Briefly describe progress this quarter toward the goals and objectives: Goals, Objectives and progress toward them are described below. HOPE Court GOAL 1: Serve 150 individuals and reduce IDOC commitments of at least 67. The HOPE court is on target to reach its reduction goal, The program has had 128 individuals in the program for at least part of the first quarter of SFY17. 24 individuals were referred to the program this quarter and 20 individuals were admitted. 13 successfully completed the program this quarter. Process Objectives 1. “The HOPE program will conduct strategic planning this year to re-determine an appropriate target population and reduction goal, in part based on the expansion of referral pathways fo the program which took place in SFY16 as well as reductions in the number of individuals arrested and eligible for alternative prosecution and sentencing programs (a phenomenon taking place throughout Cook County).” (Section V, Exhibit A-Program Narrative - Goal 1, Subsection 1 (page 12)). Strategic 1 planning sessions for the HOPE program began this quarter. HOPE strategic planning committee meeting have been held on December 13, 2016 and January 10, 2017 The project manager completed interviews with the HOPE team and supervisors and completed a report on the findings. The report is enclosed. The findings of the report are serious, describing deep structural issues regarding perceived faimess and propriety of the program's practices as based on the reports of nearly all team members and supervisors. The project manager of Cook County ARI Programs conducted these interviews and Grafted the report as part of their duties under the ARI SFY17 grant, to ensure program compliance with the grant’s goals and objectives and as part of the strategic planning sessions for the HOPE program as described under goal one (1) of the grant, as aid to the process and outcomes evaluation under goal two (2), and to aid Adult Redeploy Illinois in its implementation and monitoring of the program. The report has been shared with the HOPE strategic planning committee. On January 10, 2017, The HOPE Strategic Planning Committee met to discuss the findings of the report. The notes from the meeting are enclosed and included here are ‘the two main outcomes of the meeting: The HOPE Strategic Planning Committee Public Safety Agencies (representatives of the State’s Attorney's Office, Adult Probation Department, and Public Defender’s Office) agree with and confirm the findings of the Project Manger’s Report on HOPE Team Interviews. Specifically agreeing with substance of the issues put forward by the interview subjects. Official Recommendation of the HOPE Strategic Planning Committee Public Safety Agencies (representative of the State's Attorney's Office, Adult Probation Department, and Public Defender's Office): To replace the HOPE Court Judge with a judge who is more amenable to adherence to the principles of procedural justice, evidence-based practices, and the HOPE model. The HOPE strategic planning committee public safety agencies (representatives of the State's Attorney's Office, Adult Probation Department, and Public Defenders Office) were dubious that any of the other recommendations of the report (a collaborative formation of written guidelines informed by evidence-based practices or pursuing problem-solving court certification under the AOIC PSC Standards) would be effective under the current HOPE Court Judge, citing previous strategic planning attempts that have been undermined by the judge. GOAL 2: Complete an internal process and outcome evaluation. Process Objectives 1. Measure the extent fo which the program is successful in achieving its stated process objectives as planned. 2. Undergo an outcomes evaluation, conducted internally by the Office of the Chief 2 Judge. The outcomes evaluation will be conducted by the Office of the Chief Judge. The Office of the Chief Judge held its first meeting to plan the evaluation in December 2016 With respect to other process changes, the HOPE court is transitioned onto Call2Test random drug testing software to randomly test clients for drug and alcohol use, with a full transition completed in November 2016. Also, as mentioned above under Goal 1, the project manager completed interviews with the HOPE team and supervisors and completed a report on the findings. The report is, enclosed.
