1.0 SCOPE
1. This specification provides general guidance and minimum requirements for furnishing and
installing materials and for proportioning, mixing, placing, testing, and curing plain and
reinforced concrete at Purchaser facilities.
2. This specification supplements ACI 301-05.

2.0 REFERENCES
1. The following documents are referenced herein and shall be considered an integral part of this
specification except as otherwise noted.
2. Use the edition of each referenced document in effect on the date of the publication of this
specification.
3. Design, construction, and general project requirements shall comply with the following
Purchaser and Project specifications, Codes, Standards, and Regulations applicable in the
country where the Project is located.
4. Conflicts between this specification and other referenced documents shall be submitted in
writing to Purchaser for resolution.
5. In the event of any inconsistency between the requirements stated in the various technical and
reference documents, the following order of precedence shall apply:
a. Local country statutes, regulations, and directives
b. Local country codes and standards
c. The project requisition
d. Data sheets
e. This specification
f. Client specific standards
g. Other international codes and standards
6. Notwithstanding the stated hierarchy, any discrepancies between the requirements of the
above documents shall be forwarded in writing to the Purchaser for resolution.

3.0 GENERAL REQUIREMENTS


1. Concrete supply and construction shall be in accordance with all requirements of ACI 301-05,
except as modified or supplemented in this specification or by the contract documents.
2. The following ACI documents are acceptable practices and may be helpful in meeting
requirements of this specification and ACI 301-05:
a. ACI 211.1

g. ACI 347

3. Requirements of state or local agencies that have jurisdiction where the concrete is to be
placed shall apply.
4. Any conflicts or inconsistencies between this specification, the design drawings, or other
contract documents shall be brought to the attention of Purchaser for resolution.

3.1 Quality Control


1. A written quality control program and inspection procedures document shall be submitted to
Purchaser for review. These documents shall provide details of how compliance with the
requirements of this specification and contract documents shall be achieved.
2. Unless otherwise specified in the contract documents, Purchaser shall be responsible for
furnishing a testing agency to act as the “Owner’s testing agency” as defined by ACI 301-05.

3. Purchaser shall have the right to make inspections at any time at the source of supply of
materials, at the place of preparation of materials, at the mixing plant if ready mixed concrete
is used, and during execution of all concrete work.
4. Samples for testing shall be obtained in accordance with ACI 301-05. The rate of sampling
shall be in accordance with ACI 301-05 and the following:
a. For structures and foundations, samples shall be obtained in accordance with the
following requirements:
1) One sample minimum per 100 cubic yards (76 cubic meters) of concrete;
2) One sample minimum for each structure or foundation, except if placing a number of
items, each smaller than 15 cubic yards (11 cubic meters);
3) One sample minimum per 15 cubic yards (11 cubic meters) if placing a number of
items, each smaller than 15 cubic yards (11 cubic meters);
b. For paving and slabs on grade, obtain one sample per 50 cubic yards (38 cubic meters) of
concrete.
c. For underground pipe or electrical encasements and fireproofing, obtain one sample at the
beginning of each day of concreting work.
d. For all other concrete, obtain samples in accordance with item 4a in Section 3.1 of this
specification.
e. As a minimum, one additional composite sample shall be obtained if observations of tests
for slump, temperature, or air content indicate non-conformance with the contract
documents.
f. When high early strength concrete is used, specimens shall be tested at 3 days and 7 days.
5. For each concrete sample obtained, the following tests shall be conducted in accordance with
ACI 301-05:
a. Strength tests
b. Slump
c. Temperature
d. Air content
6. Test cylinder sets shall be dated and numbered consecutively.
7. Unless otherwise specified in the contract documents, concrete quality assurance test reports
shall be provided to Purchaser weekly. Test report data shall include, but not be limited to:
a. Location of concrete on the job, including:
1) associated drawing numbers
2) structure/foundation identification
b. Specified strength (f’c)
c. Date poured
d. Proportions of concrete mix or mix identification
e. 7- and 28-day compressive strength
f. Slump, air, and concrete temperatures at time of pour, as well as:
1) Time of day concrete was batched
2) Time of day concrete was poured

