JOINT RESOLUTION

To order the Office for the Improvement of Public Schools of the Government of Puerto Rico, to
transfer the permit of use, free of charge, to the Fundación de Culebra Inc., of the structures of
the San Idelfonso School, the Luis Muñoz Marín School and the Antonio R. Barceló School,
located on Salisbury Street in the municipality of Culebra; and for other related purposes.

STATEMENT OF MOTIVES

The Office for the Improvement of Public Schools of the Government of Puerto Rico is the
owner of the structures that housed the San Idelfonso School, the Luis Muñoz Marín School and
the Antonio R. Barceló School in the Municipality of Culebra. As part of the transformation
carried out by the Department of Education of the Government of Puerto Rico, these schools
ceased to operate. Given this scenario, there is concern that the aforementioned schools are
vandalized and damaged.

Similarly, they could be used for criminal actions, as has happened in other towns in the country
or simply be abandoned. That is why the Culebra Foundation Inc. has identified an opportunity
to work with that situation and take measures so that negative situations do not occur with the
school structure. This non-profit organization, dedicated to caring for and promoting the history,
culture and environment of Culebra, has twenty-four (24) years of service to the community,
twelve (12) of them working from the Antonio R. Barceló School.
The Culebra Foundation Inc. has demonstrated its commitment to society and the Culebrenses
through its work and delivery. For all the above, this Legislature deems it meritorious to transfer
the permit of use and enjoyment, free of charge, to the Culebra Foundation Inc., of the structures
of the San Idelfonso School, Luis Muñoz Marín School and the Antonio R. Escuela. Barceló. In
this way, the utility of these facilities can be maximized, and provide the citizens with a better
quality of life.

BE IT ENACTED BY THE LEGISLATIVE ASSEMBLY OF PUERTO RICO:

Section 1.- The Office for the Improvement of Public Schools of the Government of Puerto Rico
is hereby ordered to transfer the permit of enjoyment and use, free of charge, to the Fundación de
Culebra Inc., of the structures of the San Idelfonso School, Luis Muñoz School Marín and the
Antonio R. Barceló School, located on Salisbury Street in the 5th municipality of Culebra.

Section 2.- The Culebra Foundation Inc. will use the buildings assigned in Section 1 of this Joint
Resolution to establish its offices, as well as the School of Music and promote activities for the
community aimed at caring for and promoting history, culture and environment of Culebra.

Section 3.- The Culebra Inc. Foundation will cede the space within Escuela Antonio R. Barceló,
assigned in Section 1 of this Joint Resolution, currently occupied by the Police Athletic League,
for the use by the State Elections Commission for the establishment of a Permanent Registration
Board.

Section 4.- The Culebra Foundation Inc.will assign a space within the 2 buildings assigned in
Section 1 of this Joint Resolution, for the relocation of the Police Athletic League.

Section 5.- The Culebra Inc. Foundation will assign a space within the 5 buildings assigned in
Section 1 of this Joint Resolution for the SEVA , Grupo de Mujeres Isla.

Section 6.- The Culebra Foundation Inc. will assign a space within the buildings assigned in
Section 1 of this Joint Resolution, for the establishment of a district office of the Senate of Puerto
Rico.

Section 7.- The Culebra Foundation Inc., or any of the entities that will be granted space in the
buildings assigned in Section 1 of this Joint Resolution may not invoice for any of the services
offered in said facilities. This restriction must be part of the public document in which the
transfer agreed upon by the parties and authorized hereby is perfected.

Section 8.- The Culebra Foundation Inc.will be responsible for the maintenance of the buildings
assigned in Section 1 of this Joint Resolution. This restriction must be part of the public
document in which the transfer agreed by the parties and authorized here is perfected.

Section 9.- The Office for the Improvement of Public Schools of the Government of Puerto Rico
will transfer the use and enjoyment permit of the buildings to the Culebra Foundation Inc., in
accordance with the provisions of Law 18 of July 2, 1981, in a term no greater than ninety (90)
days, from the approval of this Joint Resolution.

Section 10.- Failure to comply with the provisions of Section 2, Section 3, Section 4, Section 5,
Section 6, Section 7 and / or Section 8 of this Joint Resolution shall have as a sanction that the
title of the property, will revert to the Office for the Improvement of Public Schools of the
Government of Puerto Rico. Restriction must be part of the public document in which the
transfer agreed by the parties and authorized here is perfected.

Section 11.- The buildings assigned in Section 1 of this Joint Resolution will be transferred for
the use and enjoyment of the Culebra Foundation Inc. under the same conditions in which they
are at the moment of the approval of this Joint Resolution, without there being any obligation of
the Office for the Improvement of Public Schools of the Government of Puerto Rico to carry out
any type of repair or modification prior to its transfer to said Foundation.

Section 12.- This Joint Resolution shall enter into force immediately after its approval.
