REGULATION ORDINANCE NO. 2018-087

AN ORDINANCE AMENDING REGULATION ORDINANCE NO. 2017-037 WHICH
CREATED AND ESTABLISHED THE PROCUREMENT MANAGEMENT SERVICES
DIVISION UNDER THE CITY MAYOR'S OFFICE, RENAMING THE POSITION OF
SUPERVISING ADMINI$fRATIVE OFFICER (SG 22) TO EXECUTIVE ASSISTANT
IV (SG 22), AND CREATtNG ANOTHER POSITION OF SENIOR ADMINISTRATIVE
ASSISTANT III fSG 15) TO COMPLETE ITS PRESENT ORGANIZATIONAL
STRUCTURE .

WHEREAS, the members of the Sangguniang Panlungsod of Iloilo City enacted

Regulation Ordinance No. 2017-37 dated March 14, 2017 which created and established the
Procurement Management Services Division under the City Amyor's Office;

WHEREAS, due to the increasing workload, the Bids and Awards Committee is in need
of additional manpower in order to equally distribute the workload of the said office, optimize
and expedite their works and enhance the services they render to their clients and to strengthen
and promote the professionalism of the City's procuring entity;

WHEREAS, Section 76 ofR.A 7160 of the Local Government Code of 1991 states that:

"Sec. 76 - Every LGU shall design and implement its own structure and staffing
pattern taking into consideration its service requirements and financial capability,
subject to the minimum standards and guidelines prescribed by the Civil Service
Commission. "

NOW, THEREFORE, be it ordained by the Sangguniang Panlungsod of the City of Iloilo

in session assembled, that:

Section I. Section 2 (a) of Regulation Ordinance No. 2017-037 shall be renamed to

Executive assistant IV SG 22 and will be converted into Co-Terminus Item;

Section 2. Section 5 ofregulation Ordinance No. 2017-037 shall be deleted;

Section 3. That Senior Administrative Assistant III with Salary Grade 15 shall be created;

Section 4. The said Senior Administrative Assistant III shall perform the following
functions:

1. Shall head the Bids and Awards Committee (BAC) Secretariat Unit;
2. Shall act as Secretary to the BAC, review bidding documents pnor to
endorsement to concerned City Government Offices;
3. Manage public bidding of goods and services and infrastructure projects
including consulting services from preparation of bidding documents to contract
award; assist the BAC-TWG in the preparation of bid evaluation and post
qualification reports;
4. Take custody of procurement documents and other records and ensure that all
procurements undertaken by the Iloilo City Government are properly
documented;
5. Monitor procurement activities and milestones for proper reporting to relevant
agencies when required such as the Office of the Ombudsman, Commission on
Audit and the Department of Interior and Local Government, and
6. Perform other special tasks as assigned by the Head Office.

SECTION S: Aside from the existing Qualification Standard (QS) prescribed by the
Civil Service Commission (CSC), the position shall have an additional QS requiring competency
set by the Iloilo City Government, which shall be as follows:

SECTION 6. Except for the above amendment, all other provisions of Regulation
Ordinance 2017-03 7 shall remain in full force and effect.

SECTION 7: The City Government shall allocate funds for the creation of this
ordinance.

SECTION 8. This ordinance shall take effect immediately upon approval after its
publication on a general circulation of Iloilo City.
