Hearing on the Clean Energy. McDuffie has not taken a position on this legislation yet because he first
wants to hear what his constituents say. Some ANCs in Ward 5 have passed resolutions to support this
legislation. Now, they need to make sure he hears from the constituents’ voice. Your voice is truly
needed. To testify email Chanell at cautrey@dccouncil.us and provide your name, telephone number,
organizational affiliation, and title. To testify you will have to email Chanell by the end of Friday. The
hearing will start at 10:00 am at the Wilson Building. On Friday, they will receive the order in which
people will be testifying.

Monday, Oct 29th – Dec 14th, The College of Agriculture, Urban Sustainability and Environmental
Sciences (CAUSES), Center for Nutrition, Diet and Health is offering multiple Certified Professional
Food Manager courses. The course is designed to teach the principles of food safety management and
how to use those principles to create a food safety culture. Additionally, the course emphasizes and
provides information to students about how to identify and avoid food contaminate, proper employee
health and hygiene, cleaning and sanitation principles and safe food handling practices. Hazard Analysis
and Critical Control Point (HACCP) information will be discussed, as well as what to do before,
during and after inspection to provide a culture that keeps food and the public safe. The certification is a
requirement to sell or serve food to the public.

The Certified Professional Food Manager Course is a three day, 16-hour course that concludes with
students taking the national exam. If participants score 70 percent or better, they will receive an
accredited certificate. Participants may take their certificate, which is good for five years, to their local
Health Department to receive certification for their state. The District of Columbia certification is valid
for three years.

Thursday, Nov 1st, 7:00 p.m., Norton to Host Community Meeting on Reopening Maryland Avenue
Gate at the National Arboretum, Congresswoman Eleanor Holmes Norton (D-DC) will host a
community meeting to call for the reopening of the Maryland Avenue gate at the National Arboretum in
the auditorium at the National Arboretum’s Visitor Center (Use entrance at 2400 R Street NE). The most
direct access to this rare nature preserve in the midst of a big city has been closed since 1991. The only
ways to enter the Arboretum today are through entrances located on New York Avenue and R Street,
designed for cars and away from residential neighborhoods. Appearing at the community meeting will be
Richard Olsen, Director, National Arboretum; Tom McGuire, Executive Director, Friends of the National

Monday, Tuesday, Wednesday and Friday, Nov 5 – 9th, the College of Agriculture, Urban
Sustainability and Environmental Sciences (CAUSES), of the University of the District of Columbia
(UDC), is collaborating with the Department of Energy and Environment (DOEE) to offer training for
pesticide application certification, in the Structural and Rodent Control Category. During this 5-day
training, participants will be provided with study materials, informational lectures, and eligible for a
personal protective equipment raffle. Participants must attend all trainings scheduled for the week.

The purpose of this training is to prepare participants to take the pesticide certification exam for
recertification or to obtain a pesticide applicator license from DOEE. The Structural & Rodent portion of

the pesticide certification exam will focus on integrated pest management, rodent and structural pest

Wednesday, November 7, 2018 from 6:00 - 8:00pm - D.C. Public Schools (DCPS) Announces Fiscal
Year 2019 Budget Hearing. The DCPS will convene a public budget hearing on at Phelps Architecture,
Construction and Engineering High School, 704 26th St NE, Washington, DC 20002. The purpose of the
hearing is to gather input from the public about the upcoming Fiscal Year 2020 (School Year 2019-2020)
budget. Members of the public are invited to provide testimony at the hearing. Individuals or groups

limited to three minutes during the hearing. Witnesses should bring five (5) copies of their

Economic Development will hold a public hearing on two pieces of legislation introduced by
Councilmember McDuffie:

The Local Communities Having Opportunities to Promote Equity (H.O.P.E.) Grant Fund
Establishment Act of 2018 would establish the HOPE fund to be used to fund community priorities
(including public safety initiatives, small business development, and capacity building initiatives) within
designated qualified opportunity zones. As introduced, this legislation establishes an initial investment of
$450,000 in seed funding and will be funded on an ongoing basis by directing 10% of enforcement
penalties collected by the D.C. Department of Small and Local Business Development and directing .1%
of sales taxes from designated qualified opportunity zones to the fund.