g. Air content
h. Name of inspector making cylinders and cylinder number
i. Maximum size of aggregate
8. Where concrete is to be placed in the United States of America, ready mixed concrete
suppliers shall be certified in accordance with one of the following:
a. Certification by holding a current NRMCA Certificate of Conformance for Concrete
Production Facilities.
b. Certification from an independent testing agency stating conformance with NRMCA
Certification of Ready Mixed Concrete Production Facilities.
c. Certification from the State Department of Transportation from the state of the project site
location.
d. The certifications shall be current for the duration of the concrete supply.
9. Purchaser shall have the right to demand supplemental requirements for the inspections and
testing of concrete. When required, it shall be so specified CIV-IT-850.

3.2 Submittals
1. Before start of work, documentation in accordance with requirements of ACI 301-05, listed in
Table 4 on page 16, as a minimum, shall be submitted to Purchaser for review and acceptance.
2. If required by contract documents, additional documentation in accordance with requirements
of ACI 301-05, not listed in Table 4, shall be submitted to Purchaser for review and
acceptance.
3. Three certified copies of the test results shall be submitted to the Purchaser.

3.3 Safety
1. Work shall be in accordance with all applicable national, state, or local safety requirements,
site specific requirements of Purchaser, and all safety requirements specified in contract
documents.
2. For work in the United States of America, it shall comply with the Federal OSHA (29 CFR
1929) and/or State OSHA, whichever more stringent.

4.0 MATERIALS REQUIREMENTS

4.1 General
1. Unless authorized in writing by Purchaser, materials that are not in accordance with this
specification or the contract documents shall not be permitted.
2. Materials shall be in accordance with applicable local volatile organic compound regulations.

4.2 Cementitious Materials


1. Unless otherwise specified in the contract documents, Portland cement shall be in accordance
with ASTM C 150, Type I or Type II. For oil, gas and chemical manufacturing facilities, type
II cement shall be used unless otherwise specified.
2. Only one brand of cement shall be used.

3. Unless otherwise specified in the contract documents, fly ash may be used in accordance with
ACI 301-05 and shall conform to ASTM C 618, Class C or Class F. If Class C fly ash is used
in a moderately to extremely aggressive sulfate environment, the mix design shall be tested in
accordance with ASTM C 1012 to verify sulfate resistance.
Note Class C fly ash, which contains relatively high levels of amorphous calcium
aluminate, may make more calcium hydroxide available for reaction with sulfates,
thus contributing to concrete deterioration.

4.3 Admixtures
1. All admixtures, except air entrainment admixtures, shall require authorization for use by the
engineer of record.
2. Only one manufacturer for each admixture shall be used.
3. Calcium chloride and admixtures containing soluble chlorides shall not be permitted.
4. Admixture shall not be used to replace cement.
5. Roof concrete and trenches with concrete floors shall have waterproofing additives, subject to
Purchaser acceptance.

4.4 Aggregate
1. Aggregate shall be in accordance with ASTM C 33.
2. Aggregate shall be obtained from a single source.

4.5 Reinforcement
1. Unless otherwise specified in the contract documents, reinforcing bars shall be deformed billet
steel in accordance with ASTM A 615/A 615M, grade 60.
2. Unless otherwise specified in the contract documents, all reinforcing shall be uncoated.
3. Welded wire fabric shall be plain wire fabric and in accordance with ASTM A 185/A 185M.
4. Tie wire shall be black annealed wire, 16 gage minimum.

4.6 Water
1. Water used for mixing water, ice, curing, or any other function relating to placement of
concrete shall be potable.
2. Other water may be used if tested for suitability in accordance with ASTM C 94/C 94M.
3. Wash water from mixer washout operations shall not be used as mixing water.
4. If galvanized and/or aluminum material is embedded in concrete, water for concrete mix shall
not have more than 200 ppm of chloride ions.

4.7 Accessories
All accessories shall be provided in accordance with the contract documents.

4.8 Joint Sealant


Joint sealant materials shall conform to the following applicable specifications:
1. ASTM D 7116
2. ASTM D 2628

4.9 Waterstop
Waterstop shall be polyvinyl chloride with high polymer resins, 6-inch (150-mm) heavy duty
ribbed, with center bulb or Heavy Duty Dumb-Bell type in accordance with ASTM D 412, or
authorized equal.

