PM Modi, Russian President holding


delegation level talks
Prime Minister Narendra Modi and Russian President Vladimir
Putin are now holding delegation level talks in New Delh. 
They are expected to deliberate on a range of regional and global
issues. After the talks, the two countries are likely to sign a
number of agreements. 
Later, in the day, the two sides will hold the 19th India-Russia
Annual Bilateral Summit. 
Mr. Putin will also meet President Ram Nath Kovind at
Rashtrapati Bhawan.
The visiting dignitary will also interact with a group of talented
children.
Mr. Putin arrived in New Delhi Thursday on a two-day visit to
India. He was received by External Affairs Minister Sushma
Swaraj at the airport. 
Mr. Modi received the visiting dignitary at his official residence in
the evening.

1.SC refuses to stop deportation of


seven Rohingya Muslims
The Supreme Court on Thursday dismissed an application to stop
the government from deporting seven Rohingya men detained in
Assam since 2012.

A Bench of Chief Justice Ranjan Gogoi and Justices S.K. Kaul and
K.M. Joseph refused to intervene in a plea by Mohammed
Salimullah, speaking through advocate Prashant Bhushan, that a
United Nations officer must be allowed to first talk to the seven
men.

Foreigners Act

Additional Solicitor-General Tushar Mehta, for the Centre,


submitted that the men were prosecuted under the Foreigners Act,
1946, for illegally entering India. Myanmar has already accepted
them as its nationals and issued them Certificates of Identity.
The government, in a short affidavit, said the seven were housed in
a detention centre since 2012. Now, they have been accepted by
the country of their origin.

The Supreme Court on Thursday gave voice to its apprehension
that the rape and abuse of minor girls in the Muzaffarpur shelter
home in Bihar may be the tip of the iceberg.

The Supreme Court on Thursday gave voice to its apprehension
that the rape and abuse of minor girls in the Muzaffarpur shelter
home in Bihar may be a tip of the iceberg. There may be other
undetected cases of sexual abuse of children in shelter homes
across the country.
“A large number of young girls may be abused... we cannot let
children suffer,” Justice Madan B. Lokur gave words to the top
court’s anguish.

4.SC dismisses Sanjiv Bhatt’s plea on


probe
The Supreme Court on Thursday dismissed a petition filed by
former Gujarat cadre IPS officer Sanjiv Bhatt opposing the
investigation against him in a 22-year-old case where he is
accused of framing a man by planting drugs on him.
A Bench led by Chief Justice of India Ranjan Gogoi declined to look
into the plea, saying Mr. Bhatt’s wife, Shweta, who approached the
Supreme Court, could seek relief in an “appropriate forum.”

5.Deportation as per law, Centre tells SC


The Centre told the Supreme Court on Thursday that the action to
repatriate the seven Rohingya Muslims was taken in due course of
law and in the interest of the country. The Assam government had
made the arrangements for their repatriation through an
immigration check point in Manipur.

‘They are illegal’

“Mr. Bhushan, the government is saying they are illegal and the
country of origin has accepted them...” Chief Justice Gogoi told
counsel Prashant Bhushan.

Mr. Bhushan argued that the men were among thousands who had
fled mass killings, “unimaginable torture” and persecution in
Myanmar. The violence that had forced the Rohingya to flee
Myanmar and seek asylum in India continues till date and has
attracted international condemnation, he said. He said that it is the
constitutional responsibility of the court to protect life.

“Mr. Bhushan, you don’t have to remind us of our responsibility...


we are aware of it,” Chief Justice Gogoi retorted.
The seven men were identified as Mohammad Younus, Sabbir
Ahamed, Mohammad Jalal, Mohammad Salam, Mokbul Khan,
Rahim Uddin and Jalal Uddin.

6.JNU teachers’ body welcomes HC


verdict on seat cut
The Jawaharlal Nehru University Teachers’ Association (JNUTA) on
Thursday welcomed Monday’s order of the Delhi High Court
directing the university administration to reverse seat cuts in MPhil/
PhD, as well as holding the 100% viva-based entrance examination
void and contrary to Article 14.
The teachers have said in a statement, “ It [the High Court] has
also rejected the uniform eligibility conditions in the entrance test

and directed JNU to give appropriate concessions to various
reserved-category candidates.”

‘National waste’

The teachers also said that the High Court, through this judgment,
has reprimanded the JNU for wasting valuable resources either
deliberately or on account of wrong implementation and called the
seat cut a “national waste that requires to be redressed
appropriately”.
“JNUTA’s analysis of the data on the 2017-18 admissions has been
used by the High Court to say that it thus appears to the court that
657 seats [221 MPhil and 436 PhD] vacancies existed. Clearly,
these were unfilled despite existence of capacity in the JNU,” said
the teachers.

‘Violation of CEI Act’

“The JNUTA has consistently argued that the seat cuts in JNU in
2017 and 2018 were in violation of the CEI Act and that the 100%
viva voce and uniform eligibility marks without concessions to
marginalised communities were unfair, discriminatory, and
antithetical to social justice. The JNUTA stands vindicated on all
these points by the Delhi High Court’s judgment,” the teachers’
body said in a statement.

