EXCERPT FROM THE MINUTES OF THE 17TH REGULAR SESSION OF THE 8TH
SANGGUNIANG PANLUNGSOD OF THE CITY OF ILOILO, PHILIPPINES, HELD AT
THE SESSION HALL, 6TH FLOOR CITY HALL BUILDING, PLAZA LIBERTAD, ILOILO
CITY, ON TUESDAY, MAY 8, 2018.

c) Program- the educational financial assistance program for college students in the City of
Iloilo;

f) Secretariat - the Iloilo City Youth Development Division of the Office of the City Mayor;
3. Both parents or the legal guardian must have a total gross income derived from
livelihood, business, occupation, exercise of profession, allotment or pension of not
exceeding two hundred twenty thousand (P 220,000.00) pesos per annum for the
last two (2) preceding years;
4. Both parents or the legal guardian must be bona fide residents for at least two (2)
years and are registered voters of Iloilo City at the time of the filing of the application
for financial assistance;
5. Must be a graduate from any public or government recognized private senior high
school in Iloilo City with a general average not lower of 85%, provided, however, that
the applicant has no final rating of 80% in any subject during his/her final year in
high school;
6. Must have obtained a final equivalent rating of 85% or above in his/her scores in the
competitive examination to be conducted by the Commission;
7. Must enroll in, but not limited to, any of the Bachelor's or Baccalaureate's degree
courses provided by the Commission on Higher Education (CHED) except courses
offered at Iloilo City Community College;
8. Must be an incoming first (1st) year college student in the first year of the
implementation of this program;
10. Must willfully accept the responsibilities of a scholar as set forth in Section 6 of this
ordinance and in other applicable guidelines.
c) Certificate of Residency issued by Punong Barangay both for the applicant and
his/her parents/legal guardian;
d) Certificate from the City COMELEC that the applicant's parents or legal guardian
are registered voters of Iloilo City;
e) Income Tax Return (ITR) if any or both parents or the legal guardian have
business or self-employed.
Tax Exemption Certificate if any or both parents or the legal guardian belongs to
Non-formal employment.
3. Carry at least the required minimum academic load, as per prospectus, for each
school semester/trimester or term;
5. Secure a written approval from the City Mayor or his/her duly authorized
representative before transferring to another academic institution, changing the
field of study/course, provided that no grantee, at any given time shall be a
scholar for more than five (5) academic years;
6. Submit a monthly certificate from the school that the scholar continues to attend
or has a satisfactory attendance in all of his/her subject as part of the
documentary requirements in releasing the monthly stipend;
7. Submit a progress report to include subjects taken and grades obtained within
two weeks after each term to the Secretariat;
9. Perform such other acts as to give full effect to the intentions of the program.
They shall assume the primary responsibility and obligation to fund the student's
education and attend the orientation and meetings conducted by Secretariat.
The examination shall be held before the opening of classes. In the event that more than
the number of allotted slots for scholars passed the competitive examination given by the
Commission, the Commission is empowered in the exercise of its discretion to choose
who among the applicants who have passed shall enjoy such financial assistance for that
particular school year.
d) To cause the posting and publication of the names of successful candidates for
the program;
e) To recommend to the City Mayor for approval changes in the scholar's course or
transfer from scliool to another;
f) To take initiatives and explore possible partnership with private sectors and
academic institutions for the continuance and enhancement of the program.
Section 10. -THE SECRETARIAT.- The Iloilo City Youth Development Division of the
City Mayor's Office shall act as the Secretariat of the Commission and shall have the following
duties and functions:
a) Submit a report to the Chairman thirty (30) days after the end of each scliool year
and furnishing eacli member of the Commission a copy thereof. The report shall
contain among others the number of scholars taking academic course and who
have enrolled during the school year, the amount expended for the scholarship
including all matters, communication, report of ratings and other documents
relative to the program and other functions of the Commission.
b) Keep the records of schools, the Commission and other related documents;
e) Organize the scholar including those who graduated in the past, and monitor
their whereabouts and employment; and;
t) Such other matters that the Commission may direct from time to time.
3. Change in the field of study or course without the prior written approval of the
City Mayor, or his duly authorized representative;
The moment that a student is terminated from the list of scholars in any given
term, his/her slot will be opened to the other qualified applicants on the waiting
list.
Section 12. - RATING. - The scholar shall maintain a general average of 85% or its
equivalent every semester or rating period; provided, however, that he/she has no rating below
80% or its equivalent in any academic or non-academic subject.
Section 14. - APPROPRIATION.- The City shall provide at least 1 million in the city's
annual budget or supplemental budget for the implementation and maintenance of the program.
Section 16. -REPEALING CLAUSE.- All ordinances, rules, regulations and executive
orders inconsistent herewith is hereby repealed or modified accordingly.
Section 17. - EFFECTIVITY - This ordinance shall take effect immediately upon
approval.
