'MOST BUSINESS-FRIENDLY CITY'

LEGAZPI CITY --- Another feather was added to this city's cap
as it earned recognition for being the Most Business-Friendly City in
the country from the Philippine Chamber of Commerce and Industry
(PCCI), under the Component City Category.

The Purple Ribbon Award
for RPRH is given every three
years by the Department of
Health (DOH) to recognize
local government units and
civil society organizations
with exemplary practices, ac-
complishments and innova-
tion in the implementation of
RPRH and family planning
programs.
“The award will be given
to top LGUs and CSOs that
have performed well based on
the specified criteria. For this
year’s award, achievements
will be based on 2016-2017
performance,” DOH Bicol
Family Health Cluster Head
Dr. Rita Mae Ang-Bon said.
Top three implementers
will win P300,000, P400,000
and P500,000 respectively
in provincial, city and mu-
nicipal categories while one
best implementer will receive
P5.00
P500,000 for Civil Society
category.
– The members of the inter-
agency regional screening
committee have evaluated and
selected the finalists from the
nominees.
The finalists for the pro-
vincial category are Sorsogon,
Camarines Sur, Albay and
Catanduanes while for the city
category are Naga, Legazpi
Masbate and Iriga.
The municipalities of San
Fernando, Camarines Sur;
Guinobatan, Albay; and Baao,
Camarines Sur are the chosen
finalists among seven nomi-
nees.
The Family Planning Or-
ganization of the Philippines-
Camarines Sur Chapter is the
only nominee for the CSO
category.
Governance, health ser-
vice delivery, health regula-
tion and health financing are
among the factors considered
in choosing the finalists.
The winners will be an-
nounced on October 26, 2018
after onsite validation and fi-
nal meeting of the regional

PRESIDENT’S
HEALTH
Flashed on the TV screen was a
crawler saying the darkening on the
visage of President Rodrigo Duterte
was slowly disappearing.
There is still no explanation for
that, whether he was Belo-fied (the
term for those who had gone to the
famous derma clinic for celebrities),
or it was due to his recent Hongkong
trip where he was rumored to have
made a sidetrip to Fuda, the famous
clinic for cancer in Guangzhou.
Why this conjectures on the
President’s health is largely due to
Duterte himself. He said his health is
none of the country’s business.
The Constitution, however, is clear
on that. His state of health is the
concern of the State.
It is the State, i.e. we the people,
who has an interest on the President’s
state of health.
Yet, why this evasion or refusal
to divulge despite the Freedom of
Information or the Constitutional
guarantee, can perhaps be
explained by the President’s earlier
pronouncement that he doesn’t
want Vice President Leni Robredo to
succeed him.
If it is a personal preference,
the President’s statement may be
forgiven and forgotten as such; but
if it is a stand, that can be construed
as a defiance of the Constitution
itself as it is so clear on the matter of
succession.
Here again, we hope that the
President can be as candid as he
does when he curses in front of the
camera.

Low Interest Rates
are gone

T-BILL RATES RISING: Treasury bill
rates went up across the board due to
strong demand from investors, accord-
ing to Bureau of Treasury. During the lat-
est auction, the BTr successfully raised
P4B from the sale of 91-day T-Bills at an
average rate of 4.404%. This was 85.5
basis points higher than the 3.549%
last September. Total tenders reached
P6.086B higher than the P4B offer size.
The auction committee capped the rate
for 182-day T-bills, bringing awarded
bids to just P3.548B.
Despite this, the average interest rate
fetched by the securities still rose by 47.8
basis points to 5.206% recorded in the
previous auction. Lastly, P6B worth of
364-day debt notes were also success-
fully awarded at average rate of 5.883%,
23.5 basis points higher than last week.
Healthy demand met the auction, with
the total tenders reaching P8.102 billion.
Natl. Treasurer Rosalia de Leon said
they decided to cut the accepted bids for
182-day T-bills to temper interest rates.
(Signs are clear – the era of low interest
rates is now gone!).

saw him say on ANC TV last night that
he has no cancer.
Still there are people talking on TV
and even in the print media telling him
to sayt more. So I asked Atty. Gilbert
Morandarte if there is something in the
law or the Constitution that mandates the
President to say more. He told me that
there is no provision in the Constitution
that mandates the President says he has
no cancer. That is enough compliance.