4.10 Moisture Barrier


Moisture barrier shall be 6 mil (0.15 mm) polyethylene film. Seams shall be lapped 6 inches
(150 mm).

5.0 EXECUTION REQUIREMENTS

5.1 General
Storage, handling, measuring, mixing, transporting, and placing of concrete materials shall follow
the methods and means outlined in ACI 304R and comply with manufacturer’s recommendation
for handling, storage, and protection.

5.2 Formwork
1. Unless otherwise specified in the contract documents, 3/4-inch (20-mm) chamfer strips shall
be provided at all corners on permanently exposed surfaces.
2. Form-release agents shall not be applied if concrete surfaces receive special finishes or where
the agent may affect applied coverings. Alternately, inside surfaces of untreated formwork
shall be soaked with clean water and kept moist before placing concrete.
3. Form removal shall be in accordance with ACI 301-05 and the following:
a. For structures for which the forms do not provide vertical support (e.g., footings, piers,
columns, walls, or sides of beams), the forms may be removed 48 hours after completion
of placement if the concrete is sufficiently hard to prevent damage by form removal, and if
curing starts immediately.
b. Unless otherwise specified in the contract documents, forms for self-supporting members
may be removed if the concrete strength is at least 80 percent of the specified 28-day
strength. Refer to ACI 301-05, Section 2.3.4, for determining strength of concrete for
removal of formwork.
c. Unless otherwise authorized by Purchaser, forms shall not be left permanently in place.
d. Results of suitable control tests shall be used as evidence that concrete has attained
sufficient strength to permit removal of supporting forms.
1) Cylinders required for control tests shall be provided in addition to those otherwise
required by this specification.
2) Test specimens shall be removed from molds at end of 24 hours and stored in the
structures as near to points of sampling as possible.
3) They shall receive, as far as is practicable, the same protection from the elements as is
given those portions of the structure which they represent.

4. Form accessories that remain embedded in the concrete (e.g., ties and hangers) shall be a
commercially manufactured type.
5. Unless specified otherwise in the contract documents, formed concrete surfaces shall be
constructed in accordance with the tolerances shown in ACI 117. Tolerances for concrete
surfaces not specifically mentioned in ACI 117 shall be in accordance with ACI 117,
Section 4.
6. Formwork for column and wall shall be provided with adequate cleanout openings to permit
inspection and easy cleaning after reinforcement has been placed.
7. All side and bottom surfaces of structures that will be exposed shall be formed.
a. Unless otherwise authorized by the engineer of record, vertical surfaces of subgrade
structures and pavements shall be formed at least to a depth of 12 inches (300 mm) below
grade.
b. The structure below this level may be placed against earth.

5.3 Joints
1. All joints shall be located and constructed in accordance with the contract documents. Any
variation from the location specified shall be authorized by the Purchaser.
2. Control joints to be cut with a saw shall be cut as soon as the concrete is hard enough to
prevent surface raveling and aggregate dislodging, and within 12 hours after concrete
placement.
a. Control joints shall be cut in accordance with the saw manufacturer’s written
recommendations.
b. Sawing sequence shall be based on pour time and size of slab.
3. Control joints in slab toppings shall be located directly above and in line with the control joints
in the underlying concrete slab.
4. Isolation joints shall be placed where the pavement adjoins vertical surfaces (e.g., walls,
columns, catch basins, manholes, and equipment foundations).
a. Isolation joints shall be located in accordance with the contract documents.
b. Isolation joints shall not be used to contain hydrostatic pressure.
5. Dowels at expansion joints shall be properly aligned to prevent any restraint on expansion
movement at the joint.
6. The surface of joints shall be cleaned of scale and laitance and thoroughly wetted, but free of
standing water, before placing adjoining concrete.
7. Where shown on the drawings, a Purchaser-accepted joint sealant shall be applied according to
the manufacturer’s recommendations. The joint sealant shall not be thicker than half the width
of the joint.
8. Joint filler strips for expansion joints shall conform to ASTM D 1751 or D 1752. Joint filler
shall be 1/2-inch (12.7 mm) thick minimum unless otherwise shown on the drawings.
9. Bond breaker shall be polyethylene tape 2 mils (0.05 mm) thickness minimum.
10. Construction joints shall comply with CIV-EF-738.

