REGULATION ORDINANCE NO. 2018-067

AN ORDINANCE CREATING THE EDUCATIONAL FINANCIAL
ASSISTANCE PROGRAM FOR COLLEGE STUDENTS IN ILOILO CITY

Sponsored by Hon. Lady Julie Grace L. Baronda, and

unanimously seconded by all members present

Be it be ordained by the Sangguniang Panlungsod of Iloilo City, in session assembled

that;

Section 1. - TITLE - The ordinance shall be known as "THE EDUCATIONAL

FINANCIAL ASSISTANCE PROGRAM FOR COLLEGE STUDENTS IN THE CI1Y OF
ILOILO"

Section 2. - DEFINITION OF TERMS - Whenever used in this ordinance the following

words or phrases shall be construed to mean -

a) Bachelor's or Baccalaureate's degree- an undergraduate academic degree awarded by

colleges or universities upon completion of a course of study;

b) Scholar- a student who is a recipient of the scholarship grant/educational financial

assistance program;

c) Program- the educational financial assistance program for college students in the City of
Iloilo;

d) Government recognized private high school -a private school operating with a

certificate of recognition duly issued by the Department of Education;

e) Commission- the Iloilo City Government Scholarship Commission;

f) Secretariat - the Iloilo City Youth Development Division of the Office of the City Mayor;

Section 3. - THE SCHOLARSHIP GRANT - There is hereby created a scholarship

grant for poor but deserving students in the City of Iloilo. The number of scholars for the first
batch and every succeeding years of the implementation of this ordinance are at least 200
students.

Each scholar is entitled to a monthly stipend of one thousand pesos (P 1,000.00) or a

maximum of five thousand pesos (P 5,000.00) for every term. The schedule of distribution shall
be done on a monthly basis pending on the submission of supporting documents.

Section 4. - QUALIFICATION OF SCHOLARS - The scholar under this ordinance

shall possess the following qualifications:

1. Must be a resident oflloilo City;

2. Should be of good moral character;

3. Both parents or the legal guardian must have a total gross income derived from
livelihood, business, occupation, exercise of profession, allotment or pension of not
exceeding two hundred twenty thousand (P 220,000.00) pesos per annum for the
last two (2) preceding years;

4. Both parents or the legal guardian must be bona fide residents for at least two (2)
years and are registered voters of Iloilo City at the time of the filing of the application
for financial assistance;

5. Must be a graduate from any public or government recognized private senior high
school in Iloilo City with a general average not lower of 85%, provided, however, that
the applicant has no final rating of 80% in any subject during his/her final year in
high school;

6. Must have obtained a final equivalent rating of 85% or above in his/her scores in the
competitive examination to be conducted by the Commission;

7. Must enroll in, but not limited to, any of the Bachelor's or Baccalaureate's degree
courses provided by the Commission on Higher Education (CHED) except courses
offered at Iloilo City Community College;

8. Must be an incoming first (1st) year college student in the first year of the
implementation of this program;

9. Must enroll in any college/university in Iloilo City duly recognized/accredited by

CHED;and

10. Must willfully accept the responsibilities of a scholar as set forth in Section 6 of this
ordinance and in other applicable guidelines.

Section 5. DOCUMENTARY REQUIREMENTS. As basis for the approval of the

student's application for the program, the applicant shall submit to the Commission through the
Secretariat the following documents, to wit:

a) Accomplished Scholarship Application Form;

b) Two (2) passport size colored pictures;

c) Certificate of Residency issued by Punong Barangay both for the applicant and
his/her parents/legal guardian;

d) Certificate from the City COMELEC that the applicant's parents or legal guardian
are registered voters of Iloilo City;

e) Income Tax Return (ITR) if any or both parents or the legal guardian have
business or self-employed.

BIR Form 2316 if any or parents or the legal guardian is employed.

Tax Exemption Certificate if any or both parents or the legal guardian belongs to
Non-formal employment.

f) Certificate of Good Moral Character and Form 138.

Section 6. THE SCHOLARS OBLIGATION AND RESPONSIBILIDES. Throughout the

duration of the scholarship, the scholar shall have the following obligations and responsibilities:

1. Adhere to the provisions of this Ordinance and other scholarship guidelines;

2. Complete the Bachelor's or Baccalaureate's degree course; provided that a scholar

may apply for a leave of absence or request for the deferment of his/her
scholarship grant based on meritorious reasons, such as health concerns and
financial problems, provided further that at no instance shall a scholar be allowed
to take a leave of absence or deferment for a period exceeding one school year;

3. Carry at least the required minimum academic load, as per prospectus, for each
school semester/trimester or term;

4. Have no failing grades, Incomplete (INC) or No Grade (NG) or unofficially

dropped the subjects in a given term; I

5. Secure a written approval from the City Mayor or his/her duly authorized
representative before transferring to another academic institution, changing the
field of study/course, provided that no grantee, at any given time shall be a
scholar for more than five (5) academic years;

6. Submit a monthly certificate from the school that the scholar continues to attend
or has a satisfactory attendance in all of his/her subject as part of the
documentary requirements in releasing the monthly stipend;

7. Submit a progress report to include subjects taken and grades obtained within
two weeks after each term to the Secretariat;

8. Participate in the orientation, meetings and other activities that may be

conducted by the Secretariat; and

9. Perform such other acts as to give full effect to the intentions of the program.

Section 7. THE OBLIGATION OF THE PARENT/S OR GUARDIAN. The parent/s or

guardian shall, at all times, monitor the performance of the scholar and shall do everything
necessary for the good mental, physical and spiritual well-being of the scholar.