2018. It added P2.65 excise tax/liter to
the pump price of gasoline plus P0.32/
liter VAT for a total of P2.97/liter. For
diesel, P2.50 was added as excise tax/
liter plus P0.30 VAT or a total of P2.80 /
liter. Diesel used to be free of VAT and
excise tax.
TRAIN also imposed excise and VAT
on aviation fuel, kerosene, fuel oil, lique-
fied petroleum gas and auto LPG. The

THE 8TH SCOTTISH RITE MULTI ORIENT CONVENTION IN NAGA CITY

The 8th South Luzon and Bicol Multi Orient Convention of
the Ancient and Accepted Scottish Rite was successfully held
last Saturday, October 13, 2018 at the 3/F Entrepreneurial
Training Center Bldg. of the Bicol State College of Applied
Sciences and Technology, Penafrancia Ave., Naga City. This
year’s host was the CENTRAL BICOL BODIES, AASR of
Naga City.
This two day convention was guided by its theme: “Righ-
teousness, Justice, and Truth for Human Progress.” Approxi-
mately, eighty (80) delegates from the various Orients of the
Scottish Rite registered and attended the convention. Among
those represented were Batangas, Lucena, San Pablo, Sor-
sogon, Legaspi, Camarines Norte and Naga.
Illustrious George L. So, 33o, the Sovereign Grand Com-
mander of the Scottish Rite in the Philippines was the con-
vention Guest of Honor and Speaker and the head of delega-
tion from the Supreme Council 33o.
The activities of the two day convention started with con-
ferral of 15-18 degree, participated by twenty-two (22) can-
didates from the different Bodies in Bicol and one candidate

participants to the aforesaid degree conferral was Mayor Noel
E. Rosal of Legaspi City.
In the afternoon of October 12, 2018, VM Byronjose M.
Barrameda 32o of Central Bicol Bodies, led the group of the
Sovereign Grand Commander for their courtesy call to the
city Mayor of Naga, but they were received, instead by the
Vice Mayor, since Mayor John Bongat was out on official
trip.
At Pablo Hall, CBD Plaza Hotel, a dialogue with Most
Puissant Supreme Grand Commander and SGIGs was con-
ducted together with the Valley Deputies, Supervisors, Ven-
erable Masters, Secretaries, Treasurers and all the delegates
present as well. The culminating activity for the first day of
the convention was a fraternal banquet and the celebration of
the traditional Scottish Rite‘s Feast of Tishri. It was indeed a
successful and memorable one.
At 6:30 am on October 13, 2018, delegates assembled at
the Plaza Rizal for a wreath offering to Bro. Dr. Jose P. Rizal,
our National Hero and a Scottish Rite member. The Band of
the 9th Infantry Division of the Philippine Army provided the
accompaniment-music while its honor guards rendered the
21-gun salute.
Meanwhile, the convention proper was held at the 3/F
ETC Bldg. of BISCAST where the NCF Band, headed by
Bro. Benjamin P. Villanueva, 32o MRS, administered the
music during the opening ceremonies. The convention con-
cluded after the Most Puissant Sovereign Grand Commander
rendered his message. The venue and host Bodies for the next
Convention was formally announced by no less than Illustri-
ous Presiding Officer, Jose Nelson D. Doloiras, 33o, SGIG-
Designate, Orient of Camarines. It will be the Lucena Bod-
ies, AASR that will be hosting the 9th and next South Luzon
and Bicol Multi Orient Convention comes year 2019.

Developing Children’s Reading Habits SSS to collect more than P1.39M

“The more you read, the more things
you will know. The more that you learn,
the more places you will go.” These are the
words of Dr. Seuss.
There is magic in reading and books
specifically make wonderful companions.
They are very portable and inexpensive
since one can have easy access to books.
Practically all schools have their library. Lo-
cal government units have public libraries
too and they are open free to anyone.
With the many wonderful things that
reading offers, there is no reason why chil-
dren must not be encouraged to develop
the habit, a very wonderful and fulfilling
habit.
How are children geared toward read-
ing? First, they must be made to understand
that there are many benefits of reading.
Through reading one can travel around the
globe…see beautiful place and experience
how life is in these places and what culture
these places offer. One meets a lot of peo-
ple through reading…the great men and
women in history and how have shaped the
world around them. Through reading one
can develop one’s personality and become
great just as the great men and women one
meets in books.
The many events in history, whether in
the past or present are unfolded in books, in
newspapers and magazines and in today’s
time in the internet.
Reading is essential to those who seek
to rise above the ordinary ma. The reader
today is the leader tomorrow.
Here are some tips to develop reading
as a worthwhile hobby, such a wonderful
hobby. Make reading enjoyable. The read-
ing teacher has a choice of books to recom-
mend to his pupils. It will be wise to read
these books to his pupils and let them enjoy
the book. Use interactive reading. After a
book or a story has been read, the pupils
can interact among themselves. They can
discuss the story and maybe look for les-
sons or they can relate to the story them-
selves. Expose the children to the various
genre in reading…some will like short sto-
ries, others the novels, some even poetry.
When the children realize the wonder of
reading they will crave for more books and
the knowledgeable they become. They will
realize that they have a good grasp of gram-
mar, spelling the likes. They can be able to
talk about a lot of things with some kind of
an authority without exerting so much effort
except time.
Get the children into the habit of reading.