5.4 Waterstops
Waterstops shall be installed in accordance with the contract documents and the
manufacturer’s recommendations.

5.5 Reinforcing and Embedments

5.5.1 Detailing and Fabrication


1. Reinforcement placing drawings and bending schedules shall be prepared in
accordance with ACI SP-66. Drawings and schedules shall show number, grade, size,
length, mark, location, and bending diagrams for reinforcing bars.
2. Splices in reinforcement shall be detailed, fabricated, and located as shown on the
drawings only.
3. Fabrication drawings shall indicate the related PO number, release number, and design
drawing number.
4. Reinforcement shall be tagged with weather-resistant metal tags.
5. Each bundle of fabricated bars shall be tagged.
a. The tags shall indicate drawing number, release number, mark number, grade, bar
quantity, and bar size.
b. The Tags shall show destination by name, address, and purchase order number.
6. Each bundle of stock-length straight bars shall be tagged to indicate bar quantity,
grade, bar size, and bar length.
7. Fabrication tolerances shall comply with the requirements of ACI 117.

5.5.2 Installation
1. Embedded aluminum items shall not be permitted.
2. Anchor bolts, anchors, inserts, sleeves, drains, curb and seat angles, nosing, and other
embedded items shall be installed before placing concrete. Welding of these items to
the reinforcing bars shall not be permitted.
3. Anchor bolt threads shall be protected from damage and kept free of concrete.
4. Anchor bolt sleeves shall be capped or plugged to keep out water, concrete, and
debris.
5. Reinforcement shall be accurately placed in accordance with design drawings and
secured in position with concrete or metal chairs and spacers.
a. Intersections and splices of reinforcement shall be securely tied with annealed
steel wire 16 gage or heavier and securely held in position during concrete
placing.
b. Welded or mechanical splices are not allowed unless authorized by the engineer.
6. Reinforcing bars projecting from existing, hardened concrete may be bent or
straightened, subject to acceptance by Purchaser, and provided it is done in
accordance with ACI 301-05 section 3.3.2.8.
7. Exposed reinforcing bars intended for bonding with future extensions shall be
protected from corrosion by concrete or other adequate covering. Type of covering
requires written Purchaser authorization.

5.5.3 Tolerances
1. Unless otherwise specified in the contract documents, embedments shall be installed
in accordance with the tolerances shown in Table 1.
2. The term “bolt group” used in Table 1 is defined as the set of anchor bolts for a single
fabricated steel shipping piece, or a single piece of equipment or skid.

5.6 Proportioning and Mixing


1. Unless as otherwise provided in this specification, ready-mixed concrete shall conform to
ASTM C 94/C 94M, Alternative No. 2, which requires the Supplier to assume full
responsibility for the selections of the proportions of the concrete mixture.
2. The minimum 28-day compressive strength, f’c, shall be in accordance with the contract
documents.
3. If high early-strength concrete is specified, compressive strength shall be 7-day strength.
4. Unless otherwise specified in the contract documents, the maximum size of coarse aggregate
in concrete shall be in accordance with ACI 301-05 and shall not be greater than the sizes
shown in Table 2.

5. Unless otherwise specified in the contract documents, maximum water-soluble chloride ion
concentrations in hardened concrete shall be 0.30 percent by weight of cement, in accordance
with ACI 301-05, Table 4.2.2.6, for other reinforced concrete construction.

