REGULATION ORDINANCE NO. 2018-101

AN ORDINANCE ABOLISHING TWO (2) AGRICULTURAL TECHNOLOGIST, S/GlO,
ITEM NO. 12 AND 17 AND CREATING A NEW POSITION, THREE (3)
ADMINISTRATIVE AIDE, S/G2 UNDER THE OFFICE OF CITY AGRICULTURIST
AND APPROPRIATING NECESSARY FUNDS THEREOF.

Sponsored by Hon. R Leone N Gerochi and seconded by Hon. Lynd V. Acap;

WHEREAS, due to the increasing workload of the Office of the City Agriculturist, said
office is in need of man-power that shall meet with the demands of their office, improve clientele
satisfaction and for the interest of quality service;

WHEREAS, there is a need to create the new position in order to equally distribute the
workload of the said office, optimize and expedite their works and enhance the services they
render to their clients;

WHEREAS, Section 76 of RA. 7160 of the Local Goverrunent Code of 1991 states that:

"Sec. 76- Every LGU shall design and implement its own structure and
staffing pattern taking into consideration its service requirements and financial
capability, subject to the minimum standards and guidelines prescribed by the
Civil Service Commission"

NOW THEREFORE, let it be ordained as it is hereby ordained by the Sangguniang

Panlungsod, in session assembled that:

Section 1. That TWO (2) AGRICULTURAL TCHNOLOGIST shall be abolished

AND THREE (3) ADMINISTRATIVE AIDE II shall be created.

Section 2. That the said Three (3) Administrative Aide II - SG2) shall perform the
following functions:

1. Collects and delivers infra and inter-office correspondence, documents, package and
other materials.
2. Run errands, perform simple clerical tasks such as filing cards alphabetically and
sorting mails.
3. Performs other related duties and functions as may be assigned by the head Office
from time to time

Section 3. That the city Government shall allocate funds for the creation of this
ordinance.

Section 4. This ordinance shall take effect upon approval after its publication on a
general circulation of Iloilo City;

P.M. TO 3:00 P.M., FOR THE ANNUAL -INTER-CULTURAL PARADE OF THE

WHEREAS, the Association of Barangay Captains, Molo District, Iloilo City will be
holding a Parade on Friday, July 13, 2018, from 1:00 P.M. to 3:00 P.M.;

WHEREAS, the said event will temporarily be using the half lane of Dalan Locsin,
Lopez Jaena Street and Baluarte-Calumpang-Villa-Oton Blvd from GT Mall, Molo, Iloilo City
until Infante Street, Molo, Iloilo City;

WHEREAS, Book I, Section 21, paragraph (c) ofRepublicAct 7160 states that:

Section 21. Closure and Opening ofRoads. Xxx

(c) "Any national or local road, alley, park, or square may be temporary closed
during an actu11l ernergem;.y, .fiesta or an undert11king of pub/ii:; works and
highways, telecommunications, and waterworks projects, the duration of which
shall be specified by the local chief executive concerned in a written order.

Provided, however, that no national or local road, alley, park, or square shall be
temporarily closed for athletic, cultural or civic activities not r4ficially sponsored,
recognized, or approved by the local government unit concerned. "

WHEREAS, there is a necessity for the temporary closure of portions of the above-
mentioned roads in order to facilitate the said activity and ensure the safety of the participants of
the said Fun Run;

THEREFORE, let it be ordained by the Sangguniang Panlungsod of Iloilo City, in

session assembled that;

Sectilm 1. - The half lane of Dalan Locsin, Lopez Jaena Street and Baluarte-Calumpang-
Villa-Oton Blvd from GT Mall, Molo, Iloilo City until Infante Street, Molo, Iloilo City be
temporarily closed on Friday, July 13, 2018, from 1:00 P.M. to 3:00 P.M., for the parade of the
Association ofBarangay Captains, Molo District, Iloilo City;

Section 2.- That for the reason of such closure, members of the Public Safety and
Transportation Management Office (PSTMO) as well as Traffic Aides shall be assigned to put up
advance notice to the public and to regulate traffic on the roads affected during the effectivity of
such closure;

Section 3. -That the Head of the Public Safety and Transportation Management Office
(PSTMO) and Traffic Management and Regulatory Office be furnished a copy of this ordinance
for their information and appropriate action. The enforcement of the closure shall be subject to
the prior announcement or information dissemination either through newspaper of general
circulation or radio or both at the expense of the organizers for at least five (5) consecutive days
prior to the scheduled closure;

Section 4. - The Head of the Public Information Office of Iloilo City shall likewise be
furnished a copy of this ordinance for the broadcast media's information dissemination for at
least five (5) consecutive days prior to the scheduled closure;

Section S. - This ordinance shall take effect immediately upon approval.
