.

Staff is supportive of the recommendations of the History Committee,


with the exception noted about the disposition of artifacts to the
property at 410 Mountain Home Road.

CONCLUSION

Following the successful display of items from the Jackling Estate at


the Woodside Community Museum, the History Committee recommends that
the time has come to dispose of salvaged items not selected for the
permanent collection and eliminate the need for temporary storage.
Staff congratulates the History Committee on the successful exhibit,
and supports its recommendations to dispose of the salvaged material.

Executive Summary:
This Committee recommends that the remaining artifacts from the Jackling Estate be offered to
a specific historically-connected home in Woodside, then to several UC Santa Barbara Historical
Associations, then to all residents via a Town public announcement, with any remaining
material sent to salvage.

Acquisition History and Current State:


Upon the 2011 demolition of the Jackling Estate at 460 Mountain Home Road in Woodside,
nearly 140 3-D items were removed from the Estate’s physical structure. Reference (a) lists
these artifacts. All of these items were distributed in accordance with the EIR for demolition:

Woodside History Committee, to exhibit in the Woodside Community Museum


San Mateo County Historical Association
University of California, Santa Barbara

Some small artifacts are on permanent display in the Woodside Community Museum. Most of
the ~30 remaining artifacts are stored in a 40’ storage container near the Museum, none of
which will be displayed in future exhibits.

Recommendation for Disposition:


Per reference (b), and since no individual artifact has a market value beyond $1,000, this
Committee recommends this order of events:

1. Offering artifacts to owners of 410 Mountain Home Road, the only remaining
George Washington Smith designed home in Woodside. This retains the bulk of the
collection within the Town, and is a good opportunity for adaptive reuse of local,
historical material. The architect & owners have expressed interest in these items.
2. Offering artifacts to UC in Santa Barbara; Brian Kaiser salvaged the tile and other
items in 2011 and may be interested in helping to distribute the remaining items.
3. Public announcement, promulgated by Town. Suggested wording:
“Surplus material from the Woodside Community Museum will be available for
the general public to take on DATE at TIME, at a silent auction to be held at
Independence Hall.”
4. After final evaluation, remaining items sent to salvage.