6. Unless otherwise specified in the contract documents, air content at the point of delivery shall
be in accordance with ACI 301-05, Table 4.2.2.4, for moderate exposure.
7. Unless otherwise specified in the contract documents, the maximum water-cementitious
materials ratio shall be 0.4 for liquid-retaining (hydraulic) structures and 0.5 for all other
concrete.
8. Unless otherwise directed by the engineer of record, all admixtures shall be added at the batch
plant.
9. Concrete envelopes for underground electrical ducts and cover slabs for direct-buried cables
shall have a specified 28 day compressive strength of 2,000 psi (14 Mpa) and be colored red
by adding 10 pounds of red oxide powder per cubic yard (6 kilograms per cubic meter) of
concrete unless otherwise noted in the contract documents.
10. Concrete envelopes for underground instrument air-line ducts shall have a specified 28 day
compressive strength of 2,000 psi (14 Mpa) and be colored yellow by adding 10 pounds of
yellow oxide powder per cubic yard (6 kilograms per cubic meter) of concrete unless
otherwise noted in the contract documents.
11. Unless otherwise authorized by Purchaser, job-mixed concrete shall not be permitted.
12. Slump and Consistency
a. Concrete shall be proportioned so as to comply with the requirements of Table 3. These
values will be used to judge consistency prior to the addition of plasticizers.
b. The quality of total mixing water shall be limited to an amount producing the lowest
slump concrete that can be properly consolidated under existing placing conditions.

5.7 Placing Concrete


1. Inspection and authorization shall be obtained from Purchaser before placing concrete.
2. Subgrade soils shall be free from foreign materials and covered by moisture barrier before
placing concrete. Moisture barrier shall comply with Section 4.10 of this specification.
3. Concrete delivery tickets shall be maintained as a record for ready mixed concrete.
4. Concrete that has achieved initial set or has been contaminated by foreign matter shall not be
deposited in the structure.

5. Retempering or addition of water after concrete is first mixed shall not be permitted.
6. The addition of ice at the construction site shall be permitted only if it has been considered in
the mix design. The concrete manufacturer shall provide written instructions on the required
amount of ice and the mixing procedure.
7. Materials and equipment for protection and curing shall be operational at the placement site
before placement begins.
8. Slabs shall be placed in alternating strips.
9. The interval between concrete deliveries shall be such that no more than 20 minutes
interruption elapsed during placement of a single foundation or slab, unless authorized by the
engineer of record.
10. Discharge of the concrete shall be completed within 45 minutes after the introduction of the
mixing water to the cement and aggregates or the introduction of the cement to the aggregates.
This time may be extended up to 90 minutes with authorization of the engineer of record.
11. To prevent segregation of the coarse aggregate, the freefall of concrete shall not exceed 6 feet
(1.8 m). When the drop exceeds 6 feet (1.8 m), access hatches, chutes, tremie, or elephant
trunk shall be used.
12. Concrete shall not be allowed to flow laterally a distance of more than 5 feet (1.5 m) from
point of deposit.
13. Concrete shall be consolidated by mechanical vibrators or by other means as authorized by
ACI 301-05, section 5.3.2.5.
14. Concrete to be placed under water shall be placed with tremie method.

5.8 Curing and Protection


1. Unless otherwise specified in this specification or in the contract documents, concrete shall be
cured and protected in accordance with ACI 301-05, section 5.3.6.
2. Concrete not in contact with forms may utilize any of the methods indicated in ACI 301-05,
section 5.3.6.4, for the preservation of moisture. However, for interior concrete slabs, ponding,
sprayed water, or wet sand shall not be permitted.
3. Unless otherwise specified in the contract documents, liquid membrane curing compounds
shall not be used on surfaces that shall receive bonded treatments, tiles, paint or other adhered
finishes, epoxy toppings, or additional concrete.
4. Any structure designated as a hydraulic structure in the contract documents shall comply with
the following:
a. Hydraulic structures shall be cured by a wet-cure procedure only (e.g., use of ponding,
sprinkling, or a moisture-retaining fabric).
b. Moist wood forms in contact with concrete shall not be considered as curing for hydraulic
structures.
c. Curing shall occur for a minimum of 14 days.
d. Wall forms shall be loosened and water continually sprinkled between the wall and forms.
5. Curing of precast concrete sections by high pressure steam, steam vapor, or other means to
accelerate the hardening of concrete shall not be permitted unless authorized by Purchaser in
writing.