The Small Business Bonding Program Establishment Amendment Act of 2018 establishes a program
within the Department of Small and Local Business Development to provide training and technical
assistance to eligible business owners to increase their bonding capacity. District of Columbia law
requires contractors to obtain a performance and payment bond for certain contracts. Contractors work
with sureties to ensure they are qualified to enter into the contract, often having their credit, capacity,
financial standing, and character reviewed through a rigorous underwriting process. This legislation

recognizes that while many Small Business Enterprises are more than capable of doing the work, many

have historically struggled to provide the financial resources necessary to secure bonding or to increase
their bonding limits to compete for higher dollar contracts.

Saturday, Nov 10th, 8:00 AM - 5:00 PM. The University of the DC (UDC) is partnering with the
organizers of DMV Black Restaurant Week to present the Business of Food and Beverage Education
Conference during the first-ever Black Restaurant Week to be held in the Washington metropolitan area.
UDC’s faculty, staff, students, and alumni from the College of Agriculture, Urban Sustainability and
Environmental Sciences (CAUSES), the School of Business and Public Administration, Hospitality
Management and Tourism program, and the National Society of Minorities in Hospitality will be featured
on discussion panels that will provide solutions to challenges that food and beverage entrepreneurs face in
the District.

Continuing education is at the core of Black Restaurant Week. Several thought-provoking sessions will be
led by industry experts and thought leaders. The conference will promote education and
networking in environments that are both social and business-oriented. Attendees will engage in
discussions about entrepreneurship in the food business, the state of black chefs, customer service skills,
workplace management, and solutions to the challenges of the food and beverage industry. Breakfast and
lunch will be provided.

There are 20 free tickets available for UDC students on a first come, first served basis. Please email

Thursday, Nov 15th, 6PM-8PM, the University of the DC will host an open house for its new doctoral
program, the Ph.D. Program in Urban Leadership & Entrepreneurship. The Ph.D. Program in Urban
Leadership and Entrepreneurship seeks to prepare students for successful careers in research, academia,
and industry by offering a balance between rigorous research and real-world application. The program
will develop the next generation of leaders to address urban challenges. There are currently three
concentrations available: Urban Sustainability & Resilience Leadership; Urban Political/Governmental
Leadership; and Urban Entrepreneurship

The fall open house will take place at the University of the DC in Building 56, Student Center (Ballroom

students an opportunity to learn more about the new program and the chance to meet with faculty to

COMMUNITY ISSUES:
District Department of Transportation (DDOT):
The 311 # is the option for citizens to notify the city about traffic-related mechanisms that have been
implemented & are faulty (warning signs, faded crosswalk lines, etc.). New traffic-related safety
mechanism should be sent to DDOT through their website. Visitor Parking Passes are not automatically
mailed to residents. Call 311 to request a Visitor Parking Pass for your residence or go to ddot@dc.gov.
Open the visitor parking pass site on the left side of the screen and fill out application. You can use the
following ID - DC driver’s license, DC ID, or if a homeowner, use the Square and Lot number.

Department of Consumer and Regulatory Affairs:

Construction will not be permitted on Holidays. On this day, all construction work, for which a permit is
required, is illegal and could result in a Stop Work Order and may be subject to fines. For more
information visit: dcra.dc.gov/service/report-illegal-construction or call (202) 442-STOP to report
illegal construction.

Department of Public Works: Avoid sanitation tickets: It’s the law; we should pull our trash
cans into our yards after each trash pickup. To help keep the rodents down, please help keep the
alleys free of litter and trash by cleaning up near your home.

Regular Trash Collection: Place trash and recycle containers out for collection no earlier than 6:30 PM
on the night before - no later than 6 AM the morning of collection day. Residents are required to remove
trash and recycle containers from public space (the alley) by 8 PM on your collection day.

Bulk Trash Collection: Call 311 to set up appointments before placing bulk trash out (7 items) for
collection. Place bulk trash out no earlier than 6:30PM the day before and no later than 6 AM on
collection day. Place them where the trash and recycle are collected. Mattresses must be covered in
plastic. Without appointment: Take bulk items to the Fort Totten Transfer Station, 4900 John F.
McCormack Drive NE.

City Services include abandoned autos, alley cleaning, illegal dumping, parking enforcement, potholes,
trees, & street lights. The rep will provide a tracking # of your request.

Yard Cleaning and Grass Cutting: Residents are responsible for the up keep of the area abutting the
front and back of their homes. This may include front and back yards, sidewalk and alley abutting your
home. Fines may occur from the city if DPW or other agencies have to come out to accommodate this
request.