The teachers also urged the JNU administration to stop arbitrary


and discriminatory practices in the admissions process and
implement the Delhi High Court’s orders in toto for the 2019
admissions to the MPhil/PhD programme.

In connection with the proposal to make the JNU entrance


examination online, the JNUTA said that the administration is again
unleashing a non-inclusive, discriminatory practice through online

examinations based on MCQs that stands the risk of making the
university more and more non-inclusive.

The teachers’ association said that it urges the administration from


desisting from such steam-rolling action that directly contradicts the
fundamental precepts of social justice.

7.HC for early disposal of idol theft


probe case
The Madras High Court said on Thursday that nothing much was
left to be decided in the case filed against the State’s decision to
transfer the probe in idol theft cases from the Idol Wing CID to the
CBI since the latter had expressed reservations about taking up the
probe. The court wanted to dispose of the case at the earliest.

8.Journalist denied bail in Konark


temple case
The Supreme Court on Thursday denied a plea for anticipatory bail
made by commentator Abhijit Iyer-Mitra, days after his derogatory
tweets on Odisha’s Konark temple and Odia culture triggered a
storm of protests in the State Assembly and outside. A three-judge
Bench, led by CJI Ranjan Gogoi, said this was not a case for
granting bail. “You are inciting religious feelings. How are you
entitled to bail?” the Chief Justice asked counsel for Mr. Mitra.
Counsel said his client was facing threats to his life. “If you are
facing threats, there is no better place than a jail,” Chief Justice
Gogoi responded.

1.Indian-American nominated to key


post
U.S. President Donald Trump has nominated prominent Indian-
American nuclear expert Rita Baranwal to head the nuclear energy
division at the Department of Energy.
If approved by the Senate, Ms. Baranwal will be an Assistant
Secretary of Energy, responsible for nuclear technology research
and the development and management of the department’s nuclear
technology infrastructure, the White House said in a statement.

Ms. Baranwal currently serves as the Director of the Gateway for


Accelerated Innovation in Nuclear initiative.
Previously, she served as director of technology development &
application at Westinghouse and was a manager in Materials
Technology at Bechtel Bettis.

CURRENT AFFAIRS OF THE DAY

1. Indian International Science Festival


to begin in Lucknow
A four-day Indian International Science Festival 2018 will start in Lucknow
on 5 October.
• President Ramnath Kovind will formally inaugurate the festival on 6
October. 
• Union Science and Technology Minister Dr Harsh Vardhan said about
ten thousand scientists and experts, including science teachers and
students will participate in the event.

• Theme of this year's festival is “Science for transformation”.

2. Commerce Minister chairs inter-


ministerial meeting to promote
economic growth
Union Minister of Commerce & Industry and Civil Aviation, Suresh Prabhu
chaired a meeting in New Delhi on the issue of stepping up domestic
production of goods across key sectors, to increase domestic availability
and promote economic growth and export capacity.
• The meeting was attended by Secretaries of 16 Ministries and
Departments of Government of India.
• Discussions were held on steps to be taken by the Ministries and
Departments to ramp up domestic production through better capacity
utilization and capacity creation and expansion in the short and
medium to long term.
• Key ministries were asked to examine measures on diversification of
export base and increase domestic production in order to deal with
merchandise trade deficit.

3. Symposium on ‘Dialogue with Organs


for Allied Health Force
Smt Anupriya Patel, Minister of State for Health and Family Welfare
inaugurated a symposium cum exhibition on ‘Dialogue with Organs for
Allied Health Force – A step to enhance cognitive skills,’ organized by the
Department of Anatomy at Vardhman Mahavir Medical College and
Safdarjung Hospital.
• Speaking at the function, Smt Anupriya Patel stated that it is
imperative to maintain a healthy lifestyle and avoid habits which in the
long run will pose as a health hazard.
• “Only when all the members of our society will be aware of a healthy
lifestyle and of the necessity of avoiding unhealthy practices, can we
achieve ‘Health for All’, she said.

4. Digi Yatra central platform will be
operational by end of February, 2019
The Union Minister of Commerce and Industry and Civil Aviation, Shri
Suresh Prabhu today released the policy on biometric based digital
processing of passengers at airports called “Digi Yatra”.
• Addressing the media, he said that the Ministry has taken the initiative
to develop standards for digital processing of passengers at airport to
ensure uniform implementation and passenger experience across
Indian airports through a connected ecosystem.
• He said, a technical working committee having members from airport
operators, airlines and industry has been formed for development of
standards.
• DigiYatra Central Platform will be operational by end of February,
2019.
• Bangalore & Hyderabad International Airports will be ready with pilot
implementation by end of February, 2019.
• Airport Authority of India (AAI) intends to roll out the programme
initially at Kolkata, Varanasi, Pune & Vijayawada by April, 2019.

5. Kochhar quits ICICI Bank


ICICI Bank MD and CEO Chanda Kochhar, who has been in the midst of
allegations of corporate misconduct, has opted for early retirement.
• The board of directors of the private sector lender has accepted her
resignation and appointed Chief Operating Officer Sandeep Bakhshi in
her place.
• Kochhar, 56 was to retire on March 31, 2019 when her five-year term
came to an end.