penalty following the convic-
tion of two delinquent em-
ployers by two branches of
the Quezon City Regional
Trial Court (RTC).
SSS President and Chief
Executive Officer Emmanuel F.
Dooc said Quezon City RTCs
convicted Luz Espiritu of Es-
piritu Petron Service Station
and Rosita Agustin of Ruther
Fish Dealer for non-remittance
of SSS contributions, which is a
clear violation of Republic Act
8282 or Social Security Act of
1997, commonly referred to as
the SS Law.
“It is unfortunate that de-
spite several chances given to
them to settle their obligations,
they still refused to fulfill their
duty to their employees who
devoted so much time in help-
ing their businesses to prosper,”
Dooc said.
Quezon City RTC Branch
100 sentenced Espiritu to a
minimum jail term of seven
years to a maximum of 10 years
and was ordered to pay the un-
remitted contributions from Oc-
tober 1989 to November 2014
worth P289,372.16 and accu-
mulated three percent penalty
until fully paid.
As of October 2017, the fi-
nancial liability of the accused
ballooned to over P1.25 million
based on the Statement of Ac-
count Details provided by SSS.
“Instead of taking the initia-
tive to settle her delinquencies
and presenting evidences to de-
fend herself, Espiritu remained
silent and didn’t appear to court
hearings. Hence, the court re-
leased the final verdict,” Dooc
explained.
Meanwhile, Quezon City
RTC Branch 96 sentenced
Agustin to suffer imprison-
ment of six years and one day
to seven years and was ordered
to pay the total contribution de-
linquency from May 2000 to
August 2011 worth P140,880,
fine in the amount of P10,000
and accrued three percent pen-
alty until fully paid.
Based on the court decision,
Francisco Coronel testified that
the accused was his former em-
ployer and she neglected her
duty of remitting his SSS pre-
miums. However, Agustin con-
tested that she didn’t hire Coro-
nel as a regular employee since
he was only contracted to drive
for her on a particular day and
he was only paid based on their
daily service agreement.
After the presentation of
evidence by the prosecution
and defense, the court was able
to determine that an employer-
employee relationship existed
between the accused and the
complainant. Agustin had di-
rect supervision on Coronel by
instructing him to deliver fish
at Farmer’s Market in Cubao,
Quezon City.
“The fact that Coronel is
Agustin’s regular employee and
yet she refused to register and

Sophie’s Gourmet: A mom’s
language of love
Supena S. Solis, fondly
called “Sophie”, 65, is the
face and the brain behind
the Sophie’s Gourmet that
caters to both the demands
for healthy options and con-
venience.
In November 2015, with
a P2,000 budget, Sophie and
one of her children, Thea Lar-
rah who is a food technologist,
formulated recipes for gourmet
sardines. They started cooking
in a small steamer that only
produces 13 bottles at that
time. This also helped Thea di-
vert her attention and cope with
her chemotherapy cycle after
being diagnosed with cancer.
Sophie first gave the home-
made gourmet sardines to their
relatives and closest friends as
Christmas presents that year.
Surprisingly, they loved it and
boosted Sophie’s idea of turn-
ing this hobby to a full-time
manufacturing venture.
Before making gourmet
products, Sophie sold pastries
since 2010 as an additional
source of income for her fami-
ly. “I was really fond of making
pastries, cakes, and tart. Since I
was a kid, it is my passion and
hobby at the same time. So the
baking experience I have was
a huge help in starting up this
business,” Sophie mentioned.

Dump Trucks

paign on garbage collection
and proper waste disposal

chased five (5) more new
dump trucks in addition to
the 12 units of dump trucks
being utilized already for
garbage collection in the
city.
After the flag raising cer-
emony, October 15, city of-
ficials graced the blessing
ceremony of the new trucks—
one (1) 10-cubic truck, three
(3) 3-cubic mini dump trucks,
and one (1) Multi-Purpose Ve-
hicle (MVP).
The mini dump trucks are
intended for garbage collec-
tion along narrow roads and
alleys that do not allow pas-
sage of big dump trucks par-
ticularly those within the city
subdivisions.

ber of Human Immunodefi-
ciency Virus (HIV) and Ac-
quired Immunodeficiency
Syndrome (AIDS) cases be-
ing reported recently in the
Bicol Region, particularly in
Naga City, the City Govern-
ment of Naga, thru the City
Health Office (CHO), to-
gether with the Department
of Health (DOH), conducted
an HIV summit to campaign
for the prevention of the in-
fection.
With the theme, "Finding
creative ways to put an end on
AIDS", the summit aims to re-

munity the possible means
to stop the widespread of the
HIV virus.

personnel from the academe