They shall assume the primary responsibility and obligation to fund the student's
education and attend the orientation and meetings conducted by Secretariat.

Section 8. - THE ILOILO CITY GOVERNMENT SCHOLARSHIP COMMISSION.

There is hereby created an Iloilo City Government Scholarship Commission composed of the
following:

The City Mayor -Chairman

The City Administrator - Vice Chairman
The City Superintendent of Schools -Member
The Chairman, Committee on Education, Sangguniang Panlungsod -Member
The Chairman, Committee on Appropriations, Sangguniang Panlungsod -Member

Section 9. FUNCTIONS OF THE COMMISSION.- The Commission shall have the

following powers and functions:

a) To enforce the provisions of this Ordinance;

b) To prescribe test and standards for candidates of the scholarship grants;

c) To conduct a highly competitive examination with the following subjects and

percentages:

1. English and Composition 25%

2. Natural Sciences 25%
3. Mathematics and Physics 25%
4. General Information 15%
5. Philippine History 15%

The examination shall be held before the opening of classes. In the event that more than
the number of allotted slots for scholars passed the competitive examination given by the
Commission, the Commission is empowered in the exercise of its discretion to choose
who among the applicants who have passed shall enjoy such financial assistance for that
particular school year.

d) To cause the posting and publication of the names of successful candidates for
the program;

e) To recommend to the City Mayor for approval changes in the scholar's course or
transfer from scliool to another;

f) To take initiatives and explore possible partnership with private sectors and
academic institutions for the continuance and enhancement of the program.

Section 10. -THE SECRETARIAT.- The Iloilo City Youth Development Division of the
City Mayor's Office shall act as the Secretariat of the Commission and shall have the following
duties and functions:

a) Submit a report to the Chairman thirty (30) days after the end of each scliool year
and furnishing eacli member of the Commission a copy thereof. The report shall
contain among others the number of scholars taking academic course and who
have enrolled during the school year, the amount expended for the scholarship
including all matters, communication, report of ratings and other documents
relative to the program and other functions of the Commission.

b) Keep the records of schools, the Commission and other related documents;

c) Assist the Commission in the acceptance and screening of applications, conduct

of interviews and examination;

d) See to it that all matters, including communications, report of ratings, and

documents relative to the program and the functions of the Commission are
brought to the latter's attention;

e) Organize the scholar including those who graduated in the past, and monitor
their whereabouts and employment; and;

t) Such other matters that the Commission may direct from time to time.

Section 11. -SCHOLARSHIP FORFEITURE. A scholar who quits school, without

prior approval of the City Mayor, automatically forfeits his/her scholarship; however, if the
same is due to illness and upon recommendation of the City Health Officer, or other meritorious
reasons, he/she may be granted a leave of not exceeding one school year and shall be allowed to
resume his/her scholarship subject to the condition that, he/she is physically fit as determined
by the City Health Officer and that he/she has maintained the required rating before he/she
went on leave. The scholarship grant shall also be terminated for the following reasons:

1. Any violation against the provisions of this ordinance;

2. Incurring a "failed" final grade, an INC or NG or dropped subject;

3. Change in the field of study or course without the prior written approval of the
City Mayor, or his duly authorized representative;

4. Transfer to or change of academic institution or taking a leave of absence or

deferment of scholarship grant without the prior written approval of the City
Mayor, or his/her duly authorized representative;

5. Expulsion or suspension from the academic institution;

6. Dishonesty, such a failure to appropriately declare necessary information relating

to one's academic status/grades, personal and family information and;

7. Final conviction of any crime or offense.

The moment that a student is terminated from the list of scholars in any given
term, his/her slot will be opened to the other qualified applicants on the waiting
list.

Section 12. - RATING. - The scholar shall maintain a general average of 85% or its
equivalent every semester or rating period; provided, however, that he/she has no rating below
80% or its equivalent in any academic or non-academic subject.

Section 13. - POST GRADUATION ACTIVITIES. - The Commission's Secretariat shall

organize all City Government scholars and establish an alumni association and may require the
scholars to furnish the Commission his/her whereabouts and employment status within two (2)
years after graduation or completion of his/her studies.

Membership in the association is automatic and compulsory.

Section 14. - APPROPRIATION.- The City shall provide at least 1 million in the city's
annual budget or supplemental budget for the implementation and maintenance of the program.

Section 15. - IMPLEMENTING RULES AND REGULATIONS (IRR). - The

Commission shall come up with the IRR needed for the implementation of this ordinance.

Section 16. -REPEALING CLAUSE.- All ordinances, rules, regulations and executive
orders inconsistent herewith is hereby repealed or modified accordingly.

Section 17. - EFFECTIVITY - This ordinance shall take effect immediately upon
approval.