6. The temperature of the concrete shall also be prevented from rising above 70°F (21°C) during
the curing period.
7. Moist Curing—Unformed surfaces shall be covered with burlap, cotton, or other acceptable
fabric mats kept in intimate contact with the concrete or with clean sand and shall be kept
continuously wet for the duration of the curing period.
a. Surfaces cured with sand shall be covered with a minimum uniform thickness of two
inches of sand.
b. Where formed surfaces are cured while still in the forms, the forms shall be kept wet
continually.
c. If the forms are removed before the end of the curing period, curing shall continue as for
unformed surfaces.
d. Burlap shall be used only on surfaces to be unexposed in the finished work.
e. Concrete shall be protected from the direct rays of the sun during the first 3 days of the
curing period.
8. Membrane Curing—Concrete may be cured with a curing compound of the surface
membrane type in lieu of moist curing with water.
a. The curing compound shall be applied to formed surfaces immediately after the forms
have been removed and the surface defects have been repaired.
b. The curing compound shall be applied to unformed surfaces immediately after finishing.
c. The surfaces shall be thoroughly covered with the curing compound applied in accordance
with the manufacturer’s recommendations.
d. Concrete surfaces which are subjected to heavy rainfall within 3 hours after the curing
compound has been applied shall be retreated.
9. Exposed concrete surfaces and formed concrete stripped earlier than 7 days after pouring shall
be treated with a concrete curing compound acceptable to Purchaser.
10. Where an interior slab receives no other covering or topping, it shall be coated with an
acceptable curing hardening compound applied in accordance with the manufacturer’s
recommendations.

5.9 Surface Finishing and Tolerances


1. Unless otherwise specified in the contract documents, the surface finish and correlating
tolerance requirements shall be in accordance with ACI 301-05.
2. Equipment bases shall be finished with a floated finish. Stairs, steps, ramps, and walks shall be
finished with a broom finish.
3. Interior floor slabs shall be finished with a trowel finish in accordance with the conventional
flat tolerance requirements of ACI 117.
4. Roads, area paving, and exterior slabs shall be finished with a broom or belt finish in
accordance with the conventional straight-edged tolerance requirements of ACI 117.

5.10 Repair of Surface Defects


1. Unless otherwise specified or permitted by the engineer of record, tie holes, honeycombs, and
other concrete surface defects shall be repaired promptly after form removal at a time and in a
manner that shall not delay, interfere with, or impair the proper curing of the fresh concrete.

2. The engineer of record shall be notified before proceeding with repair if the defect is either of
the following sizes:
a. Depth is greater than 3 inches (75 mm) at the maximum point and surface area is greater
than 150 square inches (100,000 square mm).
b. Depth is greater than 1/4 the thickness of the member and greater than 6 inches (150 mm)
in any other direction.
3. Prepackaged grouts and patching compounds or a patching mortar similar to the concrete mix
without coarse aggregate may be used with authorization from the engineer of record. The
color shall match the surrounding area.
4. Out-of-tolerance slabs shall be repaired by grinding down high points and/or raising low
points by using a specified underlayment compound or repair topping if the areas are exposed.
5. Critical slab areas, identified in the contract documents shall be replaced if out-of-tolerance. A
demolition and replacement plan for the slab areas shall be submitted to the engineer of record
for review and acceptance before proceeding.

5.11 Hot and Cold Weather Concreting


1. If the combination of temperature, humidity, and wind velocity as shown in ACI 305R, Figure
2.1.5, is expected to cause a rate of evaporation equal to or greater than 0.2 pounds per square
foot per hour (9.6 newtons per square meter per hour), the recommendations of ACI 305R
shall be followed for concrete supply and construction.
2. If the minimum temperature criteria of ACI 301-05, section 4.2.2.8, applies, the requirements
of ACI 306.1 shall be followed for concrete supply and construction.

5.12 Architectural and Prestressed Concrete


Architectural and prestressed concrete requirements that are in addition to ACI 301-05 and this
Specification shall be in accordance with the contract documents.

5.13 Loading of Self-Supporting Members


Unless otherwise authorized by the engineer of record, no superimposed load shall be applied to
self-supporting members before the 28-day verification of the specified strength, unless the
specified 28-day strength has been verified by field-cured cylinders.
