REGULATION ORDINANCE NO. 2018-072


AN ORDINANCE CREATING ONE (1) SUPERVISING
ADMINISTRATIVE OFFICER (SG 22) AND ONE (1) ADMINISTRATIVE
ASSISTANT IV (SG 10) IN THE CITY BUDGET OFFICE IN THE
IMPLEMENTATION OF THE LGU INTEGRATED FINANCIAL TOOLS
(LIFT) SYSTEM

WHEREAS, the implementation of the LGU Integrated Financial Tools


(LIFT) System aims to provide the City with a simple, yet comprehensive tool to
help the City plan, budget and improve revenue collection and budget execution
and audit;

WHEREAS, the said system entails the appointment of an encoder that


will take charge of the transmission of data involving the financial transactions of
the City on a quarterly basis;

WHEREAS, of the increasing number of financial transactions in the City

ti the office is presently undermanned and has no employee solely to attend to the
implementation of the LIFT System.

WHEREAS, Section 76 ofR.A. 7160 of the Local Government Code of


1991 states that:

"Sec. 76 - Every LGU shall design and implement its own


structure and staffing pattern taking into consideration its service requirements
and financial capability, subject to the minimum standards and guidelines
prescribed by the Civil Service Commission"

NOW, THEREFORE, let it be resolved as it is hereby resolved by the


Sangguniang Panlungsod, in session assembled that:

Section 1. That the Supervising Administrative Officer (SG 22) and


Administrative Assistant IV (SG 10) in the City Budget Office are hereby created.

Section 2. That the following qualifications of the said creation are the

Section 3. That the duties and functions of the proposed creation are the following
a. Supervising Administrative Officer (SG 22) for the Barangay Budget
Review Division, with the following duties:

• Does a preliminary review of the Annual and Supplemental Budgets of the


180 Barangays and endorses the same to the Sangguniang Panlungsod for
final review;
• Supervise the preparation of the Barangay Financial and Budgetary
analysis/reports;
• Provides assistance to the Barangay Officials of the 180 barangays in
preparation of their Annual and Supplemental Budgets;
• Acts as resource person and assists the DILG in the conduct of seminars
for the Newly-Elected Officials of the 180 barangays;
• Performs functions as member of the Iloilo City Audit and Transition
Team for Barangays per Executive Order No. 22 as amended by Executive
Order No. 27 issued by City Mayor Jose S. Espinosa, III;
• Prepare communications relative to Barangay matter.

b. Administrative Assistant IV (SG 10) for the Fiscal Research Division,


with the following duties:

• Handles the encoding of the LGU Integrated Financial Tools (LIFT) and
take charge of the transmission of data involving the financial transactions
of the City on a quarterly basis for BLGF monitoring;
• Encodes all daily Obligations Requests under the Maintenance and Other
Operating Expenses (MOOE) and consolidate the same on a monthly basis
for the submission to the Commission on Audit;
• Assists in Encoding Obligation Requests with Purschase Orders submitted
by the Bids and Awards Committee for the preparation of the list of Not
Yet Due and Demandable Obligations (NYDDO) and submits the same to
the Commission on Audit;
• Records daily transactions under the Special Purpose Appropriation
(SPA);
• Does other related task/s that may be assigned from time to time.

Section 4. The Iloilo City Government shall allocate and appropriate funds for the
implementation of this ordinance.

Section 5. This ordinance shall take effect July 01, 2018, after its publication on a
local newspaper of general circulation in Iloilo City.
